Responsible Cell 3: Burkina Faso, Niger, Nigeria, Mali At Doctors Without Borders



Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in around thirty countries.

As part of a replacement, we are looking for a Unit 3 Manager for this department, based in Dakar: Burkina Faso, Niger, Nigeria, Mali.

Mission:
Cell 3 of MSF OCP was regionalized in 2017. Its portfolio is now composed of five missions – Mali (ML), Burkina Faso (BF), Niger (NE), Nigeria (NG) and RETWA (Regional Emergency Team West Africa). The mission in Côte d’Ivoire, meanwhile, recently closed.

In 2018 and 2019, the Operations Departments and the General Managements of Paris, Geneva and Barcelona recorded the relocation of the regionalized cells within the regional intersection unit of Dakar. The relocation of cells to Dakar took effect during the last half of 2019 and will be in place in mid-2020.

Cell 3 of OCP (Operational Center of Paris) is made up of the manager and his two deputies (medical and non-medical), a logistics manager, a financial manager and an HR pair.

Cell 3 focuses on two main contexts in West Africa: the Sahel – and more specifically the area known as the 3 borders (ML, NE, BF) – and the Lake Chad Basin (NE, Chad, NG) .

Main responsibilities:
Under the hierarchical responsibility of one of the Deputy Directors of Operations and by delegation of authority, you are responsible for your team and the operations of your cell:

1/ Contribute to the definition of strategy and policies:

  • Participate in the definition of the strategy and operational policies of MSF-OCP, in particular by participating in the meetings of the Board and the Group Committee,
  • Develop regional and/or thematic strategies,
  • Establish the merits of projects and define their objectives.

2/ Supervise the missions and themes of your unit:

  • Be responsible for the relevance, quality and proper implementation of field projects,
  • Analyze the context of its countries of intervention and propose the most appropriate operations,
  • Define and constantly adjust the organization and the means necessary for the deployment of the missions as well as the stages of implementation of the actions,
  • Provide support and support to the Heads of Mission.
  • Accompany them in the politicization of technical files and the negotiation of the intervention space,
  • Be responsible for the application of policies and the deployment of tools,
  • Ensure the proper flow of information between the Operations Department, other departments, the field and within its teams,
  • Be a privileged interlocutor of the managers of the support departments,
  • Propose public communications.

3/ Hierarchically manage your teams (managers in the unit and heads of mission):

  • Recruit, supervise, advise, support, motivate, federate your teams and develop the skills of your employees,
  • Set guidelines, define individual and collective objectives,
  • Ensure the good contribution of your unit to cross-functional projects.

4/ Transmission of skills:

  • Participate in the definition and implementation of training,
  • Propose evaluations / capitalizations on your scope.

5/ Manage the operations budget of your cell and your team:

  • Develop, manage and monitor the budget,
  • Be the guarantor of the search for institutional funds, the achievement of objectives and the respect of contracts signed with donors.

6/ Represent and carry the interests of MSF:

  • Represent MSF on your perimeter,
  • Ensure the good circulation of information and good coordination with all the actors (internal & external) of your perimeter.

Professional skills

  • You have significant experience (at least 4 years) as Head of Mission or Medical Coordinator, or Deputy Cell Manager (ARC or ARC medical)
  • You have a very good command of project management and team management

Languages: You speak and write French and English fluently.

Specifics of the position

Status: Permanent position based in Dakar, full time. Frequent trips to be expected.
