MISSION CONTEXT
In response to needs and as part of its technical expertise, HI has been operating in the DRC since 1995 in numerous sectors and is a recognized player in humanitarian assistance and the logistics field.
- In Kinshasa, multi-year development projects are being implemented on the themes of Physical and Functional Rehabilitation, Maternal and Child Health, Inclusive Education and Inclusive Governance.
- In Kasai and Kasai Central, initially engaged in development activities HI has intervened since the 2016 crisis on Food Security projects (Cash modality then support for agricultural production) and is currently involved in two economic inclusion and inclusive education.
- In North Kivu, to date, the Goma base is implementing the following projects:
- A mobile mental health clinic (ECHO) project in North Kivu (Goma) and South Kivu (Minova)
- An emergency response project (CDCS) to primary health where HI intervenes through the mental health component integrated into stimulation therapy for MAS children and their families in North Kivu
- An integrated rehabilitation project with stimulation therapy and mental health (RIMSCASSA-GFFO) in North Kivu. (Mweso, Kitchanga and Goma)
- A project to prevent multiple risks and violations incurred by vulnerable populations and multi-sectoral response to protection and assistance needs in the face of shocks with a mental health component linked to GBV (PREVENIR-DGD-H). This project is currently finished with a 3rd phase expected by the end of 2025.
HI’s multi-year operational strategy for the DRC ended in December 2022. Another 2026-2028 strategy has just been validated. What emerges is a desire to diversify activities in the east of the DRC and growth in terms of volume.
The year 2026 will therefore be devoted to the development of the new strategic cycle 2026-2028, to the validation of sectoral action plans and with reflections focused in particular on operational emergency response capacities, protection, economic recovery, and improving access to care and rehabilitation services in the DRC, including the question of strategic partnership.
YOUR MISSION
Under the management of the Technical Head of Program (THoP), and in support of the READ DRC specialist, the STO Réadaptation Urgence contributes to the implementation of HI’s mandate in the DRC, with a particular focus on quality, the relevance and speed of interventions in emergency contexts in the East of the country.
He/she provides close technical support to project teams operating in unstable contexts, in order to guarantee the effective integration of physical and functional rehabilitation into humanitarian responses (mobile clinics, multisectoral responses, primary health, protection). He/she ensures the adaptation of technical approaches to operational constraints (security, access, limited resources), while guaranteeing compliance with HI quality standards. He/she actively contributes to emergency preparedness and response, strengthening team capacities and supporting the rapid deployment of activities adapted to the needs of affected populations.
- Expertise
1.1 Contributes to the emergency response strategy
- Contributes to the definition and adaptation of rehabilitation intervention strategies in emergency contexts
- Conducts or supports rapid needs assessments (rapid needs assessments)
- Analyzes local capacities and identifies emergency rehabilitation intervention priorities
1.2 Ensures technical support to emergency projects and teams in accordance with overall technical standards and frameworks
- Provides appropriate direct technical guidance and support to field teams (project managers, supervisors and physiotherapists) where appropriate
- Supports the rapid implementation of rehabilitation activities (mobile clinics, outreach, health structures);
- Adapts technical protocols to operational constraints (security, limited access, available resources) in line with the realities of emergency projects /NEXUS;
- Ensures adequate support and integration of emergency rehabilitation into multi-sectoral interventions;
- Ensures local sectoral monitoring and collects good practices within its sectoral scope
- Contributes to the recruitment of emergency technical professionals
1.3 Ensures capacity building and technical learning from projects
- Contributes to the capitalization of emergency projects and ensures technical learning from projects within its sectoral scope
- Analyzes capacity building needs, defines a technical training program adapted to emergency contexts, organizes and carries out training for HI teams and partners within its sectoral scope
1.4 Ensures control and monitoring of the technical quality and relevance of HI activities within the mission in the emergency response
- Ensures regular monitoring of the technical quality of rehabilitation activities implemented in emergency projects, via monitoring tools adapted to the operational context
- Issues technical recommendations for improvement and supports their implementation with TO READs and field teams;
- Supports TO READs in identifying, prioritizing and monitoring the needs for equipment and materials adapted to the constraints of the field;
- Contributes to the adaptation and implementation of simple, operational technical monitoring tools that can be used in an emergency context
- Monitors the implementation of audit recommendations and corrective actions related to emergency projects, in coordination with field teams
1.5 Contributes to the animation of the professional channel of the technical divisions
- Contributes to the overall animation of professional channels within its sectoral scope from technical divisions (community of practice…)
- Leads a local talent pool in the field of emergency READ (conducts technical interviews for TO READ on emergency projects, and makes recommendations, identifies training needs)
- Creates spaces for exchanging good practices to improve the quality of activities
- Influence
Contributes to local external prestige and the influence of HI’s expertise
- Represents HI’s technical expertise in relevant national networks, particularly with health authorities.
- Develops and maintains an operational network of key emergency actors (NGOs, health structures, humanitarian actors, technical partners) with a focus on physical and functional rehabilitation
- Contributes to mapping and updating emergency response actors and systems in the intervention area in order to facilitate operational coordination
- Contributes to technical advocacy actions on rehabilitation in emergency contexts in accordance with needs identified on the ground and overall advocacy priorities
- Facilitates the production and dissemination of technical and communication messages relating to emergency rehabilitation, at the local level in accordance with global communication priorities and local humanitarian dynamics
- Development of the social mission
Support for the development of major opportunities or new projects within the country related to rehabilitation in an Emergency context
- Support for context analysis within its sectoral scope;
- Support, the READ DRC specialist, in the design and writing of new propale in connection with emergency responses;
- Support for the identification and development of technical opportunities and relevant partnerships with local actors (NGOs, institutions, technical structures) linked to the integration of emergency rehabilitation.
- External representation and promotion of HI’s expertise in its field
- Represents HI’s expertise across all relevant institutional networks and platforms, consistent with mission strategy
- Contributes to technical advocacy on rehabilitation in emergency contexts, based on evidence from field interventions (evidence-based)
- Contributes locally to external communications messages relating to rehabilitation and emergency response, in accordance with StratOp and federal communications priorities HI.
- Supports HI’s visibility and technical positioning with key stakeholders
- Emergency preparedness and response
- Leads emergency preparedness actions in his department and, in the event of an emergency, reorganizes his team’s priorities according to the humanitarian imperative, in order to ensure a rapid and effective response from HI
- Provides immediate technical support during emergency triggers
- Deploys if necessary to intervention areas to support teams
- Adapts intervention methods according to security and operational constraints
- Contributes to technical coordination with humanitarian actors during an emergency response (clusters, technical groups)
- PROFILE SEARCH
Diploma and experience:
- You hold a diploma in physical and functional rehabilitation (physiotherapy or equivalent);
- You have at least 5 years of professional experience in rehabilitation, including significant experience in a humanitarian and/or emergency context;
- You have proven experience (3 to 5 years) in the context of conflict, population movements or unstable environment;
- You have clinical expertise in rehabilitation (3 to 5 years) in traumatology, orthopedics and/or pathologies linked to humanitarian crises;
- You master international frameworks and standards related to rehabilitation
- You have experience in capacity building and technical support to field teams and partners
- You have extensive experience working in unstable and constrained environments, with exposure to volatile security contexts
- You demonstrate the ability to work under pressure and manage changing priorities in emergency contexts
- You demonstrate responsiveness, flexibility and the ability to make rapid decisions in a complex operational context
- You show skills to work independently while integrating team dynamics and coordination
- Good interpersonal skills, knowing how to communicate clearly, and working in an (intercultural) team with multiple interlocutors
- Mastery of the Microsoft Pack
