ALIMA in Mali
Since May 2011, the AMCP-SP (Medical Alliance Against Malaria-Santé Population), a Malian NGO whose objective is “to improve accessibility to health care in general and malaria in particular by implementing implementation of appropriate strategies”, and its partner, ALIMA (The Alliance for International Medical Action), an international NGO, whose objective is to produce medical relief during emergencies or medical disasters, but also to participate in the reduction of the divide between the means of modern medicine and the accessibility to this medicine for part of the world’s population, have joined forces to jointly manage a program for the prevention and management of malnutrition and malaria in Mali.
Today, the AMCP-SP/ALIMA is present in the DS of Niono, region of Ségou, the DS of Goundam and Diré, region of Timbuktu, the health DS of Kolokani, the DS of Bandiagara and the regions of Bamako ( Commune I, II and VI). Our interventions primarily target internally displaced people and vulnerable populations (children under 5, pregnant and breastfeeding women, the elderly and people with disabilities) and implement health and nutrition projects, with a research component: Simplified approach to the management of acute malnutrition (Optima) in Bamako, project to improve the identification of respiratory distress in children (AIRE) and the long-term Oxygen project. In addition AMCP SP – ALIMA has an emergency response capacity (Covid 19 care and support for vaccination against covid 19). Since 2022 AMCP SP ALIMA has integrated protection aspects into its projects, in particular with the implementation of the mental health and psychosocial support component in crisis areas.
Since 2019, the security context has continued to deteriorate more and more, and especially this year 2023, characterized by the progression of the areas of influence of armed groups with a change in the operating mode (laying of mines) and inter-community conflicts: which significantly reduced humanitarian access in the northern regions (Ménaka, Gao, Timbuktu) and central region (Mopti and Ségou). Since March 2022; a major humanitarian crisis is affecting the Ménaka region following a major population displacement. Since then, the humanitarian community has mobilized but significant gaps still remain. The political context is also tense, a constitutional referendum was organized on June 18, 2023 and the request for the withdrawal of MINUSMA by the Malian authorities will further restrict the
In this degraded security context: humanitarian needs are increasingly important, approximately 375,539 people are internally displaced, mainly in the north and center of Mali. The impact on food security is significant: most regions are in a pressure or critical phase and the Ménaka region is already in an emergency phase. The nutritional situation is becoming very worrying especially in IDP sites where GAM rates exceed the extreme values of 27% and 4.2% for SAM. The epidemiological context is characterized by the persistent measles epidemic since 2021, however the country is encountering enormous difficulties in carrying out vaccine responses (availability of vaccine and financing). Apart from measles, reporting of malaria cases is on the rise, and a few cases of meningitis are recorded in the Gao region. As for the Covid 19: the drop in the notification to push the health authorities to relax all the barrier measures. However, efforts are maintained to continue to further vaccinate the population against Covid 19 (the results are very encouraging and the support of the population is very strong).

Level 3: As part of his or her duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good character will be required. MISSION AND MAIN ACTIVITIES
You are responsible for defining the mission’s medical strategy and monitoring the epidemiological context of the country of intervention. You participate in the definition of medical indicators and ensure their levels of achievement.
You support the medical teams in the development of their skills and ensure that you are responsible for monitoring the health of the staff of the entire mission.

EXPERIENCES & SKILLS
You have a medical or paramedical degree with a Master’s degree in public health, project management, epidemiology and know SMART and/or CAP survey methods.
You have successful experiences in similar positions with a medical INGO, you know how to develop proposals and donor reports, you are comfortable in external representation and are able to participate in high-level negotiations.
You have skills in monitoring and evaluation, database management and enjoy sharing them with members of the medical team.
You are fluent in French both orally and in writing,

- Duration and type of contract : CDD under French law for 12 months

- Salary : According to ALIMA salary grid + valuation of experience + Per Diem
ALIMA supports :
● Travel costs between the country of origin of the expatriate and the place of mission
● Accommodation costs
● Medical coverage from the first day of contract to one month after the date of departure from the country of mission
