Overall Purpose/Broad Function:
NI’s Global Technical Services (GTS) unit is a passionate team of technical experts in public health and nutrition with extensive global experiences. The GTS team leads on providing technical support to NI’s programs and strategic research for impact. This team works at the global level, national level, and down to the practical side of implementing policies and programs.
The Technical Advisor focuses on adolescents’ and women’s health and nutrition with consideration for the promotion of gender equality and girls’ and women’s empowerment. This involves working closely with NI Country and Regional Office staff to support their efforts to collaborate with national governments and other partners to improve adolescents’ and women’s health and nutrition. Working as part of Nutrition International’s Global Technical Team, and based in the Asia Region, the position supports and advises Nutrition International staff, national governments, other external partners and consultants in Asia on appropriate strategies and interventions to improve the health and nutrition status of adolescent girls and women, in line with
Nutrition International’s strategic objectives.
This position supports country teams in the gender responsive and youth responsive delivery of health and nutrition services implemented across sectors, focusing on:
- Delivery of weekly iron folic acid supplements for adolescent girls
- Gender responsive nutrition education for adolescents
- Support for multi-sectoral collaboration such as with the education sector and through innovative partnerships to reach out of school girls.
- Delivery of weekly iron folic acid supplements to women
- Supporting adolescents in advocating for their own health and nutrition
- Increasing youth responsiveness, quality and utilization of adolescent health and nutrition systems and services
The post-holder will provide evidence based technical assistance to support Nutrition International country staff and local partners in developing, implementing, monitoring and evaluating programs in the Asia region ensuring new knowledge and lessons learned are shared throughout Nutrition International and through wider dissemination as appropriate in liaison with GTS and country colleagues. The post-holder will work in collaboration with other Nutrition International GTS staff working in related areas in Asia region and globally in – Behavior Change, Research and Evaluation, and also across other NI units, including Program Operations.
Key Duties and Responsibilities:
3.1 Program Development
- Support the development of NI program designs and proposals in the field of Adolescent’s and Women’s Health and Nutrition adding value through applying technical expertise and up-to-date subject awareness and relevant program inputs to ensure programs are technically sound, realistic, achievable and sustainable.
- With support from global and country team, develop program designs for new multi-year programming cycle for select Asian countries, which are in line with global recommendations.
- Develop, or provide inputs to NI project performance measurement (monitoring, and as needed, evaluation) frameworks.
- Support the development of implementation research and process documentation opportunities and ideas when a need is identified, to investigate persistent constraints to improving Adolescents’ and Women’s Health and Nutrition to better inform program design, and identify innovative and effective approaches which could be scaled up.
- Pro-actively propose strategies, tools, guidelines and resource materials to support NI staff and partners in the design of interventions to improve the effectiveness of NI programs with a focus on innovation and application of evidence-based approaches as appropriate.
- Review components related to adolescent health and nutrition in initiatives being considered as part of wider NI programming.
3.2 Program Implementation
- Support country staff with the development of Terms of Reference for key program components.
- Provide technical Quality Assurance and support to NI staff and partners in implementing programs in Adolescent Health and Nutrition, ensuring appropriate engagement of Government, development partners and other stakeholders.
- Provide technical Quality Assurance of products, reports, strategies, guidelines, advocacy and communication materials, etc. as required.
- Provide technical guidance and support problem solving to address challenges arising during program implementation and where opportunities arise and when necessary provide mentoring to NI program staff.
3.3 External Relations
- Develop networks and collaborative relations to facilitate and reinforce sharing of best practice with other relevant programs, experts and organizations in Asia and globally.
- Ensure documentation and knowledge translation of lessons learned from NI’s work on adolescent health and nutrition (for reporting but also for other wider dissemination) – and on regional partnership development and maintenance.
- Promote the value and application of effective strategies for delivering improved gender responsive adolescent and women’s health and nutrition to stakeholders, government and donor representatives.
- Represent NI on technical working groups and other national and regional fora relating to this field as required.
- Stay abreast of, and contribute to, the latest knowledge and best practices related to programs relevant to Adolescents’ and Women’s Nutrition.
- Support NI resource mobilization initiatives as required e.g. writing/reviewing components for external funding proposals and suggesting ideas for new grants.
3.4 Program Monitoring (in liaison with the Regional Monitoring and Reporting Manager as necessary)
- Support NI country teams through tracking their work in monitoring and reporting on interventions in Adolescents’ and Women’s Health and Nutrition, providing suggestions and strategies for quality improvement as appropriate.
- Monitor approaches, roles of selected partners, tools, materials and strategies developed across NI projects and interventions to identify opportunities for disseminating for organizational learning
3.5 Program Research and Evaluation (in liaison with Technical Advisors in regional and Head Office as appropriate)
- Support the design and conduct of implementation research and baseline and end line data collection for monitoring the progress and impact of NI programs aimed at improving Adolescents’ and Women’s Health and Nutrition, including review and development of TORs, research tools-qualitative and quantitative, and support to identification and management of consultants and research agencies.
Other duties and responsibilities that may be required.
Supervisory Responsibilities:
- Possible supervision of consultants hired by NI to support programs
Education/Professional Designations/Experience:
- Postgraduate level degree, in nutrition, public health, medicine or health-related discipline essential.
- Strong technical understanding of issues relating to adolescents’ and women’s health and nutrition
- Strong understanding of health systems and health systems strengthening approaches in diverse contexts.
- Good understanding of gender equality and girls’ and women’s empowerment and gender responsive and transformative program approaches for advancing adolescent nutrition outcomes
- Successful completion of work assignments in one or more developing countries in the Asia region
- Experience in Research, Monitoring and Evaluation.
- Experience in proposal writing
- At least 7 years’ experience in international development work and in particular program design and building relationships with government, NGO, donors.
- Experience in working with adolescent health and nutrition programs on large scale is desirable.
- Experience with school-based health and nutrition programs is an asset.
- Prior experience of having worked in a technical advisory role highly desirable.
- Experience in conducting technical capacity building trainings/workshops desirable
- Ability to communicate to a variety of audiences, including the general public (e.g. blogs), country-level decision-makers (e.g. evidence briefs) and scientific (e.g. publishable manuscripts for peer-reviewed journals).
- Strong interpersonal and relationship-building skills and ability to work in cross disciplinary and cross-cultural teams, including virtually.
Language Skills
- Fluent written and spoken English essential, knowledge of Asian languages desirable.
Travel Requirements
- Based in India, Pakistan, Bangladesh or Indonesia; travel may be required within the region and potentially to Canada up to 30% of the time.
