Purpose of consultancy
To contribute to the development of technical products and provide guidance to countries in the area of cervical cancer elimination.
Background
Cervical cancer is preventable and curable, as long as it is detected early and managed effectively. Yet 2108 data show it is the 4th most common form of cancer among women worldwide with 680,000 new cases and the disease claims the lives of more than 300 000 women.
Few diseases reflect global inequities as much as cancer of the cervix. Nearly 90% of the deaths in 2018 occurred in low- and middle-income countries. This is where the burden of cervical cancer is greatest, because screening and treatment for the disease have not been widely implemented and/or services are inaccessible.
In May 2018, the WHO Director-General announced a global call for action to eliminate cervical cancer, underscoring the political will to make elimination a reality and calling for all stakeholders to unite behind this common goal. In August 2020 the World Health Assembly adopted the Global Strategy for cervical cancer elimination and an ambitious, concerted and inclusive strategy followed to guide the elimination of cervical cancer as a public health problem, setting the threshold of 4 per 100 000 women-years for achieving elimination.
The targets to be met by 2030 shape the approach to put countries on the path towards cervical cancer elimination:
- 90% of girls fully vaccinated with HPV vaccine by age 15 years.
- 70% of women are screened with a high-performance test by 35 years of age and again by 45 years of age.
- 90% of women identified with cervical disease receive treatment (90% of women with precancer treated, and 90% of women with invasive cancer).
Deliverables
- Output 1: Contribute to the Cervical Cancer Elimination Initiative in delivery of tasks across the several working groups, UN Agencies and stakeholders engaged and within WHO at all levels of the Organization.
- Deliverable 1.1: Prepare project and/or grant management reports.
- Deliverable 1.2: Contribute to the development of Initiative publications and/or reports.
- Deliverable 1.3: Participate in technical meetings and discussions related to Cervical cancer elimination initiation, including involvement in meetings with other NCD teams and departments.
- Deliverable 1.4: Prepare proposal documents for workstreams in line with WHO Global Programme of Work and planned Technical Products.

- Output 2: Contribute to technical products and advocacy/leadership functions.
- Deliverable 2.1: Participate in technical meetings and discussions regarding the WHO Technical Products in cervical cancer, including the finalization of relevant products.
- Deliverable 2.2: Review WHO technical products in the areas of cervical cancer.
- Deliverable 2.3: Prepare concept note and facilitate coordination and the organization of meetings related to the Director-General Expert Group Cervical Cancer Elimination Initiative including meeting preparation, documentation, and coordination.
- Deliverable 2.4: Disseminate WHO technical products in cancer through social media, webinars, trainings, and other creative means.
- Deliverable 2.5: Participate in technical meetings and discussions including internal WHO coordination meetings at Directors and technical levels as well as with Regional Offices and external partners.
Expected by: 1 October 2024
- Output 3: Support advocacy and communication and partner engagement.
Deliverable 3.1: Working with DCO comms focal point, create cervical cancer related advocacy and communications products that can be disseminated through social media, webinars, trainings, and other creative means.
Deliverable 3.2: Contribute to writing, editing and/or reviewing relevant sections in NCD or cervical cancer related newsletters.
Deliverable 3.3: Participate in meetings and discussions with partners and support the coordination for events and communications efforts.

Qualifications, experience, skills and languages
EDUCATIONAL QUALIFICATIONS:
Essential:
- First university degree in science, economics, pharmacy or other health profession, social sciences, humanities, political science, or international development.
Desirable:
- Advanced degree(s) in public health, public policy, management, international relations, social sciences, international development, business administration or related field.
EXPERIENCE
Essential:
- 1 to 4 years of experience working with programs in countries to introduce, scale up and/or improve public health initiatives.
- Experience with health programs in LMICs.
- Experience in project management and quantitative analysis in the context of public health organizations and/or government.
- Demonstrated experience of working at an international level.
Desirable:
- Work experience in developing countries.
- Relevant work experience with WHO and/or UN agencies, health cluster partners, or relevant non-governmental organizations.
SKILLS:
- Expertise in supporting the organization of consultations and meetings.
- Excellent writing skills in English, including for technical and general audiences.
- Familiarity with the WHO environment and practices.
LANGUAGES REQUIRED:
Essential:
- Expert knowledge of English.
Desirable:
- Intermediate knowledge of other WHO languages.
LOCATION
Off site: Home-based.
TRAVEL
The consultant is not expected to travel.
REMUNERATION:
Band level A – USD 3,955 – 6,980 per month.
