THE ALIMA TEAM:More than 2,000 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capitals of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as medical NGOs BEFEN, Alerte Santé, SOS Médecins, KEOOGO, AMCP-SP, research organizations PAC-CI, Inserm , the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

ABECHE PROJECT CONTEXT

The unstable security situation in the eastern zone is marked by daily incidents such as hold-ups, crime, theft of humanitarian vehicles, and inter-community conflicts. The new Sudanese crisis of April 2023 could worsen the security situation that the area has been experiencing for several years.

On March 23, 2023, an intercommunal conflict between Arabs and Mararites broke out in Tandalti, West Darfur (Sudan), following the assassination of a prominent Mararite trader by suspected Arabs. Members of the victim’s community reportedly retaliated by killing two Arabs. In turn, the Arabs attacked the northeastern part of the town of Tandelti, killing four people and wounding seven others. The violence led to the forced displacement of around 890 people who had crossed the Chadian border in search of international protection, to camps and villages located some 25 kilometers north of the town of Adré, the capital of the department of Assoungha.

On April 15, fighting broke out in Khartoum, the capital of Sudan, between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Within days, clashes erupted across the country, particularly in Darfur, a border region with Chad. These clashes are the result of politico-military tensions, fueled by deep ethnic rivalries, which divide the power in place and, more broadly, the entire country. As of April 29, OCHA reported at least 512 dead, including 5 aid workers, and more than 4,193 injured. Due to the rapidly deteriorating situation, UN agencies and humanitarian organizations were forced to evacuate their expatriate staff. Despite an attempted ceasefire,

According to the UNHCR, as of June 15, 2023i, 260,390 individuals who arrived in Chad following these clashes were counted, including 6,263 in the province of Wadi Fira, 206,000 in the province of Ouaddaï and 34,983 in the province of Sila.

UNHCR in Chad expects an influx of 300,000 people (Sudanese refugees and Chadian returnees) by the end of 2023.

The humanitarian situation in the area was not good long before the arrival of new waves of refugees, in several provinces (such as Ouaddaï, Sila, Salamat and Wadi-Fira where agricultural production declined), there was migration men, heads of families to the gold panning areas of the north, leaving behind children and women in a situation of acute vulnerability, because the majority of foodstuffs and other basic necessities come from Sudan. A great famine is to be feared.

With the influx of new refugees in the areas, the security and humanitarian situation could worsen if responses are not provided for vulnerable refugees and hosts, despite the responses provided by the government and its partners, the needs remain very important in the affected areas. It is also worth mentioning the lack of support from State services, either because they are almost non-existent, or because they do not have the capacity to meet the needs of the population, both indigenous as a refugee, given the socio-political and economic context of Chad.

Since May 8, 2023, ALIMA has been providing primary health care through mobile clinics at refugee sites on the Chad-Sudan border, in the Adré health district. Following the influx of wounded, it supports, like some other partners, the Adré district hospital for the care of the wounded and sets up support for the care of chronic diseases as well as than cases of severe malaria. Given the needs, the 3rd operating theater of Adré hospital is undergoing rehabilitation with the support of ALIMA, which intends to make it functional. In addition, since June 16, ALIMA and its partner Alerte Santé have opened a health post in the new Zabout refugee camp in Sila, in the health district of Goz-Beida and offer the full package of health and nutrition activities. The Zabout camp has hosted more than 25,000 refugees as of July 15. ALIMA also provides support in maternal and child health at the level of the Doroti health center and at the Maternity Hospital of Goz-Beida. you

MISSION AND MAIN ACTIVITIES

Definition, coordination, monitoring of all sexual and reproductive health activities in a project area, in order to provide high quality maternal and child health care to the population

MAIN ACTIVITIES

  • Ensures that ALIMA data collection tools are correctly used on the mission
  • Plan, organize and ensure the implementation and supervision, in close collaboration with other medical personnel, of all Sexual and Reproductive Health activities.
  • Participate in the definition and updating of the project’s annual planning and budget and, if necessary, in any emergency activity or exploratory visit in or outside the project area
  • Inform other medical officials or physicians of any possible serious problems or complications, medication issues, etc.).
  • Coordinate and assess the feasibility of referring pregnant women for further medical assessment, in order to effectively manage the resources needed to provide care while maintaining a good level of quality.
  • Assist and collaborate with doctors and nurses in the field when needed (normal or complicated deliveries, SV cases, etc.), to supplement existing human resources and contribute to the resolution of complicated cases.
  • Ensure that newborns are properly followed from delivery until they are discharged and that all pregnant women and newborns are referred to the expanded (EPI).
  • Management of maternity staff in the project. Plan and supervise the associated HR processes (recruitment, training, performance evaluation, motivation, internal/external communication, etc.) in order to improve the capacities of the staff and to ensure both the sizing and the quantity of knowledge required
  • Ensure and supervise the implementation of protocols by all staff under his responsibility in order to improve the quality of care provided to the population and to prevent any infection due to staff malpractice
  • Participate in the preparation of the medical prescription, Supervise the proper distribution of drugs and the use of equipment, monitoring consumption habits and supply orders and monitoring stocks, in collaboration with the project logistician.
  • Train the staff and the maternity midwife to ensure a minimum stock to carry out the project activities and a rational and appropriate use of material resources
  • In coordination with the project’s biomedical department, oversee the appropriate use of medical devices, anticipate and communicate future needs.
  • Supervise administrative procedures and documents, analyze routine data for monitoring purposes, and be responsible for the collection and analysis of medical statistics and reporting of SRH activities (participation in epidemiological reports and monthly reports according to directives) in order to have up-to-date and correct information on the daily activity of the project and to provide support in decision-making
  • Implementation of preventive measures against abuse of power, gender-based violence and sexual violence:
  • Participates in training and awareness sessions Implements abuse prevention standards
  • Ensures that the team, the members of the project follow training and awareness sessions and apply the rules of prevention of abuse
  • Helps create and maintain a nurturing and protective environment

EXPERIENCES

  • Prior experience in an equivalent position in an international NGO.
  • Previous experience in degraded security contexts and emergency contexts.
  • A medical or paramedical qualification or experience in managing medical projects and reproductive health is an asset
  • Previous experience in team management.
  • Have computer skills (Word, Excel, etc.)
  • Have good abilities in the management of teams and several maternity wards

CONDITIONS

Duration and type of contract: Fixed-term contract under French law for 6 months, renewable depending on financing.

Salary: According to ALIMA salary grid + valuation of experience + Perdiem
