General context of the project
The Emergency Coordinator will be responsible for overall support for the emergency response to the 17th outbreak of Ebola Virus Disease (EVD) caused by the Bundibugyo strain (BDBV) in the Democratic Republic of Congo. The epidemic has its epicenter in Ituri province and has spread to 13 health zones across Ituri, North Kivu and South Kivu provinces.
INTERSOS has been officially accredited by the National Institute of Public Health of the DRC and targets the three affected provinces, with a particular focus on Ituri. The response strategy is based on an integrated “Health-Protection-WASH” model for direct and agile intervention, aimed at filling massive funding gaps on the ground. INTERSOS’ initial intervention already included Infection Prevention and Control (IPC), provision of kits, emergency protection assistance (PFA/PSS, financial assistance), and rehabilitation of shelters and WASH infrastructure
General objective of the position
In close collaboration with the TMS Team, define and plan emergency response priorities and interventions, identifying humanitarian needs, analyzing the humanitarian context and issues, as well as associated risks and constraints, and financial and human resource needs.
Contribute, in collaboration with the Head of Mission, the Program Coordinator, the Technical Coordinators and the Base Leaders, to the implementation of activities on the ground and internal coordination between the members of the team concerned, in order to guarantee that the objectives set are achieved effectively and to improve the humanitarian situation of the targeted population. In consideration of the dynamics of the crisis, the person will also be responsible for identifying additional humanitarian needs and developing new project proposals.
Main responsibilities and tasks
External Representation and Coordination:
- Represent INTERSOS within emergency response teams and with stakeholders.
- As needed and in close consultation/coordination with the Head of Mission, Program Manager and Base Heads, coordinate and develop institutional contacts with local government and national partners (NGOs, sectoral focal points, local authorities, representatives ministries, and donors, etc.) in order to ensure the effectiveness of the response/INTERSOS emergency projects within the national response and coordination architecture.
Context Analysis and Program Development:
- Observe the political and humanitarian situation in the target areas (Ituri, North Kivu and South Kivu) and ensure compliance with the INTERSOS charter, policies and image.
- In collaboration with the SMT and program teams, assess needs by analyzing the context, population movements, risks and constraints in order to define priorities and plan the necessary resources (material, human, financial).
- Contribute to the development or lead the development of emergency project proposals, in close coordination with other members of the SMT, ensuring that they reflect the integrated “Health-Protection-WASH” model.
- Ensure assessment tools are adjusted to track Ebola-specific risks such as forced isolation, movement blocks and medical discrimination (Protection Monitoring).
- Conduct exploration missions and rapid evaluations, as requested by the SMT, to guide program design, revisions and proposal development
Project management and monitoring:
- Develop and regularly update work plans, monitoring tools (PAT) and financial plans (Financial Plans-BvA), ensuring qualitative and timely implementation, in accordance with INTERSOS requirements and donors.
- Supervise the implementation, monitoring and evaluation of assigned projects; monitor risks and progress, identify gaps and propose corrective actions in coordination with the SMT.
- Provide regular updates to the Head of Mission, Program Coordinator and other SMT members on project progress and challenges encountered.
- Maintain program documentation in each project’s dedicated Google Drive, ensuring key information is recorded and shared internally.
- Carry out regular field visits to ensure quality implementation, consistent with internal and donor standards, and share Mission Reports with the SMT
- Ensure coordination with Base Managers/Program Coordinator and Technical Coordinators in order to harmonize approaches and implementation.
- Prepare internal reports and reports for funders as required, ensuring data accuracy and compliance with submission deadlines.
Human Resources Management and Management:
- In coordination with relevant HR and coordinators, plan personnel structures, assign tasks and support teams through regular monitoring and feedback.
- Support deployment and internal training related to Ebola Standard Operating Procedures (SOP) developed by the Medical Unit.
- Ensure that staff benefit from a local psychosocial support system to manage the stress linked to the Ebola Crisis.
- Contribute to the proper application of HR processes (recruitment, evaluation, development), identify training needs, and support skills building and staff supervision.
- Support recruitment processes, including CV sorting, testing and interviews where necessary.
- Ensure staff are trained and adhere to INTERSOS policies (Code of Conduct, Safeguarding Framework, PSEA, Child Protection).
- Promote effective communication and information flow between the SMT and field teams.
Financial Management, Logistics and Security:
- Monitor project expenses and financial performance, ensuring alignment with budgets and consumption rates (burn rates).
- In close coordination with the Logistics & Supply Chain Coordinator, supervises logistics processes to ensure supply chain efficiency.
- Ensure the management and security of storage warehouses in each province active for IPC and WASH equipment. Strictly monitor consumption rates, medication quality and Personal Protective Equipment (PPE) compliance with procedures.
Other:
- Accomplish any other task requested by the Head of Mission or Program Coordinator.
Profile required
- Graduate studies in international business, development, international political economy or another relevant field.
- Minimum of five years of experience in humanitarian contexts
- Ability to manage a large team
- Strong knowledge of proposal development and financial management
- Experience working with major grants and international donors
- Desirable experience in managing integrated projects
- Essential computer skills (Word, Excel and Internet)
- Mission language (French) is essential
- Knowledge of English is an asset

- Salary range: 12 – 3,690€ – 4,245€ monthly gross
