Summary of the position

The Technical Manager for Health, Nutrition, MHPSS, and Protection will provide strategic leadership, direction, and advisory oversight to programs related to health, nutrition, mental health and psychosocial support (MHPSS), and protection. This role involves working closely with the Health and Nutrition Senior Officer, as well as the MHPSS/Protection Senior Officer, to ensure effective program implementation, quality assurance, capacity building, and coordination with relevant stakeholders including the MEAL department and the program implementation team. The Technical Manager will need to allocate appropriate working hours of his/her time amongst the 4 themes as required according to the workload.

Main tasks and responsibilities:

MHPSS and Protection:

  • Provide strategic support and leadership for the MHPSS and protection programs in Northwest Syria and Türkiye.
  • Develop and implement capacity-building plans for MHPSS and protection teams, collaborating with relevant technical groups and clusters.
  • Supervise, coordinate, and collaborate with MHPSS and protection staff to establish a robust monitoring and evaluation system for program activities.
  • Support education initiatives focused on mental health and psychosocial support, and facilitate coordination with partners.
  • Lead the supervision and professional development of MHPSS and protection program staff, including Psychiatrists, Psychologists, MH Gap doctors, PSWs, Protection and GBV case workers.
  • Initiate the establishment of a Primary Health Care Integration MHPSS and protection program aligned with national strategies and international guidelines.
  • Develop referral pathways to strengthen connections with available mental health, psychosocial support, and protection services.
  • Conduct field visits to monitor and enhance the quality of mental health and psychosocial support interventions.
  • Provide strategic oversight for general protection programs, child protection, and gender-based violence, ensuring alignment and implementation.
  • Review and provide input on MHPSS and Protection reports to enhance program quality, including assessments, design documents, monitoring, and evaluation reports.
  • Ensure that the organization is represented in all relevant clusters and technical working groups.

Health and Nutrition:

  • Monitor the health and nutrition landscape to identify potential risks, outbreaks, and changes in community health and nutritional status.
  • Strengthen the monitoring and reporting system for health and nutrition activities, working closely with the MEAL department.
  • Collaborate with the MEAL department to select appropriate indicators and tools for monitoring health and nutrition programs.
  • Review and provide input on health and nutrition reports to enhance program quality, including assessments, design documents, monitoring, and evaluation reports.
  • Utilize monitoring and evaluation data to advise operational improvements in health and nutrition programs.
  • Ensure compliance with organizational and donor standards in the implementation and management of health and nutrition initiatives.
  • Contribute to writing project proposals by ensuring that the quality benchmarks are being explained and illustrated to enrich the quality of the proposals and increase the success rate of the proposals submitted.
  • Setting/revising the guidelines to ensure that the quality standards are being followed and implemented, ensure issuing reports reflect the practices and rectify any gaps by issuing correction plans.
  • Ensure the support is provided to any procurement process that requires technical expertise to evaluate the offers as per SAMS policies.
  • Strengthen the quality control process to ensure quality services are being provided to beneficiaries.
  • Ensure that the organization is represented in all relevant clusters and technical working groups.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • A university degree in medicine is required. A master’s degree is an advantage.
  • Proven experience of minimum 5 years of relevant experience in medical and health services management.
  • Proven experience in building relationships with government entities, UN agencies, INGO partners, and community stakeholders.

Languages:

Fluent written and spoken in Arabic (native) and advanced in English.
