QUALIFICATIONS
1. CONTEXT
Universal Health Coverage (UHC) means that all people have access to the health services they need, when and where they need them, without suffering financial hardship. The CUS is one of the three fundamental pillars of the Thirteenth General Program of Work (GPW 13) of the WHO. The Partnership for UHC was established in 2011 and began its fourth phase in 2019 in close collaboration with donors and the Department of Health and Migration at WHO headquarters. This partnership for UHC with WHO focuses on supporting policy dialogue on national health policies, strategies and plans.
The Partnership for UHC integrates the Health and Migration component in order to meet the health needs of refugees and migrants and guarantee their right to health in Mali. The Health and Migration component focuses on the operationalization of Global Competency Standards for Health Workers; strengthening health information systems; assessing existing frameworks for integrating refugee and migrant health data collection; as well as the development of a tool and an implementation guide for the research agenda at regional and national level.
2. DELIVERABLES
1. PROJECT MANAGEMENT
has. Provide comprehensive project management support to facilitate successful CUS project implementation. This includes managing project activities, coordinating resources, monitoring progress, and ensuring that the project schedule and objectives are met.
b. Monitor overall project progress and keep colleagues informed on the status of project management activities.
vs. Identify risks to successful project implementation and develop strategies to mitigate them. Proactively address issues and obstacles that may arise during project implementation.
d. Facilitate effective communication between project stakeholders, including team colleagues and external partners. Provide regular updates on project status and ensure all stakeholders are well informed.
e. Help localize PHM products and validate their feasibility and clarity.
2. COORDINATION
has. Provide coordination support to identify and engage key stakeholders, understand their expectations and manage their involvement in the project. Build strong relationships and address stakeholder concerns with a focus on supporting the following activities:
• Support the organization of a regional-level hybrid workshop aimed at developing a discussion on global competency standards at the national and regional in collaboration with relevant partners by identifying relevant and potential participants in the country, and supporting headquarters in administration and coordination • Support in
carrying out in-person training to strengthen the skills of workers in health providing services to refugees and migrants in order to 1) promote the use of global competency standards and 2) identify concrete actions to support the integration of global standards into the curriculum of academic institutions, capacity building activities capacities led by ministries of health, and other initiatives at the national level, including the creation of a regional network on global competence standards •
Online feedback meeting of synthesized information / results of the pilot evaluation of the health information system using the Health Information System Assessment Tool, with the aim of collecting, analyzing, reporting, disseminating and translating knowledge into policies and actions, as well as to collect information related to data governance, policies and tools, and to map the various existing resources
• Organization of a hybrid national workshop for the implementation of the guide for defining the research agenda and the creation of a research action plan at the national level in coordination with the Ministry of Health and the WHO Country, Regional and Headquarters Offices
• Support for the organization of the Global School on Refugee Health and migrants, assisting with field coordination and logistical preparation
3. QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES
− Essential : Doctorate or PhD in Public Health, Health & Migration, Social Sciences or other related field/program.
EXPERIENCE
− Essential : A minimum of ten years of experience in public health programs, providing support in the coordination of programmatic issues.
− Desirable :
• Extensive experience in the field of public health and migration and health in Mali.
• Experience and practical knowledge of working with WHO or the United Nations.
• Experience in working closely with the Ministry of Health, Office of Statistics and research/academic institutions at national level.
• Experience managing diverse tasks and effectively coordinating between multiple stakeholders on a wide range of topics.
• Expertise in coordinating activities at different levels, including at headquarters, regional level and WHO country offices, as well as with relevant partners at national and local levels.
SKILLS AND KNOW-HOW
− Have a comprehensive understanding of public health project management, coordination and administration.
− Know and understand the relationships between the different levels of the Organization.
− Demonstrate excellent cross-cultural relations and collaboration skills, with a proven ability to develop relationships with a range of key stakeholders, including government departments.
− Possess strong communication and interpersonal skills, including proven ability to interact with senior levels of government and partners, establish and maintain networks, provide advice and communicate effectively (in writing and orally) on sensitive issues with a diverse range of stakeholders.
− Have an excellent ability to communicate and work harmoniously within a team, to adapt to varied educational and cultural environments, and to maintain a high level of personal conduct.
− Proficient in standard MS Office software applications and have presentation skills. Language requirements:
− Essential: Expertise in French and English.
− Desirable: Intermediate knowledge of English and at least one UN language.

Annual salary 47,136 USD.
