The Pierre Fabre Foundation
In a selfless, independent manner and with a strictly humanitarian aim, the Pierre Fabre Foundation, recognized as being of public utility since 1999, aims to enable the populations of the least developed countries and those of emerging countries in the world, as well as to populations exceptionally plunged into serious crisis situations of political, economic and/or natural origin, to access, both in quality and in volume, care and more especially commonly used medicines defined, in particular by the WHO, as essential to human health.
As part of its mission, the Pierre Fabre Foundation (Pierre Fabre Foundation) has developed 35 programs in 21 countries around 5 areas of intervention:
- Training of pharmaceutical professionals
- Fight against sickle cell disease
- Access to quality care for vulnerable populations
- Dermatology
- E-Health
Mission context
To face the major crisis that Lebanon is going through and respond to the needs of the most vulnerable populations (Lebanese and refugees), the Pierre Fabre Foundation Consortium (FPF), Order of Malta Lebanon (OML), ASSAMEH Birth and Beyond (ASSAMEH B&B ), in partnership with the Quarantaine Hospital (rehabilitation financed by AFD, UNICEF and Switzerland), the Saint Georges Hospital and the Hôtel Dieu de France, proposes to amplify the existing system of subsidized consultations established by the Ministry of Public Health, in primary, secondary and tertiary health, with a focus on women’s and children’s health.
The “women’s and children’s health in Lebanon” program, lasting 2 years, therefore builds on pre-existing activities by developing and completing them through support for the management of health services. obstetrics gynecology, neonatology, pediatric surgery and intensive care at the Quarantine hospital. Subsidized activities cover women’s health consultations, normal and high-risk pregnancies, childbirth, neonatology, pediatrics, school health and prevention of violence against women and children. (hereinafter the “Program”)
The implementation of the Program’s activities relies on the network of primary health centers and mobile medical units of the OML for primary health, referral to ensure additional examinations and hospitalizations, neonatology, pediatrics and of obstetrics of the Quarantine hospital, managed by ASSAMEH B&B, support to the Quarantine hospital for the management of these services. Coordination of all activities is ensured by the FPF.
Main missions and activities
As part of technical support, and under the supervision of the Head of Mission in Lebanon, the Coordinator of the “Women’s and Children’s Health in Lebanon” project will be responsible for planning, coordination, daily implementation, monitoring and monitoring, reporting, budget monitoring and closing of Program activities in accordance with the Program timeline in direct coordination with the Foundation teams and local partners
More specifically, it will be:
- Contribute to the finalization and updating of key program documents (project note, logical framework, timetable, budget, procurement plan, indicator monitoring table, deliverables, etc.);
- Manage the project: monitoring the progress of tasks, monitoring indicators and making decisions in agreement with the donor to, if necessary, adjust/modify activities, organization of steering committees and monitoring the implementation of decisions and recommendations;
- Establishment/verification of budgets specific to activities;
- Report: organize the weekly coordination meeting, organize follow-up meetings with partners and ensure follow-up is carried out;
- Produce weekly, monthly, quarterly, half-yearly and annual narrative reports and ensure monitoring of financial reports;
- Inventory and archive: HR lists, training, purchasing procedures and procurement plans, lists of materials and equipment, lists of medications and consumables, etc.;
- Facilitate the reporting of information and the collection of data from the field, particularly all supporting documents: administrative and accounting;
- Participate in the drafting and consolidation of technical and financial execution reports as well as internal reporting: regular monitoring of key project indicators, verification of activity reports, integration of information into the internal project management tool (Aidimpact ) ;
- Mobilize the teams from the different directorates and departments of each of the implementation partners;
- Support for partners’ budget monitoring, analysis of supporting documents and compliance, support for audit missions where applicable;
- Support partners on the ground in carrying out their activities and setting up monitoring-evaluation systems;
- Organize follow-up meetings with partners and ensure follow-up is carried out.
Training and experience
- Bac+5 type Master in international relations, political science or project management
- 5 years of experience in international solidarity, preferably in the Middle East
- Experience in project management, control and monitoring of activities
- Sensitivity to the themes of the axis with attention to gender issues
Knowledge and skills
- Skills in coordinating teams and activities
- Knowledge of organization and planning
- Excellent writing, analysis and synthesis skills in French and English;
- Organized and rigorous
- Autonomous
- Relational qualities and very good listening skills
- Flexible and adaptable personality
- Very good command of Pack Office
- Ability to work in a multicultural environment with sensitivity and respect for diversity
Computers and languages
- Computer skills (Microsoft Office)
- Fluency in French, English and if possible Arabic
