Purpose of consultancy
To provide technical expertise related to areas that may include, though are not limited to  evidence generation, knowledge management, crowd-sourcing of information on PHC-oriented policies and practice, capacity building and leadership training for PHC decision-makers, PHC investment planning, exploring the scaling of PHC innovations, documenting implementation solutions and PHC country case studies, and supporting measurement and reporting of PHC capacity, performance and impact at global, regional and country-levels, and among other areas.
Background
WHO’s Special Programme on Primary Health Care (SP-PHC) works to achieve healthy lives and well-being for all by building people-centered, resilient, and sustainable primary health care (PHC)-oriented health systems that uphold the right to health, promote social justice, empower individuals and communities and address the determinants of health. The SP-PHC offers an agile, integrated platform to connect WHO’s three billion strategic priorities (healthier populations – universal health coverage – health emergencies) as well as the work on primary health care (PHC) across Country Offices, Regional Offices and Headquarters.
To accelerate progress towards universal health coverage (UHC) and other health-related Sustainable Development Goals (SDGs), health systems need to be oriented towards a PHC approach that includes three essential components: multisectoral policy and action; empowered people and communities; and primary care and essential public health functions at the core of integrated health services.
The Evidence and Innovation Unit at the SP-PHC aims to produce PHC-oriented evidence and innovation, including measuring PHC progress, with a sharper focus on people left behind, while ensuring technical coherence and conceptual clarity on PHC-relevant global goods. This Roster of Consultants on Primary Health Care is being established in order to strengthen the capacity of the unit.
Deliverables
Specific deliverables will be defined for each consultancy. Â Assignments for individual consultancies may cover one or more of the following listed areas of work:
- Contribute to the development of a global publication unpacking PHC capacity, performance and impact at country, regional and global level.
- Identify implementation solutions capturing ‘how’ countries have been undertaking PHC-oriented reforms.
- Develop the curricula, course content and relevant training materials targeting mid- and senior-level policy and decision-makers to strengthen PHC leadership and change management capacities across country contexts.
- Contribute to PHC investment planning processes, including supporting the identification of needs, gaps and future PHC priorities in countries.
- Strengthen PHC performance improvement through linking the evidence with policy and practice.
- Identify and strengthen WHO’s catalogue of PHC country cases, including systematizing processes for storing and disseminating case studies developed by WHO and partners, and the collection of new case studies from Member States.
- Track emerging PHC innovations and strategize policy options to scale, expand and sustain these practices.
- Provide technical and methodological expertise to the development of topic-specific policy briefs.
- Contribute to the development and execution of a crowdsourcing mechanism and knowledge management platform/process for the rapid and effective access to information needed to address common and emerging challenges related to PHC reforms.
Qualifications, experience, skills and languages
EDUCATIONAL QUALIFICATIONS:
Essential:
- Band level B: First university degree in public health, health sciences or a related field.
- Band level C: Advanced university degree (Master’s level or above) in public health, health sciences, health policy, medicine or a related field.
EXPERIENCE
Essential:
- Band level B: 5 to 10 years of relevant professional experience in health systems and PHC, including experience at the international level.
- Band level C: Over 10 years of relevant professional experience in health systems and PHC, including experience at the international level.
Desirable:
- Working experience with WHO or other UN agencies in public health-related areas.
SKILLS/KNOWLEDGE:
- Strong technical knowledge about health systems and PHC concepts, frameworks and practices.
- Demonstrated expertise in technical writing and strong analytical skills.
- Good research capacity for synthesizing evidence and identifying and developing policy recommendations.
- Excellent communication skills both written and oral, and effective presentation skills.
- Capacity to work in a multidisciplinary team and communicate effectively with different target audiences.
- Ability to provide and receive constructive feedback.
- Proficiency with MS Office suite.
LANGUAGES REQUIRED:
Essential:
- Expert knowledge of English.
Desirable:
- Expert knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish).
