Context
CAREMED is a project co-funded by the European Union under the Interreg NEXT MED Program, which aims to strengthen the resilience of health systems in the Mediterranean region by improving access to primary care and promoting community care models for prevention and management of noncommunicable diseases (NCDs).
The project is implemented in several countries (Italy, Spain, Tunisia, Lebanon and Turkey) and relies heavily on a transnational approach, promoting a continuous exchange of knowledge, practices and solutions between partners.
Description
ICU is looking for a Sanitary Technical Expert for the CAREMED project in Tunisia. The candidate(e) will support transnational coordination and technical monitoring, ensuring the exchange of knowledge and capitalization of results between partner countries. The position will contribute to the implementation of the project, ensuring the monitoring and coordination of activities at the national level in Tunisia as well as transnational activities in partner countries.
Responsibilities
HAS. Transnational coordination of Thematic Committees
- Support the Pilots Implementation Officer in the planning, coordination and monitoring of Transnational Thematic Committees (TTCs) and Local Thematic Committees (LTCs) in partner countries.
- Ensure effective communication and alignment between the transnational and national level.
- Facilitate the preparation of technical contributions, experiences and good practices between partners.
- Guarantee correct documentation of meetings (minutes, action points, visibility materials).
B. Knowledge management and capitalization
- Ensure the systematic collection, organization and management of knowledge generated within the framework of project activities.
- Support the Pilots Implementation Officer and partners in the development and consolidation of technical deliverables based on good practices and lessons learned between countries, including:
- operational guides;
- guidance documents;
- case studies;
- training and capacity building materials.
- Contribute to the development and use of the transnational medical knowledge database.
C. Technical support for health activities (transnational dimension)
- Provide technical support to the Pilots Implementation Officer to ensure the quality and consistency of health activities in different countries.
- Contribute to the technical review and validation of project deliverables (for example: training materials, operational tools, case studies).
- Facilitate the integration and harmonization of approaches to community care models and NCD management among partner countries.
- Collaborate with health professionals and technical experts to ensure alignment of activities with health standards and practices.
D. National monitoring (Tunisia)
- Ensure daily and operational monitoring of project activities implemented in Tunisia.
- Coordinate with the Ministry of Health and local stakeholders to support rapid and effective implementation of activities.
- Support the identification and involvement of beneficiaries, health structures, NGOs and community stakeholders.
- Monitor the organization and implementation of training, pilot actions and Local Thematic Committees (LTCs).
- Guarantee alignment between national implementation and the transnational objectives of the project, by ensuring regular reporting to the Pilots Implementation Officer.
E. Reporting and coordination
- Contribute to intermediate narrative reporting.
- Guarantee correct archiving and traceability of technical deliverables and knowledge produced.
- Support coordination between partners, technical teams and project management structures.
- Ensure compliance with Interreg NEXT MED program rules and procedures.
Essential requirements
- Degree in medicine, nursing, public health or other health-related fields.
- Minimum of 2 to 4 years of relevant professional experience.
- Excellent command of Arabic, French and English.
- Knowledge of the Italian language is an asset.
- Experience in designing and/or implementing health interventions, preferably in primary care, public health, and community care models.
- Mastery of the main online communication platforms (Microsoft Teams, Google Meet, Zoom).
- Excellent command of Pack Office;
- Ability to plan, define and manage priorities and deadlines.
- Dynamism and ability to work proactively and autonomously.
Preferential requirements
- Experience in similar functions within NGOs or international cooperation projects.
- Experience in projects funded by the European Union (Interreg, ENI CBC MED, etc.).
- Good knowledge of the project management cycle and donor requirements.
Type of contract
Fixed-term contract, in accordance with national legislation. Duration: 12 months.
