Project Associate (Health) At International Organization for Migration (IOM)



Job Description

The International Organization for Migration supports the Ministry of Health of the DRC in strengthening the health of mobile populations within the framework of the health for all policy, in line with the 2030 SDGs and according to the ” One Health”. In this context, IOM provides technical and financial support for strengthening the minimum capacity of health services at border points in order to prevent, detect and respond effectively to infectious diseases and other public health threats, in line with the International Health Regulations (IHR 2005). Among other things, IOM supports integrated border health surveillance, trains front-line health and non-health personnel at points of entry on disease control and infection prevention and control,provides analysis on population mobility trends in priority health areas to inform outbreak preparedness and response efforts, as well as risk communication assistance to raise awareness among travelers, border users, the cross-border population and neighboring communities.

IOM is an active partner of the Ministry of Health in emergency response, particularly in strengthening surveillance measures at points of entry and checkpoints along mobility routes during epidemics, including Ebola outbreaks that have occurred in the DRC since 2018, the COVID-19 pandemic and the Mpox epidemic, including recent humanitarian crises in the Lake Kivu region. IOM is expanding its portfolio and expects to play an important role in the health sector in the DRC, including expanding the immunization project and improving regional prevention and response systems to public health emergencies,as well as the integration of interventions in support of mental health and psychosocial support in stabilization and peace efforts. 

The incumbent will be based in Mahagi, in Ituri. Under the general supervision of the IOM Migration Health Department Coordinator and under the direct supervision of the Borderlands Project Manager, the successful candidate will be responsible for supporting the Project Manager in the implementation of Borderlands Project health activities and other health programs in the Province as well as liaising with the Finance and Logistics and Compliance Procedures departments of the project.

  1. Work closely with the finance, logistics, human resources departments of the Bunia sub-office as well as the Kinshasa office and security focal points for all matters relating to related procedures
  2. On a weekly basis, prepare an update on HR, logistics, financial issues related to the health program in Ituri. 
  3. Support the organization and implementation of program activities, including training, meetings, deployment of government partners, printing, etc. 
  4. HR support: preparation of SRFs, support for the development of ToRs, keeping the list of staff and partner contacts up to date, maintaining and updating the team organization chart, and monitoring outstanding questions with HR.
  5. Finances/procurement: update/maintain at any time the project procurement plan for MHD as well as all procurement monitoring tools, draft expenditure requests (purchase request) and monitor their progress until receipt and delivery; receive all payment requests and assist the team in preparing the required documents; develop and maintain tracking of all supporting documents and keep copies/scans; monitor payment status weekly with the finance team; prepare supporting documents if necessary; create and maintain monitoring of all operational advances and ensure that the team regularizes them in a timely manner; with the program coordinator, regularly review the budget statement;support budget projections and forecasts.
  6. Travel: receive, facilitate and follow up on the signature of Territorial Administrators; create and maintain tracking of all staff ATs; keep copies of ATs in files; scan and send ATs to the team; ensure staff submit travel expense claims on time. 
  7. Interdepartmental coordination: daily engagement and monitoring with the finance, logistics, HR and security departments to meet the needs of the health team and resolve any problems.
  8. Team Management: Provide advice and support to teams on IOM processes and procedures. 
  9. Administration: assist with administrative matters such as preparing letters, reports, etc.         
  10. Identify bottlenecks in processes and propose solutions. 
  11. Carry out any other task that may be entrusted to him.

 

Education
  • University degree in the fields of administration, health or social sciences, with three years of relevant professional experience, or 
  • High school diploma with five years of relevant work experience, or 
Experience
  • Experience in providing operational support for public health interventions
  • Experience in administration or human resources. 
  • Experience in issues related to migration, refugee and displaced health, program development.
  • Familiarity with the health sector in the African region, the experience of the DRC being an advantage.
Skills
  • Ability to use specialized technical knowledge to achieve set objectives;
  • Ability to effectively coordinate activities in collaboration with other implementing partners;
  • Ability to work effectively with local authorities, stakeholders, beneficiaries and the community at large;
  • Mastery of IT tools (Microsoft Office); 
  • In-depth knowledge of project management.
Languages

Good command of French (Oral and written)

DESIRABLE

English; Lingala and/or Swahili; local languages.
