THE ORGANISATIONS
Med’EqualiTeam (https://www.medequali.team/en/) is a non-profit French based association providing free medical care for displaced or vulnerable populations. We have worked before in Greece for asylum-seekers, then in Poland for refugees from Ukraine. With a commitment to a high-level quality of care, inclusivity and non-discrimination, and an operating mode with small teams, we are flexible and can adjust quickly to changes.
Super Novae (www.super-novae.org) is a French non-profit organization specialized on youth empowerment in conflict-affected countries, with a focus on employability and entrepreneurship. Its founding members have long standing experience in conflict sensitive environment and benefit from a wide network of partners in country. Super Novae combines the best of human brains to technological solutions to implement impact-oriented projects which can be monitored on-line.
Both organisations partner through the Mussa’ada project to provide medical care to the populations affected in the area of Derna, after the dramatic floods which happened in September 2023 in the region. Operating from a centre covering different services, the medical area will be able to receive 60-100 patients a day, for a medical consultation, wound dressing, treatment for chronic illnesses and water-borne diseases. The team will be composed of Libyan staff and international medical volunteers.
RESPONSIBILITIES OF THE POSITION
Under the supervision of the Medical Coordinator:
- Coordinates, assesses and supervises the proper functioning of the medical activities under his/her responsibility.
- Establish and manage one health post with the support of the medical coordinator, monitors the daily working plan of the team under his/her responsibility
- Ensure a good patients flow in the centre (including a triage when necessary), with a constant overview. Organise support where needed.
- Be the focal point for all the medical questions from the staff
- Organize and follow-up referrals of the patients to the local hospital or the laboratory when deemed necessary by the doctor and validated by the medical coordinator
- Create and implement protocols and standards, with the support of the medical coordinator
- Control and delegate the proper management of the pharmacy and medical equipment control and maintenance (inventories, orders and controls)
- Ensure the good administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), reporting any problematic situations and cases that may arise.
- Ensure and delegate the collection and analysis of epidemiological data
- Implement and monitor adherence to hygiene procedures
- Participate to the team meetings and support the medical coordinator for the production of a periodical medical report on all clinical and health related activities performed by the project.
- Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care.

MISSION DETAILS:

- Covered: travel to Derna, accommodation, insurance
- Salary: Eur 2150 (for candidate with a degree of medical doctor)
SELECTION CRITERIA:
- Medical, Nursing or paramedical degree, have the right to practice in Libya
- Previous work in supervising a health centre or work with a medical NGO
- Desirable experience: team management (ability to delegate and supervise), hygiene control, data collection
- Rigorous data collection skills
- IT skills (Excel, Word, PowerPoint)
- Essential Arabic and English
- Result oriented, Teamwork, flexibility, commitment, stress management
- Available for a minimum of six months
- Have a bank account in foreign currency (USD or EUR) outside Libya
