Solthis is a global health NGO, created 20 years ago, which works for prevention and access to quality care for all, by sustainably strengthening health systems and services. We work on the health issues of women, mothers and children, and on major pandemics, HIV/AIDS, tuberculosis. Solthis is a development NGO, present in West Africa with 6 country offices and which, in partnership with local stakeholders, deploys projects including operational research, capacity building and advocacy components.

In order to complete the operational team based at headquarters, we are looking for a:
Health Systems Strengthening and Human Resources in Health (RSS & HRH) Representative
Duration of contract : CDI
Status : Executive – 210 day package
Base of assignment : Paris, with travel to West and Central Africa (20-25%)
Availability : as soon as possible
CHALLENGES
The RSS and HRS referent will have the mission of steering the strategy and guaranteeing the quality of the interventions developed and implemented on projects linked to their areas of expertise and of contributing to the capitalization and valorization of these interventions. .
SPECIFIC MISSIONS
In order to successfully carry out his mission, the RSS and HRH referent will have the following responsibilities:
Participation in the Association’s strategic discussions and definition of the strategy on strengthening health systems
- Ensures technical monitoring to produce operational documents associated with themes and HRH
- Participates in the association’s overall strategy
Provides expertise in the implementation of projects on RSS and HRH themes in support of country teams and in collaboration with technical referents:
- Develops diagnostics on the different blocks of health systems and particularly the analysis of the support needs of HRH and the analysis of structural factors impacting access, supply and quality of health systems and services.
- Implements interventions deployed in projects linked to RSS and RHS: training, organizational advice, development of tools and educational materials, etc.
- Guarantees the integration of users in the governance of health systems and services and coordination with patient networks
Animation of production and valorization of knowledge (linked to monitoring-evaluation):
- Proposes and monitors targeted research and capitalization actions in its areas of expertise in partnership with Solthis teams and national partners.
- Manages the production and valorization of knowledge
- Participates in events and conferences in his area of expertise.
Participation in project development
- Contributes to the development of the development strategy and the monitoring of financing opportunities on RSS/RHS themes, in collaboration with the Operations, Technical and Patronage/Communication Departments.
Develop the network of experts and technical partners
- Represents Solthis with other organizations in its field of expertise and participates in the association’s communication and advocacy actions in its field
REQUIRED PROFILE
Initial training: Training in public health and/or medical/paramedical (midwife, nurse, doctor, pharmacist, etc.).
Experience :
- You have experience and skills in training and supporting health personnel (initial training, continuing training, etc.) and providing advice to health institutions and/or structures
- You can demonstrate at least 5 years of experience in the development, implementation and evaluation of RSS projects in countries with limited resources: experience in West Africa is a plus.
- You have experience in representation, dialogue and advocacy with health authorities and technical and financial partners
Qualities & Skills:
- For this position we are looking for the candidate who will have expertise in public health project management (problematic intervention strategies of access and quality, etc.) particularly on the strengthening of health systems including the strengthening of skills health human resources.
- You will also need to demonstrate teaching and listening skills, have good interpersonal and adaptation skills, be autonomous and be able to work in partnerships and in a network.
- You have writing and synthesis skills and speak, read and write in French and English (B2)
Others: You master the office pack, remote meeting facilitation tools (Teams, zoom)
SALARY and BENEFITS
Depending on experience in a similar position – between 3275 and 3751 euros gross monthly
