Deputy Country Director for Programs At Action against Hunger Spain



The Deputy Country Program Director supports the Country Director in the monitoring, coordination and development of programs, as well as the development and implementation of the Country strategy through quality programs.

Main activities

Objective 1: Development and implementation of the country strategy 25%

Activities :

  • Participate in the development of the country strategy. Ensure the dissemination of this strategy in an appropriate manner through the implementation of quality programs.
  • Collect, collate and analyze information from external sources and HQ technical referents to identify future program(s) opportunities
  • Identify humanitarian, resilience and/or development needs and inform the Country Director and the coordination team about opportunities for development and rapprochement with the country strategy.
  • Collect, synthesize and analyze information from external sources as well as technical managers and experts, project managers and base managers for new program opportunities;
  • Coordinate the capitalization of new operational and strategic techniques/approaches and ensure their dissemination;
  • Promote and participate in the preparation, execution and updating of the emergency preparedness and response plan.
  • Monitor the implementation of the mission’s technical strategy
  • Support “Do iT” processes and monitor the implementation of action plans.

Objective 2: Direction, supervision and coordination of programs 25%

Activities :

  • Propose, supervise, coordinate and facilitate the setting up of new project proposals with the Coordinators and Base Managers concerned as well as the Grand Developer or Grand Writer;
  • Coordinate and contribute to the start-up process of new projects with the entire coordination team through planning meetings and the development and monitoring of detailed action plans.
  • Ensure that the Mission of Mali integrates minimum gender standards in all programs;
  • Supervise the contractual monitoring of programs (reporting, amendments, GESPRA, etc.) in conjunction with technical managers, support managers, base managers and project managers in order to ensure that projects respect donor commitments.
  • Ensure the monitoring and respect of the budgets in relation with the people concerned (in particular the Administrative and Financial Coordinator and the Base Managers)
  • Keep informed of the operational and budgetary progress of the various program activities by means of monitoring tools (APR, FMT, PAP, etc.) and facilitate transversal analysis between the various ACF tools by the technical teams and the support teams, by allowing the anticipation of needs and alerts as well as the search for operational solutions;
  • Regularly visit the areas of intervention by forging a personal knowledge of the reality of work in the field and bring up the problems, challenges and obstacles reported in relation to the needs of the program to the coordination in order to allow the identification of a adequate response.
  • Ensure that all signed contracts have a launch plan 1 month before the start date
  • Ensure that all current contracts have an archiving plan and technical justification
  • Ensure the follow-up of the rate of execution of the contracts as well as the respect of the contractual clauses.
  • Convenes and sets the agenda for weekly coordination meetings in consultation with the DP.

Objective 3: Program human resources management 15%

Activities :

  • Participate in the recruitment of direct collaborators (Technical Coordinators, Technical experts, etc.): writing job descriptions, job openings, interviews, etc.
  • Supervise and manage his direct collaborators by supporting them through action plans and training plans if necessary
  • Animate the work dynamics of the program teams to promote synergy and integration of the Country Strategy within the mission and develop the multi-sector qualitative approach;
  • Coordinate and monitor the management of expatriate Human Resources in conjunction with the Country Director and the Coordinators concerned.
  • Promote respect for the ACF charter and prevent any form of abuse of power.

Objective 4: Support in the management of the Country Department 15%

Activities :

  • Supports the DP in these tasks of representing ACF and managing relations with donors, authorities, United Nations agencies and partners (institutional, consortia, etc.)
  • Contribute to maintaining good and regular relations with institutional partners and in collaboration with the Country Director
  • In collaboration with the DP, monitor all the proposals under negotiation and liaise with the lessor as needed
  • Meet with partners (donors or NGOs) when necessary to discuss the implementation of operations in line with the country strategy
  • Depending on the need, organize and accompany donor visits in the field
  • Centralize and strengthen the exchange of information at the level of the capital between the bases, the capital and the implementing partners of ACF programs
  • Lead the Coordination meeting in the absence of the DP;
  • Ensure effective dissemination of external and internal information related to the smooth running of the mission.
  • Assume DP responsibilities in case of his absence.

Objective 5: Development of a partnership strategy adapted to the context of Mali 20%

Activities :

  • Identify relevant areas where ACF should seek to forge strategic alliances, partnerships,
  • Ensure that in all areas of intervention, ACF has detailed knowledge of local actors, their positions, their capacities;
  • Ensure that the Mali Mission has partnership agreements at the national and regional level to properly frame its interventions;
  • Identify opportunities to develop constructive collaborations between ACF and private sector actors to better establish its collaboration strategy with both the public and private sectors.

Description of the candidate

Education: Level of study/specific diploma/

University degree (Social Sciences, Public Health, Nutrition, Agriculture or similar field) + 8 years of experience

Specific knowledge / techniques desired:

Good knowledge of ACF’s areas of work (Wash, Nutrition, Child and Maternal Health, Food Security, Livelihoods.

Very good knowledge of project and program management, results-based management, project cycle.

Very good knowledge of donors BHA/USADI, ECHO, GAC, DFID, EU, Spanish COOPERATION, GFFO, BMZ, SDC, UN Agencies etc…

  • Solid understanding of humanitarian and development dynamics, processes and systems.
  • Solid experience in the management of multicultural teams, as well as external relations (partners, donors, UN agencies, governmental, other NGOs)
  • Experience of managing a senior team.

  • Experience of operating in complex security contexts

Mobility requested (local- national – international) and frequency of travel

Frequent visits to the mission bases (Kayes, Timbuktu, Gao, Menaka, Segou, Sikasso…);

International visit: once or twice a year.

Remuneration conditions

We propose a future incorporation to a dynamic organization of international scope including the following contractual conditions:

  • Fixed-term work contract of 12 months renewable with family status.
  • Position Based in Bamako with travel to ACF intervention areas in Mali if security conditions are favourable.
  • Salary according to contribution level V2 between €50,000 and €60,000 gross which takes into account the candidate’s experience and responsibilities (it includes per diem and living expenses);
  • Individual accommodation paid for by the organization;
  • Support for transport costs A / R home – mission – home of the expatriate and his family;
  • A one-week Break every 3 months with transport costs covered up to a ceiling of €886 to the reference area and an extra of €215;
  • Support for the plane ticket for the annual leave of the expatriate and his companions (once a year);
  • You will have approximately between 25 and 28 working days of vacation per year;
  • Health insurance, Evacuation, Repatriation, accident, travel and life of the expatriate and his family;
  • Support for school fees for children aged 3 to 18 years old based on the field with a ceiling of €12,000 per family/year. Payment is made on the basis of presentation of an invoice from the school;
  • Death and disability insurance is also offered by Action Against Hunger,
