USAID/Uganda is seeking qualified candidates for the Personal Services Contractor (PSC) – HIV Advisor**(Resident Hire – USPSC)** – GS-14**.**

USAID/Uganda is seeking for a qualified candidate to serve as HIV Advisor to serve under a Resident Hire Personal Services Contract as HIV Advisor for a period of two years. This position is particularly critical for providing leadership to the HIV Unit during the intensive COP planning process, which spans the period from November through April of each year. The HIV Advisor serves as Acting Unit Leader for the HIV & TB Unit, advising and supporting the Office of Health & HIV (OHH) Office Director and Deputy Director in the development, day-to-day coordination, and overall management of the USAID HIV portfolio and staff in Uganda. This includes guiding USAID/Uganda through the Country Operational Plan (COP), President’s Emergency Plan for AIDS Relief (PEPFAR) Oversight and Accountability Response Team reviews, and PEPFAR activities in general.

The HIV Advisor will report to the OHH Deputy Director who has oversight responsibility for the HIV & TB and SI units.

Required professional qualifications include the following and offerors must address all the elements as part of their offer in response to this PSC solicitation.


Master’s Degree level, or higher, in public health, medicine, health care development, or a closely related field.


–At least ten years of progressively responsible experience in designing, implementing, managing, and monitoring public health programs, including programs related to HIV epidemic control. This work experience must include managing large (in excess of $10 million annually), integrated, and complex public health programs.

–At least seven years of demonstrated supervisory experience in leading and managing large, diverse teams of professional staff.

–Experience working with USG agencies, other donors, international organizations, and/or other relevant development stakeholders.

–Demonstrated experience working with high-level host country counterparts, in-country program managers, policy makers, and a broad array of international health service providers and community leaders.
