WHO ARE WE ?
Médecins du Monde (MdM) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrant or displaced people and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : give people real access to care.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
CONTEXT
From year to year, Niger is caught in a recurring cycle of humanitarian crises affecting first and foremost women, children, migrants and refugees. The successive political events experienced by the country in recent years (including that of July 26, 2023) have already caused and will probably continue to cause negative consequences on the care of populations in precarious situations. This deterioration in political, socio-economic and health conditions presents a high risk of increasing gender inequalities, gender-based violence and barriers to accessing sexual and reproductive health services, as well as a deterioration of mental health. Moreover,
It is in this context that MdM Belgium has been working in Niger since 2014 in several regions, including the Agadez region, to provide medical assistance to vulnerable migrant and host populations . MdM Belgium is also present in the three border area in Tillabéry (SDSR) and Torodi (VBG), and a project in Tahoua (VBG). The national coordination team is based in Niamey and the mission employs around a hundred workers. The annual budget for our activities is 4 million euros. The main donors are the DGD, ECHO, and the EU.
In the Agadez region , MdM Belgium is helping to improve access to care and strengthen the Health Districts of the municipalities of Agadez and Aderbissinat through the implementation of several projects:
- Strengthen access to sexual and reproductive health and psychosocial support services for populations, in particular for people migrating to the municipality;
- Strengthen the rights and access of people in a situation of migration to quality health services adapted for HIV and tuberculosis;
- Inform, empower, protect and facilitate the access of EJM (Children and young people in migration) to essential protection, health, education and socio-economic integration services;
- Contribute to the reduction of gender inequalities impacting the rights, health and economic empowerment of women and adolescent girls;
- Improve community resilience to issues involving human, animal and environmental health.
THE ESSENTIAL
Under the supervision of the General Coordinator (CG), you are responsible for projects (management of budgets, security, operations and teams), management of the base in Agadez and the sub-base in Aderbissinat as well as external representation with local and regional authorities and technical and financial partners.
MAIN TASKS
As Project Coordinator:
Coordination and development of projects : ensure the implementation of projects and their follow-up in their various aspects (logistics, administrative, financial and programmatic), also for the aspects implemented by the various partners of MdM, both institutional and associative .
- Supervise and coordinate the general operation of the bases and all departments/services.
- Continually evaluate needs and adapt projects to needs in collaboration with General and Medical Coordination.
- Actively participate with the country coordination team in the various project cycle processes, reflection on the evolution of the mission, development of budgets & annual action plans.
- Propose and implement new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of the results and/or contextual
- Develop financing proposals, budgets, interim and final reports, ongoing projects and/or extensions, new projects in collaboration with the team concerned, medical and financial staff.
- Implement monitoring and evaluation mechanisms (internal/external) and ensure follow-up of recommendations.
- Via analysis of the context and in consultation with national coordination, respond to local emergencies and be able to modify the modus operandi according to the evolution of the context.
Administrative, HR, Finance and Logistics Management : ensure the implementation and compliance with MdM’s administrative, HR, financial and logistics procedures, including security, so that all support functions are carried out effectively and efficiently .
- Anticipate and ensure compliance with donor requirements, put in place the necessary measures.
- Ensure that expenditures are made within the framework of approved budgets and in compliance with donor and MdM procedures.
- Regularly monitor expenditures and compliance with project budgets, report any concerns to the coordination team and propose adjustments.
- In collaboration with the HR Coordinator, define the general organization of projects and organizational charts.
- Perform ad-hoc internal controls at all levels of execution
- Support external/internal audit missions
- Follow up on funding files;Â produce financing proposals in consultation with national coordination, intermediate and final reports in compliance with deadlines
- Write regular reports on its activities and communicate them to General Coordination
- Personally carry out briefings-debriefings (including security aspects) of staff members (national and international) and visitors.
Communication interne
- Act as point of contact with the General Coordination and other members of the Coordination
- Ensure internal communication with project teams, for example by organizing and leading regular staff meetings
Representation
- Ensure relationships with the various project implementation partners, donors, and/or other relevant organizations, for example by regularly participating in all relevant meetings, collaborating and establishing a solid relationship with them.
- Represent the organization to local authorities and ensure regular communication with General Coordination.
- Act as focal point for security issues, project-related communications and advocacy activities.
Security
- Monitor the contextual security situation, take the necessary measures to guarantee the safety of people and project assets and report to General Coordination
- Guarantee knowledge and application of security rules by all project teams
- Manage, in collaboration with General Coordination, any security incident affecting MdM personnel and assets
As team leader:
- Ensure that administrative procedures (holidays, absences.) are respected by team members.
- Identify human resources needs and participate in the recruitment process.
- Supervise team members;Â set individual objectives, carry out evaluations, organize back-ups in the event of leave or absence, in collaboration with the HR Coordinator, take disciplinary measures.
- Identify training needs (coaching, continuing education, conferences, etc.).
- Guarantee the filing, archiving of documentation, and the security of data produced by the mission.
REQUIRED PROFILE (expatriate profile)
- Master’s degree in political science, development, management, legal, public health…
- Minimum 5 years of experience in a project/program coordination function in an international NGO, ideally in health.
- Mastery of the Office package.
- Fluency in French, excellent level of written or oral communication in English.
- Writing skills.
- Effective and efficient communication with others.
- Critical Incident Management and Security Analysis.
- Ability to work under pressure.
