Health Assurance Leader At Americares



Americares is looking for an Assurance Leader, who will be responsible for strengthening actions that favor regularization and, likewise, for coordinating the strategy of linking and access to the health system of the Venezuelan migrant population with a vocation to remain in Colombian territory, host communities. with access gaps and displaced populations, through articulation and promotion actions with public and private entities and also with actors in the health system of the contributory and subsidized regimes for the provision of the services established in the mandatory health plan.

Additionally, the Assurance Leader will work with the personnel of the information and user service system (SIAU) to identify and report on the routes and measures to take to achieve coverage for the Colombian health system.

The Assurance leader reports to the Program Director and will be based in Bogotá with frequent travel to project implementation sites.

DUTIES AND RESPONSIBILITIES:

1. Planning, implementation and monitoring of the strategy to promote access to the health system.

2. Will lead and work jointly with the clinic coordinators in the supervision of SIAU workers at each of the locations, as required by the organizational structure. This includes oversight of all actions performed in field offices (currently 10 locations).

3. Develop strategies, activities and events to ensure that the migrant population obtains the most up-to-date information on available services and routes, for effective access to health care, whether or not they have insurance, especially for those who present barriers. for access.

4. Train on the functioning of the health system, enforcement mechanisms on the right, procedure to follow for affiliation to the health system (subsidiary and contributory).

5. Manage with the assurance area of ​​the municipal health secretaries access to health services for the migrant population, according to the scenarios, actors and activities at the community level.

6. Recognize and update the mapping of community actors and territorial supply routes available for health care and population protection.

7. Collaborate closely with the Americares Colombia team to identify the services required by users, and activate the corresponding routes.

8. Identify the barriers to access to insurance and effective health care for the migrant population, in order to identify and document the main bottlenecks to propose improvement actions with the stakeholders involved.

9. Work jointly with the communications area to disseminate information at the local level (radio, billboards, newspapers, among others) with the migrant population so that, based on them, workshops and activities are carried out that allow strengthening the strategy of health insurance.

10. Plan program events as needed.

11. Will work with the Program Directorate and the MEALR Unit to coordinate meetings and project monitoring committees at the national level.

12. Will support the implementation and integrity of the project’s accountability mechanisms. Seeking regular, structured input and feedback from target populations and vulnerable groups to inform program design and improvement.

7. Know, understand and apply the SST Policy, as well as the other Policies linked to the SST Management System and identify the application of said Policies in your work area.

8. Carry out their activities safely, promoting self-care, avoiding accidents and incidents, preserving the assets of the Foundation and maintaining a preventive and proactive attitude.

9. Comply with the SST Policies established by the Foundation.

10. Participate in the training that SST schedules for the Foundation, demonstrating their competence in the execution of the work.

11. Set an example in compliance with all Safety Regulations.

12. Always be a facilitator of the processes, maintaining a friendly and cordial relationship with the other areas of the Foundation.

QUALIFICATIONS :

· Professional in areas related to health, law, administration or related areas.

· Experience in the health sector of more than 5 years.

· Knowledge of the Colombian health system and the regulatory framework on health insurance, as well as the regularization policy framework for the refugee and migrant population from Venezuela.

· Knowledge in adaptation to change, Analysis, Decision-making capacity, Communication and persuasion, Direction, Emotion management, Innovation, Leadership, Project planning, Strategic planning, Conflict resolution, Microsoft Office, Personnel management.

· Spoken and written skills in English and Spanish.
