1. Context & rationale:

Like many countries around the world, the COVID-19 pandemic is a public health problem in Gabon. In addition to the restrictive measures taken by the Government to prevent and respond to the pandemic, a national vaccination strategy against COVID-19 has been developed by the Gabonese Government. The COVID-19 vaccination campaign began on March 23, 2021 and continues in all provinces of the country.

To support the efforts of the Gabonese Government in its fight against COVID-19, the Japanese Government has decided to grant emergency aid to Gabon through the United Nations Children’s Fund (UNICEF) in order to strengthen the Government’s capacity to improve routine and COVID-19 vaccination coverage.

It is in this context that UNICEF-Gabon has implemented a face-to-face training plan to strengthen institutional capacities and more particularly health personnel in the following three themes: i) Favoring Social and Behavioral Change COVID-19 Vaccination; ii) Data Management on COVID-19 vaccination; iii) Management of COVID-19 vaccine and/or biomedical waste.

2. Objectives

Main objective :

The general objective of this consultation is the development of a distance training platform and the digitalization of existing training modules with a view to strengthening the capacities of health personnel on the following three themes:

i) Communication for Social and Behavioral Change in Favor of Vaccination;

ii) Data Management on vaccination;

iii) Management of vaccine and/or biomedical waste.

Specific objectives :

  1. The development of a distance training platform for health personnel which will be accessible via the official website of the Ministry of Health and Social Affairs (MSAS);
  2. The scripting of distance training modules with a detailed description of the structure of each module;
  3. The development of content and evaluations of training modules according to online training standards and making them accessible on the platform, taking into consideration the content of the training modules provided by UNICEF-Gabon.
  4. The integration of multimedia supports and storyboards, taking into consideration the techniques for presenting online educational content;
  5. The creation of a list of bibliographic references and internet links, as well as the various additional resources for each online training module.
  6. Training of UNICEF and MSAS focal points on the management, monitoring, and updating of the online platform.

3. Methodological approach (will be proposed by the consultant and will be discussed during the scoping meeting)

4. Expected Results :

  • The distance training platform is made accessible via the official website of the Ministry of Health and Social Affairs (MSAS);
  • The training plan with a detailed description of the structure of each module is developed and available on the platform;
  • The content and evaluations of the training modules “Communication for Social and Behavioral Change in Support of COVID-19 Vaccination” are identified and organized on the platform;
  • The content of the modules and evaluations of the “Data Management on COVID-19 Vaccination” training are identified and organized on the platform;
  • The content of the modules and evaluations of the “Management of COVID-19 Vaccine and/or Biomedical Waste” training are identified and organized on the platform;
  • The content and evaluations of each module are prepared with its multimedia supports and the storyboards are available on the platform;
  • The list of bibliographic references and internet links related to the three themes considered are available and accessible on the platform.
  1. Deliverables:
  • The consultation launch report;
  • The report on the development of the distance learning platform. ;
  • The report on the development of the content of the distance learning modules on the platform with the multimedia supports, the list of references, and the complementary resources to the training modules (Powerpoint presentations, audio files, video files, support files such as exercises demonstration, statements of duties, model answers to these duties, etc.);
  • The deployment report of the distance training platform specifying the access methodology via the official website of the Ministry of Health and Social Affairs (MSAS);
  • The report on the training of UNICEF and MSAS focal points on the management, monitoring, and updating of the online platform;
  • The final report on the consultation carried out is submitted to UNICEF-Gabon containing, among other things, an update on the major difficulties encountered, recommendations, etc.

To qualify as an advocate for every child you will have…

  • Hold a university level diploma (Bac + 3 to 5 or equivalent) in computer science and/or in Information and Communication Technologies for teaching (ICT) or equivalent;
  • Have proven experience (2 years or more) in the design and development of distance learning platforms;
  • Have proven experience (2 years or more) in educational engineering for online course production;
  • Have experience (5 years and more) in developing and managing projects for the implementation of a distance training system;
  • Have the ability to analyze and synthesize information from various sources to develop relevant recommendations.
  • Very good command of written and spoken French;
  • Previous experience with the United Nations system or UNICEF would be an asset.

Calendar and Payment schedule:

The duration of the consultation for the development of a distance training platform will be 6 months. All payments will be subject to validation of reports and accounting documents according to UNICEF rules and procedures.

The overall cost of the consultation will include fees, per diem (Daily Subsistence Allowance (DSA)), and communication costs and fees to purchase application licenses.

Payment will be made in installments based on the deliverables submitted and validated, as well as the accounting documents.

• The Consultation launch report (10%)

• The platform’s recipe book incorporating the report on the development of the distance training platform (25%);

• The production report of the content of the online modules (digitization of the modules) with the multimedia supports, the list of references, and the complementary resources to the training modules (Powerpoint presentations, audio files, video files, support files such as demonstration exercises, homework statements, model answers to these homework, etc.) (25%)

• The deployment report of the distance learning platform accessible via the official website of the Ministry of Health and Social Affairs (MSAS) (15%);

• The report on the training of UNICEF and MSAS focal points on the management, monitoring, and updating of the online platform (15%);

• The overall report on the consultation carried out is submitted to UNICEF-Gabon containing, among other things, an update on the major difficulties encountered, recommendations, etc. (10%).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage ). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
