Cordaid is looking for’un Technical Advisor HPSM (Health Procurement and Supply Chain Management)
Under the grant agreements with the Global Fund, the JCC-R.D.C entrusted Cordaid with the management of the grant for the fight against the two HIV-TB-Covid diseases in 24 provinces of the DRC.
As the Main Recipient (PR) for the implementation of the Concept Note Unique in the Democratic Republic of Congo, Cordaid recruits an Assistant Program Coordinator whose role is to:
- Contribute to the improvement of the implementation of the HIV-TB-Covid grant through the framing and monitoring of their implementation of activities in accordance with the guidelines of the Global Fund, the performance framework, contractual budgets and grant agreements, the strategic and normative orientations of the Ministry of Health and’, and Cordaid’s internal policy and procedures
- S’assure of the application by the Sub-Recipients of the technical guidelines of the Ministry of Health and the World Fund for the fight against AIDS, Tuberculosis and Covid, and, as well as Cordaid procedures in the implementation of the project.
Position & responsibilities
The HPSM Technical Advisor will ensure compliance with Cordaid’s standard policies, procedures and Global Fund policies, best practices in the management of medicinal products and medical products and’ to the promptness and completeness of information on their distribution and use by health facilities.
Its role will be to provide technical support and capacity building for Cordaid personnel involved in the supply chain in collaboration with all stakeholders such as the Ministry of Health, the National Aids Programme, the National Tuberculosis Programme and the national Covid Programme.
Overall objectives
The main objective of this position is to support the HPSM Manager in the’ improvement of the organizational, functional, technical and operational management of the HPSM department HPSM technical advisor perform the following tasks :
- Ensure regular interaction with HPM HIV, TB & Covid 19 from FM (Health Product Management).
- S’ ensure coherence between securing the availability of grant products (supply and distribution), national HIV management guidelines, and, TB and Covid 19 (standard HIV, TB and Covid 19 treatment guide) and good practices/recommendations from’OMS.
- Improve the’s health products supply chain and logistics system of the grant, in line with FM policy and principles (https://www.theglobalfund.org/en/sourcing-management/), in order to ensure adequate availability of inputs at all levels of the chain.
- To improve the’ information system of the logistics management of health products so that’il meets the good practices of input management as well as’s the needs of the FM grant for HIV and TB.
- S’ ensure sourced inputs are in line with FM quality assurance policies for pharmaceuticals, diagnostic products and other health products (https://www.theglobalfund.org/en/sourcing-management/quality-assurance/) included their quality monitoring throughout the’ supply/distribution chain.
- S’ ensure the follow-up of orders in alignment with the HPMT (included quantity and cost of inputs and their transport) and participate/support the finance team in the budgetary follow-up of GAS interventions.
- Respond to FM management measures to improve PR performance.
Qualifications
- University degree in Pharmacy or similar professions (doctor, public health, etc.).
- Substantial experience of’ at least 10 years in the’ chain supply and logistics system of HIV&TB control health products including a minimum of 5 years in the management of / supervision of the’ supply chain within’a PR of FM.
- Proven experience in technical support and coaching of inventory management teams in inputs, equipment and medical equipment.
- Expertise in sourcing Covid 19 products is an asset.
- Skill in using MS Office (especially Excel, PowerPoint and Word).
- Experience in building strong working relationships with colleagues from a variety of functions and cultures.
- Experience of a flexible approach to management and prioritization with high workload and multiple tasks in a fast-paced environment with tight deadlines.
- An understanding and commitment to Cordaid missions and values.
- Know how to work and communicate in a team, be able to manage stress and be results-oriented.
- Mastery of french required.
- Good knowledge of’anglais.
- Good knowledge and previous experience working in the DRC would be an asset.

Work place
The HPSM Technical Advisor will be based in Kinshasa. This is a family assignment.
Contract information
The employment contract must start as soon as possible and will last until December 31, 2024 at first instance. The contract may be renewed. subject to the availability of financial resources. Cordaid offers a Cordaid contract with a competitive salary and a comprehensive insurance package, social security, pension contribution and vacation bonuses.
