QUALIFICATIONS

Purpose of consultancy

Support the Health Cluster in ensuring information regarding needs, gaps and activities is reliable, is collected regularly, is comprehensive and is up-to-date, relying on standard reporting tools, and is shared regularly by all Health Cluster partners and stakeholders through existing platforms (e.g., the Assessment and Analysis Technical Working Group, National and Subnational Health Cluster meetings) and tools (the Health Cluster Assessment Tracker).
Collaborate with the Information Management Team Lead to triangulate the verification of information shared by partners through assessments and reports.

Background

Throughout 2023, the armed conflict in Ukraine continued to affect the whole country. The widespread loss of life and harm inflicted upon thousands of civilians, particularly children, coupled with the deliberate targeting of civilian infrastructure, the upheaval of livelihoods and essential social services, and the enduring displacement, have precipitated an extensive humanitarian and protection crisis. In 2024, the emergency health response will be focused on oblasts with highest level of severity of needs in the East, South and Northern parts of the country.
As the situation evolves, the health cluster will continue to coordinate the actions of health cluster partners in the hubs in oblasts where the response is focused. This will involve supporting service delivery in these areas while fostering localization of the response and strengthening accountability to the population served. Service delivery by partners will continue to be guided by risk analysis and assessment of needs on a regular basis and preparedness actions. Partner actions will be informed using sound technical analysis while adhering to global standards and best practices from the response.

Response actions will continue to be informed using Public Health Information System (PHIS) deliverables which have been produced by the Health Cluster but which will need to be revised regularly taking into consideration contextual changes. These are not limited to (1) Analysing the Status and Threats for Affected Populations, (2) Health Resources and Availability, and (3) Monitoring Health System Performance.
The Health Cluster will continue to generate health information products which align with the PHIS for the information of the response. This will be in addition to the collection of information and sharing of information in the Assessment and Analysis Technical Working Group of the health cluster and the maintenance of an Assessment Tracker which enables health partners to easily search the health cluster’s database for assessments, datasets and tools for the response.

Deliverables

Assessment Tracker 

-Collect and track planned, ongoing, and published/presented assessments, relevant for the health humanitarian response and integrate published reports, assessment tools, and datasets into the Health Cluster Assessment Tracker database. This shall include any assessments done by partners as well as assessments shared by other stakeholders, such as convoy reports and assessments by health authorities (report to be shared with the Health Cluster Coordinator (HCC) by the 10th of each month on number of assessments included in the Assessment Tracker).

-Analyse and summarize key findings in 100-200 words for all relevant assessments and scoring qualitative assessments uploaded to the Assessment Tracker, at minimum summarizing 10 assessments per month starting with those reports most recently published. (report on number of assessments encoded and summarised shared by the 5th of every month).

Assessment and Analysis Technical Working Group (AA TWG) and support to the Health Cluster team

-Take part in working group meetings, stimulate partner information sharing and collaboration through preparing and sharing meeting agendas, coordinating presenters, developing presentations, and disseminating updates and resources (AA TWG meetings are held biweekly, the minutes are saved in the Health Cluster drive and disseminated to members biweekly; assessments relevant to health partners shared at least weekly in the AA TWG Signal group).

-Provides the content for the assessment and analysis section of the monthly Health Cluster Bulletin (1st week of each month).

-Share assessments relevant to health partners in the AA TWG Signal group (3 messages per week).

-Update partners on planned, ongoing, and completed assessments for each national and sub-national Health Cluster, AA TWG, WHO Health Information pillar meeting, presenting new findings from health assessments as requested (weekly).

-Attend regular OCHA Assessment and Analysis (AAWG) and Information Management (IMWG) working group meetings (usually alternating weekly), weekly WHO Country Office Health Information Pillar meetings, and monthly Global Health Cluster Information Management team meetings.

Public Health Situation Analysis (PHSA)

-Contributes to the development of the update of the PHSA, integrating content updates, contributions from public health experts, and findings from assessments and reports (including, but not limited to, Health Resources and Services Availability Monitoring System (HeRAMS) reports, Regional PHSAs, etc.) and coordinate analysis of Health Context Update for 2024. (PHSA update to be published .

Contribution to upcoming assessments

-Develop the analysis part of the major assessments as they come including MSNA, Health Context updates and data analysis.

-Rapid Needs Assessment Standard Tool

-Update the Terms of Reference (ToR) for the Assessment and Analysis Technical Working Group .

Technical report

-Monthly report on the progress on deliverables shared with the supervisor by the 5th of every month.

Qualifications

EDUCATIONAL QUALIFICATIONS:

Essential: An advanced university degree (Master’s level or above) in Public Health, Epidemiology, Social Science, Medicine or other health-related fields (including nursing, paramedic, pharmacy).

Desirable: Statistical software knowledge (e.g., PowerBI, Tableau, ArcGIS, Adobe Illustrator, STATA, R).

EXPERIENCE

Essential: 7 years of relevant work experience in the field of public health or epidemiology in emergencies.

Desirable: Experience working with WHO, Health Cluster, other UN agencies in emergencies.

SKILLS/KNOWLEDGE

Essential:

– Good level of analytical and statistical skills in epidemiology.

-Sound communication skills, ability to synthesize information in a clear and concise manner.

– Ability to understand technical issues in the field of public health, as well as knowledge of research methods.

-Good understanding of public health in emergency settings.

-Ability to work with tight deadlines.

Desirable:

-Ability to work in a multi-disciplinary and multi-cultural team.

-Excellent organizational skills combined with the ability to multi-task and produce accurate results.

LANGUAGES

Essential: Expert knowledge of English Language.

Desirable: Expert knowledge of Ukrainian (if applicable).

Remuneration

a.Remuneration:  $400 / day (Band Level B).
b.Expected duration of contract:  5 months.
