CONTEXT :

FHI 360 is seeking two applications for Clinical Technical Officer positions for the “Achieving objectives and maintaining epidemic control (EpiC)” project in Senegal. EpiC is a five-year global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID).

The project provides strategic technical assistance (TA) and direct service delivery to address barriers to achieving the 95-95-95 target. It also aims to promote autonomous management of national HIV programs by improving HIV case detection, prevention programs, treatment and viral load (VL) suppression among vulnerable and priority populations ( PP).

In Senegal, EpiC works in seven regions (Dakar, Thiès, Saint Louis, Kolda, Kaolack, Sédhiou, and Ziguinchor) to provide quality HIV services. EpiC will strengthen the capacities of local and community organizations of vulnerable populations and will work in close collaboration with health structures, the Senegalese government and key stakeholders.

JOB DESCRIPTION :

Under the supervision of the Associate Director, the Clinical Technical Officer is a member of the EpiC project technical team. The main responsibility of the Technical Officer Clinical is to ensure the successful implementation of the clinical elements of the EpiC work plan and the achievement of the project targets and objectives. The Clinical Technical Officer will provide technical oversight and project assistance in the clinical aspects of the EpiC program as well as technical support for all aspects of the HIV cascade. She/He will ensure that clinical efforts are evidence-based, community-focused and contribute to the deliverables of the annual EpiC implementation plan. This position is essential for the development of quality, evidence-based approaches to clinical support of HIV and sexually transmitted infections (STI) testing and counseling, referral to care services, outreach by peers, treatment initiation and retention activities for vulnerable populations and PP.

POSITION RESPONSIBILITIES

  • Provide technical and programmatic expertise in HIV prevention, care and treatment activities for key and priority populations (PP), including community outreach, peer navigation and other public and private service delivery, communication for behavior change, treatment and retention.
  • Oversee the timely production of accurate technical reports to FHI 360 and USAID as required.
  • Ensure quality work on standardized operating procedures contextualized in the Senegalese environment by ensuring confidentiality, security and safety for access to health services for priority and key population groups for HIV
  • Collaborate with community stakeholders to ensure links to care, adherence, screening from the index case and follow-up of people lost to follow-up for return to care and antiretroviral treatment, for better access to HIV services in structures health facilities supported by the EpiC project.
  • Provide technical assistance to ensure integration of HIV services (prevention, care and treatment, viral load) in health structures supported by the EpiC project.
  • Identify the structural obstacles to the integration of the HIV service within the health structures supported by the EpiC project to make access to the HIV service accessible to vulnerable population groups and priority populations.
  • Help ensure that products such as STI testing tools, STI medications, ARVs, HIV tests, condoms and lubricants are uniformly available across all clinical service delivery settings.
  • Work with stakeholders to ensure quality of care and clinical services for key and priority populations.
  • Work with the Senegalese government and local health facilities to ensure that all clinical care providers have been trained in providing services without discrimination and stigma.
  • Contribute to the achievement of high quality results in accordance with the targets established in the work plan and the performance monitoring and evaluation plan.
  • Contribute to program quality according to FHI 360 standards, including quality assurance and improvement initiatives.

MINIMUM QUALIFICATIONS :

  • Doctor of Medicine with at least 2 years of experience in technical management of public health and HIV projects and/or programs
  • At least 3-5 years of demonstrated experience in a technical advisor role in an HIV program, preferably in an international development context
  • Experience with US government rules and regulations and experience working in an international NGO environment desirable.
  • Proven skills in implementing HIV prevention, care and treatment programs for vulnerable populations in Senegal or other countries in the region.
  • Understands the HIV-related needs of major population groups in Senegal and has worked to support and implement activities to reduce stigma and discrimination.
  • Sensitivity to cultural differences and understanding of political and ethical issues surrounding public health issues among vulnerable populations in Senegal.
  • Experience working with civil society organizations to plan and implement HIV clinical programs.
  • Experience in proactively identifying risks, resolving issues and communicating them appropriately to project staff and USAID.
  • Experience identifying, designing and brokering public-private partnerships.
  • Knowledge of PEPFAR programming and reporting
  • Must be able to read, write and speak French fluently, an advanced level of English would be an asset.

TRAVEL REQUIREMENTS:

  • 10%-25% domestic travel
