Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion of care.
In collaboration with the Emergency Unit and the project coordinator, the Project Medical Referent participates in the definition, planning and monitoring of medical activities and programs on the project, in accordance with protocols and coordinates the human and material resources necessary to guarantee the quality of medical care provided.
Main responsibilities
In collaboration with the project coordinator and the rest of the team, the medical coordinator and partners of the Ministry of Health, define and implement medical activities in accordance with the project plan, standards and protocols, and ensure the monitoring of these activities.
This implies:
- Develop the project strategy, analyze the development of activities and produce medical reports, as well as review the budget;
- to ensure the collection of medical data, their analysis and their communication to the medical coordination of the capital, in order to guarantee adequate monitoring of the program;
- to participate in exploration missions and field assessments, to define medical priorities and therefore the operations to be carried out if necessary;
- to ensure regular contacts with the Ministry of Health and other local stakeholders in the medical field.
- Monitor activities in different medical disciplines, and provide technical support to medical staff in the field through your own knowledge as well as different rules. This therefore includes monitoring and controlling compliance with medical protocols.
- Coordinate, supervise and coach members of the medical team to support their performance in order to strengthen the medical component of the project and ensure compliance with protocols and standards as well as the protocols of the Ministry of Health.
- Plan and supervise, in close coordination with the project coordinator, the management of the project’s medical staff (recruitment, training, induction, performance evaluation, development and internal/external communication) in order to guarantee adequate resources (staff and knowledge) and develop their skills.
- Oversee the efficient management of pharmacy and medical equipment in the field, in conjunction with the project’s logistics department and biomedical department, taking into account program guidelines and protocol changes.
- Monitor consumption and prepare medical orders in order to supply medicines, medical equipment, medical devices, including consumables and associated spare parts in order to avoid stock shortages and dispense the required medicines in all circumstances.
- Apply the health and safety policy for international and national personnel, and put in place all necessary prophylactic and preventive measures as well as emergency response structures and plans, in order to manage any medical evacuation and protect the health of staff.

Experience
- Essential, be validated as a Project Medical Referent in an International Medical NGO
- At least one year’s experience in a similar position with MSF
- Field experiences with MSF and/or Experiences in different mission typologies (Epidemic, conflict, natural disaster, population displacement)
- Experience in a medical emergency context

Languages
- Very good knowledge of French (B2 minimum) and English (B2 minimum)
- Knowledge of other languages such as Arabic or Spanish is a plus
Terms of employment
Status: 12-month full-time fixed-term contract. Level 12 remuneration according to the MSF field salary scale and based on seniority and relevant experience for this position.
Conditions: Field post with visits to headquarters in Paris. Health insurance, transport, accommodation and subsistence costs (perdiem) covered by MSF. Leave according to the MSF emergency contract break policy.
