Médecins Sans Frontières is an independent international medico-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, without discrimination and without distinction of race, religion, creed or political affiliation (MSF Charter).

The MSF movement is structured around five operational directorates supported by 21 sections, 24 associations and offices around the world. MSF OCBA is one of these directorates. Operations are implemented by field teams and mission coordination teams, as well as organizational units based in Barcelona, ​​Athens and decentralized in Nairobi, Dakar and Amman. Field operations are guided and supported by 5 operational cells, the emergency unit and other departments supporting the operations.

GENERAL CONTEXT

Define, coordinate and control all pharmacy-related activities in the project area, including staff management, in accordance with MSF protocols, standards and procedures and the directives of the mission pharmacist and the medical coordinator, in order to ensure adequate management and supply of medicines and medical devices.

MSF pharmaceutical project managers work in close coordination with other members of the expatriate and national team (logisticians, supply managers, nurses, midwives, laboratory technicians, etc.)

Clinical skills and the ability to solve problems are essential to deal with infrastructure gaps. The supervision and training of national staff is a major component of the work of our pharmaceutical project managers.

MAIN RESPONSIBILITIES AND TASKS

  • Actively participate in the definition and updating of the annual planning and budgets of pharmaceutical activities within the framework of the project.
  • Supervise the operation and organization of the project’s central pharmacy and other peripheral units, defining the protocols and procedures to be followed by all staff in order to ensure the quality of service provided to the population, including the vigilance of the Pharma Coordinator if necessary.
  • Define storage, inventory management and supply processes, as well as hygiene and safety procedures, tools and protocols (pest and rodent control) to ensure good storage conditions (temperatures, humidity and exposure to light) and the proper handling of products and equipment in terms of hygiene and that all hygiene and safety procedures are respected in the project pharmacies (cleaning, pest and rodent control, etc.)
  • Support the process of ordering and supplying medicines and medical devices. Control the correct management of stocks in pharmacies in the project area, in order to guarantee good control and up-to-date data on stock levels and to avoid expiry, overstocking and stock-outs. Report consumption of drugs and medical devices delivered in accordance with protocols, informing about unusual patterns.
  • Ensure, in cooperation with the project logistics manager, maintenance of the cold chain and storage conditions (humidity, temperature, exposure to light, cleanliness, pest and rodent control, etc.), and ensure that the classification and organization of drugs and medical equipment comply with MSF protocols.
  • Ensure data collection for tracking and monitoring optimal quantity and quality of drug use. Support service-level activities for effective drug distribution and monitoring, quality prescribing (rational drug use analysis), medication reconciliation, antibiotic stewardship interventions such as antibiotic review restricted use, monitoring pharmaceutical care plans, patient counselling, good dispensing practices and safe medication practices.
  • Supervise, coach, motivate and evaluate all pharmacy staff under his/her responsibility, in order to ensure strict compliance with work procedures and protocols. Ensure that all pharmacy staff use required clothing and equipment as per protocols i.e. white coats, gloves, etc.
  • Define, if necessary, training opportunities for medical personnel.
  • Perform all reporting tasks related to his/her area of ​​work and responsibility, ensuring consistency and accuracy, in order to assist in decision-making and participate in monthly reporting in accordance with guidelines ( SitReps, medical statistical reports, etc.).
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, detection of potential, development and communication) of the personnel under his responsibility in order to ensure both the sizing and the quantity of knowledge required.

PROFESSIONAL SKILLS

Minimum requirements:

  • Pharmacy diploma (or equivalent diploma of 4 to 5 years depending on the country of origin of the pharmacist).
  • Registration as a pharmacist.
  • Two years of proven experience as a pharmacist is required.
  • Ability to work with limited resources, in difficult conditions (high insecurity context) and under pressure.
  • Good level of English and/or French (minimum B2)
  • Minimum availability of 6 months, but preferably for a longer period.
  • Basic computer skills.

Desired requirements:

  • Field experience with other NGOs.
  • Knowledge of Arabic, Spanish and/or Portuguese.
  • Experience supervising, managing and training staff.

  • The basic gross salary is approximately 1,300 euros per month during the first 12 months of assignment (except for candidates who already have 24 months of international experience with other NGOs). The salary is regularly reviewed according to the duration of presence in the organization and the experience acquired.
