CONTEXT :

Program context:

• Stratop including a protection component and a health component with MHPSS as a sub-component

• Increase in operational volume of the Maghreb program to be implemented for 2 – 3 years

• Mixed emergency project in a context of chronic crisis and development

• Varied profile of beneficiaries: PWD, vulnerable women, vulnerable migrants, people affected by crises

• Positioning of missions in technical support to institutional and/or associative actors. Focus on partner capacity building

• Fundraising challenge with expectations from financial partners positioning HI on complex projects and reinforced expertise

2 missions: Tunisia and Morocco with limited experience on the MHPSS dimension in Tunisia and medium in Morocco. Closure of the Libya mission with assessment underway following the floods that occurred in September 2023.

Crisis response projects following the earthquake in Morocco with high expectations in terms of MHPSS.

Main challenges:

– Mobilize national resources in the MHPSS field

– Collaboration with public actors, coordination with financial partners

– Position MHPSS as a complementary theme to support vulnerable populations in a context where public health policy in mental health is non-existent and needs identified as growing by all stakeholders

– Ensure the operationalization of technical approaches and their contextualization in a

constrained environment both politically and financially

– Develop partnerships around the MHPSS, continue the animation of the psychological networks set up in Morocco

Regular travel will be required within the region, including to areas affected by crises.

YOUR MISSION :

Under the responsibility of the Head of the Technical Unit, the Specialist in Mental Health and Psychosocial Support contributes within the HI mission to the implementation of HI’s mandate and 10-year strategy. He/she ensures the optimization of the quality and impact of projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all other HI managers the responsibility for sound management and proper functioning of the overall organization, through paradigm shifts.

1. Expertise

– Contributes to mission strategy in line with HI’s overall strategies

– Guarantees technical support to projects and teams in accordance with global technical standards and frameworks within its sectoral scope

– Ensure technical learning from projects

– Ensures control and monitoring of the technical quality and relevance of HI activities within the mission within its sectoral scope

– Contributes to the animation of the professional channel of the technical divisions

2. Influence

– Contributes to local external prestige and the influence of HI’s expertise

– Represents HI’s technical expertise in relevant local networks, builds links with mental health and psychosocial support stakeholders in the country of intervention

– Contributes to advocacy on specific themes in line with overall advocacy priorities

– Contributes to communications messages at the local level in line with global communications priorities

3. Development of the social mission

Ensures the development of major opportunities or new projects within the country within its sectoral scope.

EXPERIENCE / TRAINING:

· You hold a graduate degree in psychology (clinical, intercultural social), or other university degree in human sciences with significant experience in the field of mental health

and psychosocial support in humanitarian, development or emergency contexts

· Practical experience in clinical psychology and MHPSS/SMSPS minimum of 5 years (implementation of MHPSS/SMSPS programs and strategies)

· Minimum 3 years of humanitarian experience

· Understanding of the different explanatory models of disability, international human rights frameworks, humanitarian action, strategies to combat exclusion and discrimination

· Knowledge of technical issues, standards and networks in MHPSS/SMSPS

· Experience in project management and MEAL would be a plus to better understand the challenges of project teams and the need for an operational approach to technical support

· Working language: French / English (Arabic would be a plus)

· 12-month international contract – 1-year mission

· Salary: from €2,757 gross/month depending on professional experience

· Per diem: €555.83 net/month – paid in local currency on site

· Paid vacation: 25 days per year

· R&R: Level 1 – 11 days / year

· Position: unaccompanied / couple (from 3 months of mission) / family (from one year of mission)

· Accommodation: Collective or individual supported by HI
