ROLE objective:
The Program Director is responsible for implementing and coordinating Medical Teams International programs, ensuring strong program execution, continuous improvement, and compliance with activities that seek to break barriers to health in Colombia.
The Director will lead the implementation of project activities and teams and will provide them with continuous support in planning, budgeting, monitoring and execution of projects, as well as external representation.
As a key role in the leadership of the broader organization in Colombia, the Director will be a member of the Leadership Team and will engage regularly with donors and Medical Teams International headquarters, and provide leadership in establishing new programs and offices in response to evolution. Humanitarian crises in Colombia.
The Program Director reports to the Country Director and will be based in Bogotá with frequent travel to project implementation sites.

Program implementation management
- Supervision of the planning, implementation, monitoring and evaluation of programs and projects
- Program budget planning and tracking to ensure results are achieved at all field locations.
- Together with Regional Program Managers, you should ensure that all field locations have clear and documented monthly work plans, and the correct application of monitoring tools, to ensure strong coordination of activities, financial planning, procurement planning and achievement of indicators.
- Together with the Regional Program Managers and Technical Teams, you will oversee contracting processes with partner organizations (such as clinics), compliance with contract and donor rules, execution of funds, fraud mitigation and guarantee of results of quality.
- Support the development and implementation of program management tools and processes, including the provision of information for headquarters processes and templates.
- Works with the Operations Support Manager to ensure all field locations have robust procurement planning, inventory management (storage facilities, stock management, etc.) and contracting processes following Medical Teams standard operating procedures .
- Support seamless facilitation of field visits for stakeholders such as the Country Director, Technical Teams, donors, or other approved visitors participating with Medical Teams International in Colombia and at headquarters.
- You will work with security focal points to monitor security risks and ensure mitigation plans are implemented, and regularly review project office and site activities to verify compliance with mitigation plans.
- You will work with the National Health Advisor to guide the development and implementation of new and innovative elements of the program, ensuring good planning, integration and monitoring of results. This may include, but is not limited to, voucher programming, sub-granting, and digital health.
Program monitoring and reporting
- Together with the National Health Advisor to manage the monitoring, evaluation, accountability and learning (MEAL) functions of the project, including clear data management, reporting and indicator monitoring.
- Improve the quality of the program using tools and surveys developed by the MEAL and the Technical Health Team.
- He will oversee the implementation and integrity of the project’s accountability mechanisms. Seek regular, structured input and feedback from target populations and vulnerable groups to inform project design and improvement.
- Work with Grants Manager, Country Director and others to ensure internal and external reports are complete and submitted on time.
- Together with the Finance Manager you will work to lead budget reviews with regional program managers and other key personnel, ensuring timely and accurate adjustments and improving coordination with field sites to address any overspending or underspending.
- In conjunction with the Grants and Information Manager, maintain and improve reporting processes to compile donor reports in a timely manner and review reports for accuracy and inclusion of project accomplishments prior to submission.
- You will work with the National Health Advisor and the Information and Grants Manager to coordinate meetings and project monitoring committees at the national level.
- Ensure the accuracy of documentation and filing systems decisions made at the project level.
- Improve program effectiveness by recording and sharing lessons learned and best practices among program teams, including monitoring tools and feedback mechanisms.
Office and team management
- Will lead Regional Program Managers, MEAL, Voucher Program and others as required by the organizational structure. This includes overseeing all field offices (currently 6 locations) working with regional managers to ensure projects are fully staffed and resourced.
- You will work with the Finance Manager, Operations Support Manager, and Regional Program Managers to ensure that all field offices and teams implement Medical Teams policies and procedures, including the Finance Manual and all SOPs. (eg Logistics, IT, Human Resources, Office Administration, Security, Finance, Treasury, etc.).
- Coordinate management mechanisms (eg, meetings, coordination groups, and committees) within field offices to facilitate communication, resolve issues, increase efficiency, and foster healthy leadership and work culture.
- You will work with the Operations Support Manager to reduce programmatic and organizational risk: office security, legal compliance, and monitoring of security protocols for program implementation teams.
- Through Regional Program Managers and local teams, oversee a strong and vibrant community volunteer programme, ensuring volunteers are adequately trained, supported and monitored to ensure program quality, risk reduction and achievement of results .
- Support professional development, knowledge creation and learning sharing between teams and ensure direct reports have clear objectives, receive mentoring and participate in capacity building opportunities (working with Human Resources and the Leadership Team).
