Pool and Course Management Officer (Nurses / Physiotherapists / Physiotherapists) At Doctors Without Borders



Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations struggling with crises threatening their survival, mainly in the event of armed conflict, but also epidemics, natural disasters or exclusion from care. The French section of MSF is present in around thirty countries.

As part of a replacement, for maternity leave, we are looking for a Pool and Course Management Officer (Nurses / Physiotherapists / Physiotherapists)

The Operations Department of the Paris Operations Center (OCP) in Paris is made up of 9 Operational Cells including an Emergency Cell, each managing a portfolio of countries. The Pool and Course Management Service supports the Cells by proposing Human Resources for the land according to the needs and availability, skills and desire of the members of the pools.

Assignment :

Under the supervision of the Manager of the Pool and Course Management Service, your mission is to:

  • Deploy the means and propose the HR actions necessary to develop a sector, bring out and evolve executives, in line with the evolution of operational needs (quantity and quality of profiles).
  • Build and consolidate the course of the members of the sector for which you are in charge in order to meet the human resources needs of the OCP (Operational Center of Paris) missions.

Main responsibilities:

Ÿ Management of the mobility of the sector’s resources:

  • You propose profiles adapted to the needs defined by the cell in collaboration with the RRHC (Human Resources Manager of the Cell) and the missions.
  • You have a precise knowledge of the members of the expatriate pool and gradually of the INF, Kiné, and Physio sector: you carry out career interviews for expatriates.
  • You are responsible for applying placement procedures.
  • You develop partnerships with the sections and partner entities of OCP.

Ÿ Contribution to the analysis of current and future needs in the field:

  • You have a good knowledge of operational needs: you are in contact with the Operational Units to know their forecast needs, you anticipate changes in the profiles sought and you detect jobs in tension for which there will be a shortage of skills.

Ÿ Contribution to the development of professional skills in the Inf, Physio, Physio sector:

  • You develop the pool and contribute to the development of the sector according to the needs of MSF: you propose action plans to permanently have a pool adapted to the needs of the missions.
  • You advise, guide and support the members of the expatriate pool and the sector in the training offered by MSF in accordance with the potential and proposed course.
  • You coordinate the identification, prioritization and registration of candidates for training and participate in training for members of the sector with the L&D and training department.

Ÿ Monitoring and analysis of your activity:

  • You set up monitoring and reporting tools for your activity.
  • You do the administrative follow-up related to career management, whether in the analysis of previous experiences or remuneration conditions during a mission.

Ÿ Contribution to the development of transversality:

  • You share information and knowledge, you develop the ability to work with other services or departments in the context of project management / cross-functional / inter-departmental work.
  • You share your ideas with the other departments during committees and reflection on the sector.

Ÿ Maintaining a watch:

  • As part of the sharing of good practices, you develop the work with your counterparts from other sections of MSF.

Required profile :

Training/Experience:

  • You have at least two MSF experiences and preferably one experience in a coordination position
  • You have the HR sensitivity and the support commitment for career development
  • You have a good knowledge of the organization and functioning of MSF
  • You master maintenance techniques
  • You are part of the ongoing transformations within the movement.

SKILLS :

  • You are autonomous, organized and rigorous
  • You have qualities of analysis, synthesis and an ability to prioritize
  • You have good computer skills
  • You have good interpersonal skills and you know how to work in a team.

Language: You speak French and English fluently (level B2 minimum).

Status: 8-month fixed-term contract – Executive – Full-time. In PARIS Jaurès with the possibility of doing 2 days of telework / weeks.

Salary conditions:

€46,502.97,000 gross per year over 13 months. 22 RTT days per year. Complementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). Support at 50% of the public transport season ticket.
