ALIMA in BURKINA FASO

Since 2012, ALIMA has been established in Burkina Faso in consortium with two national NGOs (Keoogo and SOS Médecins BF) with the aim of providing a quality medical-nutritional response for host and displaced populations affected by the humanitarian and security crisis.

Since their arrival, ALIMA and its partners have implemented emergency medical and nutritional care projects for people affected by the crisis in the regions of the Sahel (DS of Gorom-Gorom and Djibo), the North (DS of Seguenega, Thiou and Yako), the Center-North (DS de Barsalogho) and the Central Plateau (Boussé). In addition to medical care, ALIMA and its partners have, in collaboration with the Ministry of Health, conducted several research projects to improve patient care.

From 2020, the security context has deteriorated sharply with an escalation of violence and massive population displacements. ALIMA is extending its activities to cover the growing needs in the DS of Thiou, Ouahigouya in the North and Tougouri and Kaya in the Centre-North. In March 2020, as part of the Covid-19 response, ALIMA, Keoogo and SOS Médecins BF intervened in support of the CHR of Kaya and the CHUs of Bogodogo and Tengandogo in Ouagadougou and in 2021 at the CHU of Yalgado in the capital. Since then, Covid-19 activities have been integrated into the healthcare response, just like for MdM-F. In Tougouri, a Disaster Risk Preparedness and Response (SURGE) project has been running since 2021 with support from ECHO. In July/August 2022,

In 2022, Burkina Faso witnessed an unprecedented deterioration in the humanitarian and security situation due to the progression of armed groups and government instability linked to coups. Insecurity has led to massive and recurrent population displacements which tend to increase inter-community tensions and cause a saturation of health services.

The Barsalogho Project

The Barsalogho project is located in the province of Sanmatenga in the Center North region.

The security situation has deteriorated sharply since mid-May 2022 in the Barsalogho Health District. Of the 15 health facilities in the DS, only the CMA operates full-time and the CSPS of Pensa at a minimum. All other health facilities are closed due to insecurity. Access roads are impassable (IED & checkpoints) and some villages are occupied by radical armed groups. To date, only the air route is recommended, which makes the various supplies and the movement of personnel on Barsalogho difficult.

The continued and increased deterioration of insecurity will lead to the closure of public services including education and health and other public services withdrawn to the big cities.

The consortium operates in Barsalogho through activities related to improving access to quality medical and nutritional care for populations affected by insecurity, in the Barsalogho health district.

PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY

Level 3: either the job holder will have access to personal data concerning children and/or vulnerable adults in the context of his work, or he will occupy a “regulated” position (accountant, lawyer, jurist, legal officer) ; Therefore, a criminal record check or presentation of a certificate of good character will be required. In situations where it is not possible to provide a criminal record or a certificate of good morals and morals, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

  • Reports to the Regional Project Coordinator (PC) Based in Kaya
  • Refers to the medical coordinator for medical questions
  • Supervises the project’s medical and paramedical activity managers (hospital, health center, mobile clinic, pharmacist or project pharmacy manager)
  • Collaborates with the management team of the Barsalogho Health District as well as with the logistics, administration / finance of the consortium and all the project staff.

MISSION AND MAIN ACTIVITIES

You are responsible for setting up medical activities in your area of ​​intervention. You ensure that project resources are used appropriately and participate in defining your base’s strategy.

You support the medical and paramedical teams in the development of their skills.

  1. Definition of the project’s medical objectives and intervention strategies
  2. Organization, analysis and good management of the medical activities of the project
  3. Supervision and training of the project’s healthcare human resources
  4. Implementation of project staff health policies
  5. Participation in the prevention of abuse of power, sexist and sexual violence (PSEA)

EXPERIENCES AND SKILLS

  • You hold a medical degree, a paramedical degree would be essential, you have at least experience in a humanitarian medical intervention context, experience in terms of team management and supervision.
  • You have analytical and organizational skills, critical sense and strength of proposal, ability to work in a team in multicultural contexts.

LANGUAGES :

  • Fluency in French is essential, knowledge of a local language is an asset

TERMS

Duration and type of contract : CDD under French law for 6 months renewable .

Starting date : July 2023

Salary : According to ALIMA salary grid + valuation of experience + Per Diem

ALIMA supports:

  • Travel costs between the country of origin of the expatriate and the place of mission
  • Accommodation costs
  • Medical cover from the first day of the contract to one month after the date of departure from the country of mission
  • Mission expenses for the employee and his dependents
  • Evacuation for the employee and his dependents
