JOB CONTEXT:
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures (HNO 2023), about 15.3 million people are currently affected by the crisis in Syria, including about 2,1 million IDPs living in last-resort IDP sites, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Twelve years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern especially following the severe earthquake that struck the northern part of the country along southern Türkiye. From its management office in Amman, HI is leading a large humanitarian program from three different hubs (Beirut, North-West and North-East), along three main pillars:
- Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, mental health and psychosocial support (MHPSS) and/or prosthetics and orthotics), community-based MHPSS activities, training, technical supervisions and donations of assistive devices and/or equipment;
- Humanitarian Mine Action, including clearance, risk education, non-technical survey of hazardous areas, advocacy and victim assistance;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response;
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
YOUR MISSION:
Under the responsibility of the Technical Head of Programme, the MHPSS Technical Specialist contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
Expertise :
- Contributes to the regional strategies in line with the global strategies ;
- Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope ;
- Ensures technical learning from projects ;
- Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope ;
- Ensures compliance of the technical proposition with nexus stakes Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial scope ;
- Contributes to the Technical Divisions professional channel animation.
Influence :
Contribute to the local external prestige and influence of HI’s expertise in MHPSS scope.
Business development :
Ensure the development of major opportunities or new projects in the region under his sectorial scope.
Emergency preparedness and response responsibilities
Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.
YOUR PROFILE:
- You have a master in clinical psychology
- You have at least 5 years’ experience in working with NGOs and civil society in developing and emergency interventions
- You have experience in participating in humanitarian coordination mechanisms
- Experience in cross-cultural communication
- Experience in advanced counselling and psychotherapy, ability to respond to acute crisis situations (in cases of suicidality, severe protection risks, self-harming behaviour, violence, etc.)
- Experience in conducting specialised trainings at short notice, and ability to condense information to the essentials while maintaining quality.
- Experience in gathering MHPSS data that is pertinent and essential, while upholding rigorous standards of privacy and confidentiality, in strict adherence to the ‘do no harm’ principle.
- Thorough theoretical and operational knowledge of (complex) trauma and psychiatric symptoms related to (chronic) stress, anxiety and depression.
- Thorough knowledge of transcultural psychiatry, community based MHPSS and intersectionality.
- You are comfortable in producing written and oral institutional communication in English
- You have a first experience for the Syrian crisis and/or in Middle Eastern countries would be an asset
Languages skills: fluent in English – Arabic is a plus
