Aim of the position:
a. Assume responsibility and coordination for the project PROGRAMME FOR STRENGTHENING SAFETY NETS FOR VULNERABLE POPULATIONS HA-J0005
b. Assure the role of Base Chief, including the management of the Base and the supervision and coordination of’AVSI interventions in the South Department.
c. Collaborate to develop institutional relationships with governmental, local, donor and international institutions in the area and areas of competence
d. At the request of his supervisor and as necessary, assume the supervision, responsibility and coordination of smaller projects in the Department of’allocation, in support of junior project leaders or local coordinator.
Main tasks and responsibilities
Within the framework of its interventions of’ support to development in the Republic of’Haiti, the’ONG international AVSI has developed a series of actions framed in its Agriculture and Environment Program. This programme consists of’an important social protection project.
The overall objective of the project is to contribute to reducing food insecurity and increasing the medium and long-term resilience of vulnerable populations in Haiti.
The specific objectives are :
(i) Provide temporary income to people living in food insecure areas; and ;
(ii) Improving access to health and other basic social services for vulnerable households living in fragile neighbourhoods ;
(iii) Assisting internally displaced persons, managing return migration and assessing the needs of migrants; and
(iv) Strengthen the targeting and monitoring capacity of social safety net programmes by improving information systems
As part of the’ operation HA-J0005 « Programme for strengthening safety nets for vulnerable populations », AVSI has been identified as an operator for the’implementation of Subcomponent 1.2 Temporary income in food insecure areas through cash transfers conditioned to small community work focused on climate resilience of areas.
This component aims to provide income opportunities for vulnerable households, including, while improving the living environment and the resilience of households in intervention areas affected by the effects of climate change. Although Sub-Component 1.2 has to finance small civil engineering works and protection of the’environment, interventions focused on the construction of large infrastructures are not planned. The main goal of the project is to employ people of working age from vulnerable households while improving living spaces and intervention areas according to identified and prioritized needs by stakeholders.
The selection of small projects will be carried out through a consultative process in the target areas with stakeholders (for example, but not limited to, municipal representatives, etc, the basic organizations, youth associations, churches, etc.) with the’ accompaniment of the selected operators for the execution of the works described in these terms of reference.
a. Assume responsibility and coordination of the project
.In detail, the position provides for the following responsibilities :
1. Coordinate and supervise the’implementation of the project, ensuring the correct implementation of activities from the technical point of view, compliance with the timeline, the achievement of expected results, etc, monitoring of’activity and result indicators;
2. Manage, consolidate and improve relations with local and national sector institutions involved in the project, in coordination with the Programme Coordinator /senior sectoral expert /head of mission
3. Train and supervise the national staff involved in the project, in coordination with the Programme Coordinator /senior sectoral expert /head of mission
4. Evaluation and monitoring of project results, with a particular focus on results and the’ impact;
5. Produce any report requested by the lessor and by AVSI internal procedures;
6. Manage the financial resources of the project, according to the procedures of AVSI and the lessor, in strict coordination with the Operations Manager: produce a forecast of expenses, etc, submit it to the Operations Manager ; manage on a monthly basis the financial resources and procurement actions including ; analyze the monthly budget monitoring and take any corrective action that may be necessary for the best management of available and planned resources.

b. Assure the role of Head of Base, including the management of the Base and the supervision and coordination of’AVSI interventions in the Department of the South: Ensure the supervision and coordination of’AVSI interventions in the geographical area of competence of the South Base, by a constant presence in the field and a global supervision of the synergistic interventions to the project, implemented with other ancillary funding’. Manage the resources of the base (financial, human and logistical) in coordination with the Department of Operations.-see task in annex
c. Under the supervision of its line manager, collaborate in developing institutional relationships with governmental, local, donor and international authorities in its area of competence
d. According to the need and at the request of his supervisor, assume the supervision, responsibility and coordination of complementary projects, in the Department of the South, in support of junior project managers or local coordinators
Essential Requirements
Education:
– Level of’higher university study BAC+5
Professional experience:
– At least 10 years of’experience in Development Cooperation or Humanitarian Aid
– Training or work experience in the field of food safety and/or cash transfer
– Experience in an emergency and/or crisis context
Language:
good knowledge and understanding of written and spoken French is required
Required skills and experiences
high’ ability to adapt, strict compliance with safety standards and ability to work under conditions of stress, safety limitations and volatile context.
previous experience with the USAID/ BID /ECHO lessor
previous Experience in Haiti
– Experience in similar contexts – humanitarian, testifying to a high capacity of’adaptation