- Identifies skill sets and competencies necessary to achieve programmatic and organizational objectives;Â work with senior staff to ensure those skills are developed or acquired (hired).
- Along with the Regional Program Managers, represent program implementation and other organizational priorities as a key member of the Leadership Team in Colombia.
- Ensure the protection of program participants and employees by promoting an environment of awareness and compliance with the provisions of the code of conduct of policies for the protection of medical teams against sexual exploitation and abuse, the protection of children and vulnerable adults and a harassment-free workplace. Holders will remain alert and responsive to any child and adult protection risks, acquire relevant knowledge and skills that will enable them to promote sound protection practices, understand the child and adult protection policy and procedures, and behave in a manner consistent with the protection code. behavior and behavior expectations.
Program planning and development
- In conjunction with the national health adviser and technical teams, provide leadership (either directly or through regional program managers) for the initiation of new projects, including assessment/scoping visits, site representatives, assessments, and establishment of Offices.
- As requests, you will conduct assessments and write reports (assessments, Sit Reps, etc.) for potential project responses, including in areas with high levels of insecurity or low humanitarian access.
- Contributes to the design and proposals of new projects, especially in staffing, budgeting and risk management, and ensuring project insights and ideas are incorporated.
- Must Maintain knowledge of innovative approaches to humanitarian health and support integration into new projects, and interact with external humanitarian actors and forums to learn about best practice in humanitarian health.
- Together with the members of the Leadership Team (especially the National Health Advisor), lead the development of partnerships (including scoping, evaluation, contracts/agreements, etc.) for the project consortia.
External representation and coordination
- Develop and strengthen external relationships that can lead to new programming opportunities, collaborations, funding, or formal partnerships.
- Along with Regional Program Managers, represent Medical Teams with departmental and local government authorities, non-state actors, UN agencies, NGOs, implementing partners and donors in a professional manner that advocates for access to medical care for all people.
- Work with Country Director and National Health Advisor, build strong relationships with development and humanitarian coordination mechanisms such as GIFMM, EHP and NFO Forum.
- Oversees management MOUs and agreements with government entities, and ensures that Medical Teams International maintains trust and high standards with government actors at all deployment sites.
- With regional program managers, manage relationships with partner organizations.
- As needed, represent Medical Teams International at events, forums, conferences, and make presentations on our programs, operations, innovations, and learning.
Other duties:
- As needed, provide support to the Country Director in broader areas of office, team and organizational management, including occasionally acting as Country Director.
- Support public speaking and presentation opportunities, including with the headquarters of medical teams.
- Work with the volunteer team whenever possible.
- Additional duties as assigned.
Education, Licensing & Certifications
Required:
- Social Science Professional Political Scientist, Anthropologist, Sociologist, or in a related field such as project management planning, public health, international development, humanitarian aid, law, or human rights.
Preferable:
- Master’s degree in a related field, such as Project Planning and Management, Health Services Management, Public Health or Public Administration, International Development.
- Other relevant qualifications in project management, public health, migration, monitoring and evaluation, and business administration.
Experience
Required:
- Minimum 6-8 years experience in a relevant field with humanitarian or development NGO operations with increasing responsibility.
- Experience in project/program management: budget management and planning, and logistics, human resources administration and information management.
- Minimum experience of two years in an international NGO.
- Work experience in a bilingual (English/Spanish) work environment.
- Proven experience in personnel management and leadership in an intercultural environment.
- Experience working with local authorities, the UN, institutional donors, INGOs and other stakeholders.
Preferable:
- Work experience and management programs related to refugees, migration and / or internally displaced persons.
- Experience with health/medical programs and work within the Colombian health system.
- Experience in monitoring and evaluation.
- Experience programming cash vouchers.
Knowledge, Competences and Skills
- Fluency in written and spoken English and Spanish is required.
- Demonstrated understanding of the humanitarian context in Colombia.
- Knowledge of the panorama of humanitarian donors in Colombia.
- Excellent oral, written and computer skills.
- Proficient in Microsoft 365 and Teams, as well as other humanitarian platforms, eg cash voucher management.
- Adaptability, innovation and efficiency in program planning and management.
- Ability to work a flexible schedule, including some weekends.
- Strong interpersonal, intercultural and communication skills.
- Ability to travel frequently, sometimes at short notice, and work closely with healthcare professionals
- Ability to be decisive in emergency situations and use good judgment.
