Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the sole authoritative document regarding the qualifications required for this post. The minimum qualifications required have been determined on the basis of the specific functions and responsibilities of this post.
The specific language requirements for this position are detailed below. However, external candidates applying for vacant positions in the Professional category whose mother tongue is not one of the working languages ​​of the Office (English, French and Spanish) are required to have a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be required to acquire knowledge of a second working language of the Office during their first years of service.
Introduction
The position is located in the Occupational Safety, Health and Working Environment (OSHE) Branch of the Governance and Tripartism Department (GOVERNANCE). GOVERNANCE leads global efforts to promote good governance and the realization of rights in the world of work through effective social dialogue, inclusive labour market institutions and integrated policy approaches. It supports constituents in developing constructive social dialogue and labour relations; developing and implementing labour law reforms and promoting access to labour justice; strengthening labour administration and inspection systems; promoting a safe and healthy working environment and respect for and realization of fundamental principles and rights at work; and improving working conditions, respect for labour rights and boosting competitiveness in supply chains.
The OSHE Branch is responsible for leading work on occupational safety and health (OSH), namely the promotion, respect and realization of the fundamental right to a safe and healthy working environment. It facilitates the development of international standards, guidelines and tripartite consultations, promotes global and national awareness of the dimensions and consequences of occupational accidents and diseases, and supports global, regional and national efforts to improve occupational safety and health frameworks and foster a culture of prevention in safety and health. The Branch provides strategic and technical advice to ILO constituents on all aspects of occupational safety and health.
The main role of the post is to prepare and contribute to studies, reports, policy briefs, technical tools and capacity-building materials, and provide direct assistance to ILO technical departments at headquarters, field offices and constituents in the implementation of the fundamental OSH Conventions, in particular the development and improvement of the various elements of national OSH frameworks (OSH policies and programmes, and the various elements of OSH systems). The incumbent will also be responsible for keeping the service informed of global, regional and national policy trends, as well as scientific and technical developments on relevant and pressing OSH issues. He/she will also contribute to the design and implementation of global advocacy and awareness-raising initiatives, in coordination with other ILO technical departments and field offices.
The incumbent works under the direct supervision of the team leader responsible for policies and systems.
Essential Functions and Responsibilities
1. As a Senior Specialist in the OSH Systems domain(s), the incumbent is responsible for significant segments of the work programme. Identify priorities and actions to support constituents in developing and implementing a comprehensive national OSH framework as reflected in the core OSH Conventions, mainstreaming OSH into broader public policies, developing strategies, and providing and coordinating high-quality technical support at global, regional, sub-regional and national levels to advance the Decent Work Agenda and social justice, taking into account the integration of cross-cutting policy drivers, including international labour standards, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies. Lead the work streams/teams associated with this work and ensure effective supervision of staff and consultants in accordance with ILO standards, the Results-Based Management Framework and through the timely and effective use of the performance management framework and other feedback mechanisms, as appropriate.
2. Review and facilitate the strengthening and effective implementation of inclusive institutional, legal and policy frameworks. Provide specialized policy and technical advice in the field of occupational safety and health to ILO constituents and other relevant stakeholders with a view to promoting the formulation of inclusive and gender-sensitive policies and programmes, as well as their effective implementation and monitoring to ensure equitable outcomes. Promote relevant international labour standards.
3. Assist ILO constituents in identifying their needs and provide them with adequate technical support, including through comparative policy analysis. Facilitate the effective participation and advocacy role of employers’ and workers’ organizations in the design, implementation and evaluation of decent work promotion programmes and projects.
4. Provide technical inputs to the design and implementation of Decent Work Country Programmes (DWCPs) and United Nations and other development cooperation frameworks. Participate in multidisciplinary initiatives and activities to ensure an integrated approach to the achievement of the Decent Work Agenda.
5. Initiate, design, conduct/commission and/or coordinate innovative and gender-responsive research and analysis that responds to the evolving needs of constituents and other key stakeholders in the field of OSH and leads to the formulation of strategic advice, technical recommendations and guidelines, as well as the development of new methodologies and concepts, or the improvement of existing methodologies and concepts, related to the field of occupational safety and health.

6. Develop and lead/coordinate the development of original, evidence-based OSH policies, programmes and other initiatives, and a range of technical and strategic knowledge products and tools that respond to the needs and priorities of constituents and advance the Decent Work Agenda. Promote and facilitate their dissemination at global, regional and country levels and provide advice and technical support to constituents and other stakeholders on the effective use of these tools. Contribute to Office-wide efforts to analyse, document and disseminate lessons learned and information on innovative practices.
7. Provide technical input to oversee the drafting/development, peer review and editing of reports, publications and other Office documents, including for the Governing Body, the International Labour Conference and regional, sectoral and expert meetings.
8. Support the strengthening of the capacity of ILO constituents to design and implement policies and strategies, monitor their impact and identify actions for continuous improvement in the area of ​​occupational safety and health. Oversee the development of tools and training materials, pilot new guidelines, lead and/or coordinate workshops, meetings and other events, using innovative methods, digital platforms and communication tools. Develop and use/implement global and/or regional capacity-building programmes, knowledge-sharing and training activities, including in collaboration with the International Training Centre in Turin (ITC-ILO) and/or other relevant partners, as appropriate.
9. Seek opportunities for technical and strategic partnerships in the promotion and realization of the fundamental right to safe and healthy working environments and related areas and develop new/strengthen existing partnerships and collaborative relationships with traditional and non-traditional partners/entities in the United Nations system and other international organizations, regional and national actors, private institutions, multilateral development banks and international financial institutions; research institutions and universities and other key stakeholders with a view to advancing and promoting ILO strategic objectives and standards, ensuring coherent, coordinated and comprehensive multilateral responses, resource mobilization and influencing policy and financial decisions in support of the implementation of the ILO Global Strategy on OSH. 10. Organize, facilitate and provide technical inputs to seminars, conferences and other events. Represent and involve the ILO as a key player in meetings, conferences and forums at international, regional, sub-regional and national levels and in relation to strategies, policies and programmes in the field of occupational safety and health.
11. Conceptualize, formulate, review and submit development cooperation project proposals, taking into account regional, subregional and national priorities related to the promotion and realization of the fundamental right to a safe and healthy working environment and the need to position them in relevant cooperation frameworks. Provide technical support to development cooperation projects and promote and facilitate coherence and knowledge sharing among projects.
12. Play a key role in resource mobilization efforts to secure funding for new projects and activities in the field of occupational safety and health. Ensure effective coordination with relevant headquarters departments and field offices.
13. Perform other relevant tasks as required.
Required qualifications
Training
Advanced university degree (Master’s degree or equivalent) in occupational safety and health, law, medicine, social sciences, engineering, or other relevant field.
A first-level university degree (Bachelor’s degree or equivalent) in one of the above fields or another relevant field, in combination with two additional years of professional experience, in addition to the experience specified below, will be accepted in lieu of an advanced university degree.
Experience
At least seven years of professional experience in the field of occupational safety and health, including at international level.
LANGUAGES
Excellent command of a working language (English, French, Spanish) of the Organization. Working knowledge of a second working language would be an advantage.

Conditions of employment
- Any appointment and/or extension of contract is subject to the Staff Regulations and other internal rules in force. Any offer of employment by the ILO is subject to certification by the ILO Medical Adviser that the person concerned is medically fit to fulfil the inherent and specific requirements of the position offered.
