General context of the project

Since 2012, Mali has experienced a multidimensional crisis marked by persistent armed conflict which has caused massive population displacements and increased urgent humanitarian needs. This situation has created significant protection problems, exposing populations to daily violations of their rights and repeated attacks on their dignity. As of December 2022, the number of internally displaced people stood at 412,387 individuals. The civilian populations of the central regions, particularly Mopti, are the most affected by inter- and intra-community violence, which constantly provokes population movements and exhausts the survival mechanisms of the communities. Political instability worsened with the establishment of a transitional government following a coup in August 2020 and a second unconstitutional change of the transitional government in May 2021. The attacks by Suspected radical groups against civilians and national and international security forces persist. Until October 2022, INSO documented 4,339 security incidents throughout the national territory, particularly in the central regions (615 incidents in the Mopti region, 426 incidents in the Segou region), Gao (424), Menaka (329) and Timbuktu (446).

Faced with recurring conflicts and multifaceted insecurity, more than 50% of the population of the Mopti region needs humanitarian assistance (1,633,966 people out of 2,958,872, including more than 50% women and girls ). The Mali Humanitarian Needs Overview for December 2022 identifies a significant protection crisis that seriously threatens lives. Gender-based violence (GBV) and child rights violations, including abductions, sexual violence, recruitment, killings, mutilations, attacks on schools and hospitals, and denial of humanitarian access, pose major threats to girls and boys. The crisis is characterized by the absence of effective protection for a large number of civilians in the north, center and, more recently, in the south of the country. An estimated 4.3 million people are in need of protection services (20% women and 60% children).

In this context, INTERSOS launched a project called (CARE) in consortium with the Italian NGO ENGIM, in the regions of Mopti and Bandiagara. The main objectives of the project are as follows: Objective 1: Strengthen food security and ensure equitable access to quality nutritional assistance for the most vulnerable displaced people and host communities. Objective 2: Improve access and quality of assistance for the most vulnerable people (women and girls) who have survived gender-based violence through holistic support for prevention and response to gender-based violence. protection and HSS, at the community level, and support for local health structures in four municipalities in the Bandiagara and Mopti regions.

The project will be implemented in partnership with two Malian NGOs – AMSS and Delta Survie – which will be responsible for activities to combat GBV and RSS in four regions of Mopti and Bandiagara according to three main results:

Community members are sensitized on issues of gender-based violence and sexual and reproductive health, and community protection mechanisms are strengthened.
Adults and children affected by violence and other protection risks have safe access to services and receive appropriate assistance.
Women and girls suffering from fistula have access to comprehensive care (surgical and post-operative).

General objective of the position

  • Participates in the definition, planning and monitoring of medical activities and programs in the project in accordance with INTERSOS protocols and coordinates the human and material resources necessary to ensure the quality of care provided by INTERSOS.
  • Is responsible for coordinating medical activities and resources in the mission if there is no Medical Coordinator.

Main responsibilities and tasks

  • In collaboration with the Project Manager, Medical Coordinator and the rest of the team, defines, implements and monitors medical activities, in accordance with INTERSOS project plans and mission strategy, standards and protocols . He participates in exploratory missions, situation assessments (providing technical inputs and recommendations for new and ongoing interventions in the country and defining medical operational priorities if necessary) and the development of project policy, annual plan, budget review and project proposal as well as reporting to donors.
  • In coordination with the Project Manager, establish and maintain regular and collaborative relationships with donors, local authorities, partners, medical actors, project stakeholders and other organizations working in target areas.
  • Proactively participate in group meetings and relevant cross-sector coordination meetings in the field, contributing to the development of guidelines, standards, tools and strategies.
  • be responsible for collecting and analyzing medical data and reporting to medical coordination through correct use of internal databases and tracking tools to ensure adequate follow-up from the program
  • Provide technical support to medical personnel in the field through self-knowledge and policies, ensuring compliance with INTERSOS medical activity protocols.
  • Coordinate, supervise, supervise, support and evaluate the performance of members of the medical team in order to improve the medical components of the project and ensure compliance with INTERSOS protocols and standards.
  • Plan and supervise, in close coordination with the project manager, the associated processes (recruitment, training, onboarding, performance evaluation, development and internal/external communication) of the project’s medical staff in order to ensure both the size and amount of knowledge required and improve staff capabilities.
  • Supervise effective management of the field pharmacy and medical equipment, in collaboration with the logistics department. Control consumption and preparation of medical orders in order to provide medicines, medical equipment, medical devices and consumables in all circumstances and to avoid stock outs.
  • In close coordination with the project manager and the clusters, develop and implement functional and effective internal and external reference and coordination mechanisms at the field level.
  • Implement the health policy for international and national staff, providing all necessary prophylactic and preventive measures, structures and emergency plans, managing any medical evacuation in order to ensure the health of INTERSOS staff.
  • In coordination with the headquarters medical unit, be the reference person in the absence of the medical coordinator to coordinate medical activities (opening and closing of the mission, interim activities, reduced activities, etc.)

Profile required

Education

  • Advanced university degree in medicine or other paramedical studies.
  • A specialization in tropical medicine or a degree in public health is desirable

Professional experience

  • At least four years of relevant professional experience in sectors related to protection, preferably within an International NGO, or two years if you hold a higher education diploma (master).
  • Minimum 2 years of relevant professional experience as a medical referent in the humanitarian sector, particularly in environments with fragile and unstable security.
