Role & Responsibilities
The Health and Nutrition Project Manager (H&N PM) will develop, lead, monitor, evaluate assigned health and nutrition projects in Medair Syria program, with support from sector advisors. This role will lead implementation and ensure adequate monitoring and evaluation for effective management and reporting on project activities in line with objectives, time frame and budget. There should be an emphasis on quality of H&N programming and system-strengthening training and coordination. H&N PM will provide technical support and leadership, manage, train H&N program staff to meet quality standards in primary health care and nutrition program delivery. H&N PM will further anticipate, plan, and contribute to development of new H&N project proposals and reports, ensure project management tools are in place and regularly updated, particularly with regards to data collation and analysis as well as indicator monitoring.
Project Overview
In response to protracted humanitarian crisis in GoS-controlled areas of Syria, Medair will expand its activities and focus on delivering life-saving integrated health and nutrition services to affected communities. Medair projects include health system strengthening, primary healthcare, public health interventions, outreach activities, as well as implementing community management of acute malnutrition. This role will help identify new area of intervention as well.
Workplace & Working conditions
Field based position in Aleppo, Syria but with expected travel to other field locations.

Key Activity Areas
Health and Nutrition Project Management
- Manage assigned health and nutrition project(s) to meet project objectives within budget and within allocated time frame and report promptly any operational concerns to the line manager and country Health and Nutrition Advisor
- Provide leadership of assigned health and nutrition teams, working to ensure both short and long-term positive impacts and outcomes for beneficiaries, local Primary healthcare authorities and supported health facility staff
- Contribute to the development and implementation of an effective health and nutrition intervention including data collection and reporting and monitoring tools, job aids and data quality assurance processes
- Oversee proactive planning for responsible exit in consultation with country H&N Advisor, other staff & field managers
- Set clear objectives and indicators for H&N activities in collaboration with country Health & Nutrition Advisor, H&N staff, field managers and, where appropriate, with local communities
- Continuously monitor and supervise H&N activities, evaluating progress through outputs & impacts using quantitative & qualitative data, involving H&N team in analysis, taking appropriate action as needed to ensure continued progress
- Ensure all docs are stored under Medair cloud system for easy audit, storing project activity progress & achievement
- Provide beneficiary participation & accountability integration input to all project cycle, MEAL activities, via AAP & CEM
- Ensure accurate & timely reporting of activities according to progress, other applicable time frames and formats
- Contribute to new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the country health and nutrition advisor and relevant field managers
Staff Management
- Line-manage assigned project H&N coordinators & project officers: management, development, training, appraisals…
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback
- Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for health and nutrition activities. Ensure all staff reporting to this role have regular performance reviews and objective-setting.
- Assess H&N staff training needs, ensure appropriate training is conducted and new skills are used in the field
Financial Management
- Manage project(s) budget, ensuring expenses meet Medair standards (accountability, good governance…)
Communication and Coordination
- Develop and maintain appropriate, regular, transparent and supportive communication structures with assigned H&N team, GSO H&N Managers and Advisors…, with objective of ensuring good cooperation and partnerships
- Participate in coordination meetings, internal training, and other working groups or meetings as required, representing Medair and feeding back to health and nutrition staff and field managers on relevant issues
Logistics
- Support H&N staff logistics activities, purchasing facilities and activities medicines, supplies & equipment
- Liaise with broader staff to ensure items are procured, transported, stored, managed and accounted for correctly
Quality Management
- Promote & use Medair intranet & other procedures, ensuring all standardised formats are used & guidelines followed
- Ensure H&N projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and CHS standards, WHO recommendations, etc.
Field – Team Life
- Reflect the vision and values of Medair with team members, local staff, beneficiaries, and external contacts
Delegated Responsibilities
- Implementation of the assigned health and nutrition project(s) within budget and the agreed time frame
- Development and management of the project budget for the assigned project(s)
- Authorisation of expenditure on applicable budget lines up to $5,000 USD
- Assigned staff line management: recruitment, performance monitoring, disciplinary action, learning, development…
- Technical aspects management of assigned H&N project(s), including staff knowledge and performance
- Represent Medair at meetings & through relationships in coordination with country’s Health & Nutrition Advisor

Qualifications
- Higher degree, pref: medical sciences, nutrition, other relevant field(nurse, midwife, doctor, community-based training)
- Strong working knowledge of English (spoken and written)
Experience
- 2 years post-qualification professional experience in a humanitarian context
- Management experience in a nutrition/health context
- Ability and willingness to manage project implementation
- Good numerical, report writing and administration skills, problem-solving ability
- Knowledge of humanitarian principles, Sphere, HAP Standards, international humanitarian guidelines & protocols
- Experience of nutrition / primary health care principles and management
- Able to prioritise clearly and oversee multiple tasks/take the initiative in project decisions/enforce procedures
- Able to set clear objectives for staff and delegate, committed to consultative and servant-minded leadership
- Team player with good interpersonal skills, willingness to support others and to share the workload
- Aptitude for community mobilisation and capacity-building, experience in training/mentoring/coaching staff
All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.
