THE ORGANISATIONS
Med’EqualiTeam (https://www.medequali.team/en/) is a non-profit French based association providing free medical care for displaced or vulnerable populations. We have worked before in Greece for asylum-seekers, then in Poland for refugees from Ukraine. With a commitment to a high-level quality of care, inclusivity and non-discrimination, and an operating mode with small teams, we are flexible and can adjust quickly to changes.
Super Novae (www.super-novae.org) is a French non-profit organization specialized on youth empowerment in conflict-affected countries, with a focus on employability and entrepreneurship. Its founding members have long standing experience in conflict sensitive environment and benefit from a wide network of partners in country. Super Novae combines the best of human brains to technological solutions to implement impact-oriented projects which can be monitored on-line.
Both organisations partner through the Mussa’ada project to provide medical care to the populations affected in the area of Derna, after the dramatic floods which happened in September 2023 in the region. Operating from a centre covering different services, the medical area will be able to receive 60-100 patients a day, for a medical consultation, wound dressing, treatment for chronic illnesses, water-borne diseases and psychological support . The team will be composed of Libyan staff and international medical volunteers.
RESPONSIBILITIES OF THE POSITION
In collaboration with the Project Manager, the Medical Referent and the rest of team, the Medical Coordinator:
- Defines, implements and monitors the project medical activities. Participates in exploratory missions, situation assessments (defining medical operational priorities when needed) and the development of the project policy.
- Ensures regular contact with the Ministry of Health (MoH, UN agencies and other relevant local medical actors, participating to the health sector coordination meetings.
- Coordinate a multicultural team, be the focal point for international volunteers and welcoming them on arrival and on their first day
- Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans
- Ensures that all patient information is kept confidential.
- Is responsible for the medical data collection, analysis and the adoption of corrective measures. . After validation of the Medical Referent, he or she shares project epidemiological data with relevant local, national or international authorities,
- Draft the medical part for the project internal periodical report.
- Coordinates, coaches, supports and evaluates the medical team members’ performance to improve the medical components of the project and ensure compliance with the NGO protocols and standards as well as MoH protocols or WHO recommendations if relevant.
- Supervises an efficient management of the pharmacy and medical equipment, in collaboration with the field officer and project manager. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage.
- Validate and or supervise all referrals of patients to external local partners and ensures follow-up is appropriate,
- Works with the security manager and the Project manager, to organise if needed an evacuation in order to ensure the staff health.
- Is the focal person for the staff health (advice and referrals)

SELECTION CRITERIA
- Registered nurse diploma or medical doctor with at least 4-5 years experience. Desirable postgraduate study in international public health
- Have the right to practice in Libya
- At least 4-5 years experience of a management position in a health sector settings or in in medical/humanitarian projects preferably in different types of emergencies.
- Experience in managing multidisciplinary teams.
- Strong analytical and epidemiological skills
- IT skills (Excel, Word, PowerPoint)
- Essential Arabic and English,
- Result oriented, Teamwork, flexibility, commitment, stress management
- Available for a minimum of six months
- Have a bank account in foreign currency (USD or EUR) outside Libya
