CARE – INNOVATE – TOGETHER:Since its creation in 2009, ALIMA has treated more than 7 million patients, and today deploys its operations in 12 African countries. In 2020, we developed 67 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 357 health structures (including 45 hospitals and 312 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise where it is located, whether in their country or the rest of the world. Furthermore, to improve the humanitarian response, we carry out operational and clinical research projects,

THE ALIMA TEAM:More than 2,000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capital of the countries of intervention. They receive support from the 4 desk teams and the emergency and openings service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, Alerte Santé, SOS Médecins, KEOOGO, AMCP‐SP, PAC‐CI research organizations, Inserm , the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

OUR COUNTRIES OF INTERVENTION: Burkina Faso, Cameroon, Guinea, Mali, Mauritania, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Somalia, Ethiopia, Sudan, South Sudan, Chad.

OUR PROJECT THEMES: Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Coronavirus, Lassa Fever), Research, Hospitalization, Emergencies, Gender-Based Violence, vaccinations, mental health, etc. .

ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA undertakes to:

  • Respect the charter, the code of conduct, institutional policies including the policy for protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud;
  • Report any violation of policies, framework documents and procedures to a superior, a supervisor, a referent.

ALIMA is today at an important phase of its development. Initially financed by institutional donors, the organization has decided since 2016 to diversify its resources and develop fundraising from private funds via a major donor campaign and the prospecting of foundations and partner companies.

The development of its own funds represents a major strategic challenge for the coming years to enable ALIMA to improve the quality of its operations and be more responsive and independent in responding to humanitarian crises.

For ALIMA, 2020 was once again a year of emergencies and growth: our responsiveness and our experience in epidemics have made the NGO one of the major players in the response to COVID-19 in Africa. This position was publicized and accompanied by a general public fundraising campaign, Oxygen For Africa , shared by numerous influencers and celebrities. ALIMA subsequently deployed its first Yes African awareness campaign at the end of 2020. Broadcast on TV, press, billboards and digital, and by influencers, this campaign promotes ALIMA’s innovative model.

HEALTH INFORMATION SYSTEM PRESENTATION

ALIMA, through its various activities, generates a huge amount of medical and programmatic data. This medical data is used to monitor activities in terms of coverage and also quality. The data is also reported to donors and funders who trust us.

The collection, analysis and sharing of health data are important elements of our projects and contribute to improving the quality of our activities.

ALIMA implements various activities ranging from pediatrics, nutrition, human reproductive health, emergency response, etc. For each of these activities, we have the tools to collect, compile and analyze data at the project, mission and headquarters level.

A few years ago, ALIMA began restructuring its health information system. Work to standardize the various tools and databases used in the countries of intervention has been initiated while awaiting the establishment of a more effective database on DHIS2 or another platform.

He/She collaborates with all the medical service representatives, the operations director (including the operations manager), the desk and SUO doctors, the Information System manager (RSI), the donor department, the data managers field and medical coordinators.

MAIN MISSIONS AND ACTIVITIES

The main mission of the Health Information System Referent is to improve the information and data management system within ALIMA.

  • Improve data management in the field in terms of data collection and compilation tools and choice and monitoring of indicators.
  • Support missions in setting up data collection tools;
  • Stabilize and update the harmonized ALIMA databases according to needs by setting up a user feedback system (user group, etc.);
  • Update and finalize indicator tables by operational level via Google Sheet (field) and POWER BI (coordination and headquarters)
  • Continue the implementation of activity databases present at ALIMA (Surgery, internal medicine, Epidemic etc.)
  • Ensure monitoring of the use of harmonized databases in support of desk doctors and COMEDS
  • Monitor the implementation of databases by data managers in the field and support them if necessary
  • Propose and integrate graphics into the database dashboard for the different levels (field, coordination, headquarters)
  • Update the content of global medical data (ENDOM platform)
  • Propose a new version/update of ENDOM (Medical Data Warehouses) based on operational and monitoring needs.
  • Review and update dashboards configured in ENDOM
  • Administer the ENDOM platform (access management, map updating, user management, etc.)
  • Coordinate the design and implementation of ENDOM in DHIS2
  • Initiate and lead reflection on the design of ENDOM
  • Participate in the design of ENDOM
  • Participate in the development of ENDOM’s specifications and monitor its execution;
  • Participate in the choice of the ENDOM designer
  • Ensure the implementation of ENDOM at the level of projects and missions.
  • Strengthen the capacity of human resources in the use of tools for improving the information system (DATALIMA)
  • Set up training on the use of ENDOM (access, entry, analysis)
    • Providing access to video tutorials/training related to DATALIMA on colleague access platforms
    • Access to colleagues for all DATALIMA information and handling tools
  • Implement data quality training
  • Ensure the use of training tools on ENDOM by colleagues
  • Brief COMEDS/COMEDS assistants, country data managers as well as certain head office positions when they take up their positions
  • Participate in the recruitment of country data managers/meals
  • Ensure the functioning of the steering committee on SIS ALIMA
  • Organization of steering committee meetings
  • Ensure follow-up on recommendations from steering committee meetings

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 1: The job holder will not have contact with children and/or vulnerable adults or access to personal data concerning them in the context of their work; therefore, criminal record checks will not be required for this position, unless the content of the position changes, in which case the level of protection of vulnerable populations will need to be reviewed.

EXPERIENCE AND SKILLS

TRAINING

  • Master’s degree in computer science/database management, training in biostatistics or training in public health

EXPERIENCE

  • At least 5 years of experience in database management related to M&E or digital health and/or use of electronic questionnaires
  • Experience in database management
  • Data monitoring/quality assurance experience
  • Experience with CommCare preferred (Kobotoolbox, ODK, RedCap)
  • Experience in project management see coordination of activities
  • If possible, experience on health or nutrition projects
  • If possible, experience in an international NGO is an asset

REQUIRED QUALITIES

  • Good writing skills, attentive to details
  • Very good command of Excel
  • Know how to lead meetings and provide training
  • Knowledge of dashboard development software (Tableau, PowerBI, Qlick) is desirable
  • Knowledge of DHIS2 is an asset

LANGUAGES

  • Mandatory French (oral and written)
  • Mandatory English (oral and written)

TERMS

  • Type of contract: fixed-term contract under Senegalese law
  • Duration of contract: 12 months renewable.
  • Starting position: as soon as possible
  • Salary: Level 8 of the ALIMA Grid
  • 6.5 weeks of paid leave per year and recovery day system for travel
  • School supported for possible dependent children, within the limits of ALIMA ceilings
  • Health and welfare coverage covered by ALIMA for the employee and their dependents.
