Founded in 1990, Medicos del Mundo Spain (MdM-E), part of the international network of Doctors of the World, is an independent international humanitarian organization that strives to realize the fundamental right to health and the enjoyment of a dignified life for all human beings. In collaboration with public health systems and communities, volunteers and MdM staff work on a daily basis to improve the health of populations, especially those who are excluded, vulnerable or victims of crises and conflicts. Beyond interventions in favour of populations, we denounce human rights violations, including restrictions on access to health care.

MdM has been present in Mauritania since 1991, with a focus on sexual and reproductive health and rights (SRH), and more particularly on gender-based violence (GVB), since 2016, around three objectives:

all victims/survivors and alleviate their suffering;

violence through social change in favour of equality;

with other actors to strengthen protection systems, legal framework, medical and psychosocial care and national recognition of the phenomenon.

An innovative system that offers multidisciplinary care (medical, psychosocial, social and judicial), free, confidential and accessible 7/7 and 24/24 was developed in the hospitals of Mauritania: the Special Units of Support for survivors of VBG (USPEC). MdM with its Mauritanian civil society partners are currently implementing 6 USPEC in Nouakchott (2017 – 2021), Selibaby (2018), Nouadhibou (2020), Kiffa (2021), Kaedi (2022).

In collaboration with the health coordinator and the country coordinator, the Referent (e) Pharmacy Mauritania will be responsible for providing technical support to the mission, in particular by providing training and supervision of the quality of the monitoring of the protocols for prescription and delivery of pharmaceuticals at the USPEC level, as implemented by MdMit will provide technical support to actors in the health sector (pharmacy managers of hospitals, as well as medical staff of hospitals and health centers) to promote the’ appropriation and sustainability of the USPEC model.It will also intervene with partner organizations, both national and’international, involved in the medical care of GBVs.

Geographical scope of intervention

The Referent (e) Pharmacy Mauritania based mainly in Nouakchott, will have to support all the bases/projects of MdM in the country in Mauritania, taking into account the possible displacements in the country (Selibaby, Kiffa, Nouadhibou, Kaedi, etc).

Chart organization

The position is integrated at the level of the Department of International MdM Programs, within the’Unit of’Africa and the mission in Mauritania; having as reference positions at Headquarters (Madrid) : Regional Coordination Africa, Unit of Quality and Innovation and the Technician of projects.

The Referent(e) Pharmacy Mauritania will work under the supervision of the Health Coordination and in close collaboration with the entire team of Doctors of the World Spain for the achievement of the objectives of the mission, including gender health technicians and social workers of CSO partners.

Functions

Technical support for quality medical care in USPEC

In Nouakchott and in the 4 regions of’ intervention of the project, accompanies the teams of’USPEC – gender health technicians, social and psychosocial assistants, doctors and midwives to respect the good practices of management and delivery of drugs on protocol or prescription, from’supply/storage to’therapeutic education of patients;

The referent(e) Pharmacy Mauritania will support the’ MDM technical team, the Gender Health technicians and the Health Coordinator, in the management of stocks and the’procurement of medicines.

Identifies the training and support needs of teams, designs and delivers training and ad hoc tools (unmarked requirements, stock sheets) to meet them, and then provides in situ formative supervision;

Supervises the rolling and’adaptation of USPEC emergency’ stocks by monitoring monthly inventories, stock sheets and order forms according to the current’ supply circuits ;

When supplies of pharmaceutical products are made by MdM (antiretrovirals, emergency’ contraception), ensures orders/requests, stock tracking at the coordination level, and delivery in the regional USPEC ;

Analyzes the compliance of treatments issued in the USPEC based on medical records and database

Technical support for the consolidation and’appropriation of USPEC by the Hospital Centres

Offers training and tools to the managers of pharmacies of CH with’USPEC in order to make available all the drugs necessary for the proper functioning of USPEC through them ;

Strengthens the capacities of the professionals of the Hospital Centres (administrative managers and central pharmacies, maternity managers, management, etc.) involved in the gradual appropriation of the circuits of’ supplies of pharmaceutical products currently managed by MdM ;

Supports the general strategy and stakeholders working on’access to essential medicines in Mauritania, in particular regarding advocacy and skills building to promote’access to SSR medicines (oxytocin, misoprostol, etc.) ;

Conducts and organizes training courses for doctors and residents and staff, pharmacy managers, maternity care staff ;

In collaboration with the Mauritanian health authorities – ministerial bodies, learned societies, doctors responsible for maternity hospitals, etc. – and the medical referents and pharmacy of MdM, participates in the scientific monitoring of international recommendations and the drafting, revision and dissemination of medical care protocols in the USPEC : post-exposure prophylaxis of victims of sexual violence (« VVS ») management of’anaemia, post-exposure vaccine catch-up for’ hepatitis B, pain management, malaria chemoprophylaxis during pregnancy, etc.

Identifies new needs for the revision or drafting of medical protocols

Sustainability of USPEC

Produces documents for’analysis and projection of medical care costs for MdM and establishments with’USPEC ;

Participates in advocacy and practical implementation of the availability of hepatitis B vaccine within the’effectiveness of the VVS protocol ;

Offers its technical expertise to the Ministry of Health, in particular the Directorate of Hospital Medicine and the National Program of Reproductive Health, to support their strategy of sustainability and scaling up of the USPEC model.

MONITORING AND EVALUATION

Strengthens the collection and’analysis of USPEC consultation data ;

Participates in the preparation of quarterly reports, mission and training reports.

Participates in the drafting of donor reports and the formulation of projects incorporating components falling within its competence.

Transversal

May, at the request of the Country Health/Coordination Coordinator, represent Medicos del Mundo with local partners, civil and health authorities, agencies or other national and international NGOs;

Collaborates in the’ identification of priorities and the annual planning of activities, in connection with project coordination.

Criteria indispensable

Pharmacist’s diploma

Requirements

Languages : French compulsory C1 minimum. Spanish, english and/or arabic would be assets

Computer science : Mastery of the office pack.
