The three Country Programme Coordinators should have a legal right to work in the following countries.
- Mozambique (Fluent in English and professional level Portuguese or vice versa)
- South Africa
- Zimbabwe
The country programme coordinator (CPC) is ARASA Love Alliance Programme’s focal point in country. The CPC selected will be the key point of contact for communicating and coordinating national activities of the partner organisations. Reporting to the Programme Manager at regional level, the Country Programme Coordinator is responsible for coordinating and overseeing the implementation of country-level activities. S/he/they will maintain systems for national programme operations.
The CPCs have the following roles:
- Being the main point of communication between the partners and the regional programme.
- Providing technical advice and support to partner teams;
- Working with our partner organisations to drive forward and develop national and sometimes regional activities for Policy, Research and Advocacy
- Ensure partnership agreements and MOUs are properly prepared, monitored and implemented throughout their timeframe;
- Contribute to annual planning and budgeting
- Contribute to the production of timely quality reports in line with LA and other donor
requirements;
- Keep up to date with changes in the donor funding environment at the national, regional and international level.
- Building and maintaining effective relationships with a range of stakeholders
- Creating opportunities to promote and disseminate lessons learned within ARASA programmes to a wider audience
- Overseeing logistical arrangements for coordinated meetings taking place in their country
- Organizing national activities, such as country network meetings, and country consultations,
- Developing networks and partnerships with national institutions and stakeholders.
- Monitoring programme outcomes and impact at country level.
- Working closely with the Love Alliance Programmes Manager to ensure best practice in all aspects =
- of project cycle management from identification, planning, implementation, monitoring and evaluation;
- Ensuring positive working relationships with all partners and stakeholders (government ministries, communities, NGOs, etc.);
- Encouraging the development of appropriate research with a view to improving the
quality of field work and influencing policy changes;
- Ensure partnership agreements and MOUs are properly prepared, monitored and implemented throughout their timeframe;
- Contribute to annual planning and budgeting;
- Contribute to the production of timely quality reports in line with LA and other donor requirements;
- Building and maintaining effective relationships with a range of stakeholders
- Oversee the implementation, monitoring and compliance to annual country budgets;
- Ensure that adequate internal control mechanisms are in place;
- Be aware of all donor compliance issues for all programme activities.
Experience Required
- Strength in promoting and contributing to a strong understanding of partnerships, ensuring partnership principles, skills and approaches are applied by staff across programs and projects
- Proven experience in partnership management with strong capacity building and mentorship skills
- Experience working within multifaceted programme development, management, coordination and monitoring projects at National level
- Specific experience working within multisectoral gender, youth and HIV/AIDS programming
- Strong experience in coordinating, communicating and liaising with Governmental authorities, international and national NGOs and other national/international institutions
- Participation in relevant local cluster coordination meetings at National level
- Proven experience in managing donor funding
- Excellent communication, organizational and prioritization skills and the ability to multi-task and supporting different projects
- Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively in a team
- Strong and engaging interpersonal, communication, and diplomacy skills are required, including representation, networking, and negotiation
- Identify and cultivate relationships with other INGOs and local NGOs.
- Skilful at building strong internal and external relationships, forming equitable and trusting partnerships, and able to respond to issues with clarity and diplomacy
- Ability to prepare clear and concise reports
- Non-profit/NGO experience is required.
Experienced in;
- Coordinating and participating in timely and effective partner program, finance, and compliance review and reflection (monitoring) through formal meetings and ongoing communication.
- Working collaboratively with partners and the technical leads to address any project performance challenges to ensure well planned, timely, and coherent partnership management.
- Facilitating quality and timely narrative and finance reporting processes, including review and feedback.
- Coordinating the collaborative development and delivery of the partner project capacity plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan.
The incumbent will be expected to:
- Establish and strengthen working relationships with partners as well as other key stakeholders, for the development, promotion and visibility of ARASA’s Love alliance activities
- Create programmatic synergies within Country in accordance with ARASA Rules/ Regulations and donor requirements
- Ensure effective liaison and maintain good communication with partners and other stakeholders
- Plan, organize and represent ARASA in meetings, regional workshops, and other inter-country activities
- Coordinate and review partner reports to ensure timely and quality project progress and implementation reports for submission to donors (in accordance with ARASA and donor reporting procedures).
Required Qualifications and Experience:
Education
- Master’s degree in Health or Social Science, Development Studies, Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with ten years of relevant professional experience
Languages
- For this position, fluency in English is required (oral and written). Working knowledge of 2 more languages spoken in country.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments
