Context

FHI 360 has just received funding from’ to support MSAS in strengthening Senegal’s capacity to prevent, detect and respond to global health threats (GHS). To that effectto facilitate the implementation of biosecurity interventions and the strengthening of the national laboratory system, FHI 360 is seeking qualified candidates for the position of Senior Laboratory Advisor.

Job description
The role of the/The Senior Laboratory Advisor will be to contribute to the planning, management, implementation, monitoring of activities, the preparation of technical reports, the follow-up of the’ action plan of the GHS project. He/She shall ensure the effective and timely execution of the tasks and responsibilities entrusted to him in accordance with the policies and procedures of FHI360 and the funder. He/She will work under the direct supervision of the Technical Director and in close cooperation and collaboration with the’ project team to ensure timely and effective execution in accordance with the defined objectives, strategies and priorities.

Under the supervision of the Technical Director: the/the Senior Laboratory Advisor will have as responsibilities of:

  • Participate in the planning, implementation and monitoring of activities within the framework of the GHS project ;

  • Ensure with the national side the quality of the implementation of laboratory interventions and surveillance of emerging diseases in accordance with national regulations and normative documents ;

  • To improve the monitoring systems of laboratory quality indicators, including monitoring of quality indicator data (time of execution of tests, data of quality control and’EEQ, time of’ and cause(s) of tests, etc.), the’ review of internal audits.

  • Participation in the planning and quality audit of medical biology laboratories enrolled for accreditation support

  • Support the implementation of biosecurity and bio-safety interventions

  • Participate in the planning and coordination of the’ elaboration of’an integrated plan of transport system and reference of samples

  • Ensure the implementation of the activities of strengthening the laboratory system included in the’ action plan of the pilot project within the deadlines set in accordance with the requirements of the lessor ;

  • Contribute to the design and implementation of the Monitoring & Evaluation activities of the GHS project

  • Contribute to the supervision of the activities of the’ GHS plan of action;

  • Collect and report activities weekly, monthly, and quarterly ;

  • Participate in dissemination meetings, share of’ experience and results
    programmatic ;

  • Assist the’ project team in the effective and efficient management of the allocated funds ;

  • Contribute to the’ achieving high quality results in accordance with the targets set out in the work plan and the monitoring and evaluation plan of the performance ;

  • Contribute to the quality of the program according to FHI 360 standards, including’assurance and’ quality improvement initiatives.

Minimum qualifications

  • Graduating in biology or pharmacy or medicine with at least a master’s degree in Biology (training in public health or project management would be an asset)

  • At least (five) 5 years of’ experience in the implementation and management of diagnostic and surveillance project in Senegal or similar developing countries.

  • Have at least 2 years of experience in the implementation of public health projects and/or programs (experience in the field of International Health Regulations (ISR) more specifically Global Health Security (GHS) programs would be an asset)

  • Have experience of American government rules and regulations and experience working in a desirable international environment of’ONG.

  • Have worked in a medical diagnostic laboratory and must have a good knowledge of’ medical biology laboratory analysis procedures.

  • Have proven knowledge and experience in the implementation of the’Quality Assurance system according to international standards

  • Demonstrate a good knowledge of quality management systems and have implemented a quality assurance system’ in a diagnostic laboratory

  • Have experience in implementing quality standards in the laboratory, including in relation to ISO 15189 and/or SLMTA/SLIPTA or national standards.

  • Demonstrated ability to work with multiple partners on collaborative projects.

  • Have experience in the implementation of the capacity building of the diagnostic network.

  • Be able to conduct’ technical support activities in the field and work under pressure

  • Have a good capacity of’analysis and writing with a good mastery of the’computer tool

  • Be able to read,’write and speak fluently French ; Advanced level of’Favorite English.

Travel requirements

  • 25%-50% of domestic travel
