Monitoring, Evaluation and Learning (MEL) Specialist At Community Organized Relief Effort



Position Overview

The Monitoring, Evaluation and Learning (MEL) Specialist for CORE will join a fast paced and dynamic team, supporting humanitarian assistance and development programs globally. This is a remote position and reports directly to the Director of Program Data as part of the Program Data Team. This position will support CORE programs globally and may oversee additional hires or consultants as needed and identified.

CORE is seeking candidates with non-profit work experience and knowledge of foreign and domestic development and humanitarian assistance programming. The ideal candidate will be well organized; have thorough knowledge of MEL; have a keen attention to detail; possess solid organizational, communication, teamwork and inter-personal skills; and be willing to provide an array of technical and administrative functions as described below.

Responsibilities
The MEL Specialist will be responsible for the following:

M&E Programming Support-60%
Provides technical leadership in monitoring and evaluation (M&E) systems, processes, standards and tools across the organization. Leads development of processes, guides and templates for standardizing CORE’s M&E approach.

Ensures field teams have required technical M&E support, through coaching, mentoring, and on-the-job training. Participates in recruitment of field M&E staff to ensure technical skill requirements are met. As needed, identifies and mobilizes M&E consultants or other resources to support program needs.

Provides technical guidance and training to CORE technical and program staff, including field teams, to ensure that project and portfolio M&E processes and products meet or exceed donor requirements and CORE minimum standards.

Works with field M&E leads across the humanitarian assistance and development assistance portfolios to ensure compliance and consistency with donor policies guidelines on M&E and across the humanitarian portfolio in indicator definitions, tracking, data collection processes, and reporting across CORE’s program portfolio.

Supports the development of research and data collection tools that may be needed during project implementation (i.e. to collect baseline, endline data). May include survey instruments, interview and focus group discussion guides, scorecards and indices to measure organizational change and other tools as required.

Designs and delivers trainings, as necessary, or identifies training opportunities for M&E and other staff in a variety of monitoring and evaluation, data collection, and analysis topics.

Supports the systematic reporting of M&E data across CORE programs, including project-specific donor reporting as well as cross-portfolio reporting.

Contributes to evaluation planning and design. May include drafting and reviewing scopes of work (SOWs); hiring and managing external firms and consultants; developing research questions; developing data collection plans and instruments; and ensuring completion of rigorous evaluations that meet donor requirements.

Carries out, as needed, program analyses and/or special studies. May include aggregating and interpreting program data to assess program outcomes, impact and accountability to donors; as well as creating data analyses for marketing and use on CORE’s website.

Collaborates with colleagues and staff on program summaries, final reports and programmatic learnings.

Ensures that knowledge and lessons learned from M&E processes contribute to CORE organizational learning and strengthening.

Represents CORE, as well as CORE programmatic results and tools, at interagency meetings, conferences and other venues.

Undertakes all other duties and projects as may be assigned from time to time.

M&E Support to Partnership Development-40%
Leads or contributes to grant and proposal development. Leads the design of M&E plans for proposals, including but not limited to developing indicator tracking tables (ITT), drafting M&E sections of proposals, and working with technical team to identify proposed indicators, targets and processes for M&E management.

Provides guidance to proposal development teams on meeting M&E requirements of donors; and participates in the recruitment and selection of M&E field staff proposed in bids.

Leads or contributes to the design and implementation of monitoring and assessment tools in support of business development efforts, including a monitoring calendar.

Remains up to date on priority donor M&E guidelines (such as USAID/BHA guidelines) to ensure that proposed M&E plans adhere to donor guidelines.

Requirements
At least 4 years of professional experience with at least 2 years focused on monitoring and evaluation of donor-funded programming, with at least 1 year of field experience.

Technical and Program support for M&E and complying with organization and donor requirements.

Ability to guide, mentor and oversee others to collaboratively produce accurate, timely results and products.

Critical analysis skills particularly in data collection and analysis, and performance monitoring.

In-depth knowledge and understanding of the humanitarian assistance sector, including humanitarian principles, core humanitarian standards, appropriate humanitarian M&E operating models. Knowledge and experience in M&E for development assistance programming is also desired.

Experience in strategic planning and performance measurement, including developing theories of change, as well as indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.

Strong interpersonal and intercultural skills.

Ability to work in a multicultural context as a flexible and respectful team player.

Excellent verbal and written English language skills. Proficiency in other languages a plus.

Bachelor’s Degree in Social sciences, international affairs, public health or related field.

Proficient in MS Office, SharePoint, Kobo Toolbox.

Preferred requirements:
Experience providing M&E support for business development (i.e. writing M&E plans, developing theories of change, recruiting M&E field staff, etc)

Experience working for non-profit organizations

Experience in data analysis and visualization software (e.g., R, STATA, ArcGIS, qGIS, PowerBI, Tableau); strong understanding of how to produce robust data visualizations is desirable. Experience in Salesforce a plus.

Advanced university degree (M.A., M.S., MPH) in social sciences, business administration, humanitarian practice, international development, public administration, public information, public health or related field preferred.

Ability and willingness to travel up to 10%.
