THE ALIMA SPIRIT: ALIMA’s purpose is to save lives and care for the most vulnerable populations, without any identity, religious or political discrimination, through actions based on proximity, innovation and the alliance of organizations and individuals. CARE – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 22 million patients, and today deploys its operations in 14 African countries. In 2019, we developed 52 ongoing humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support national health authorities through nearly 511 health structures (including 47 hospitals and 464 health centers). We work closely with various partners, including local NGOs, wherever possible, both nationally and internationally. Furthermore, with a view to continuous improvement of the humanitarian response, we implement operational and clinical research projectsparticularly in the areas of combating malnutrition and viral hemorrhagic fevers.
ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. Protecting those benefiting from and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA undertakes to:

THE ALIMA TEAM: More than 2000 people currently work for ALIMA. The field teams, as close as possible to patients, receive their support from coordination teams generally based in the capital of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening department team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising and representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins /KEOOGO, AMCP, the research organizations PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

CONTEXT
Since July 2009, ALIMA has worked in collaboration with the Nigerien medical NGO BEFEN (Well-Being of Women and Children in Niger) to manage a malnutrition and malaria treatment program in the Mirriah district (784 094 inhabitants) – in the Zinder region in eastern Niger.
It was in 2012 that ALIMA/BEFEN expanded their activities in Dakoro District, in the northern part of the Maradi region, with the aim of contributing to the reduction of mortality and morbidity among children under 5 years. This project includes a pediatric care and management of severe acute malnutrition component, on an outpatient basis (CRENAS), and on hospitalization (CRENI) as well as a mobile clinic for maternal and primary health care in the areas health desert in the north of the district. This support for the Dakoro DS has seen an extension of the number of CRENAS supported over the years, and in 2013, ALIMA/BEFEN began the PB-mothers strategy in the 2 DS (Dakoro and Mirriah), where 10,000 women have been trained.
In 2014, the project treated 25,400 children suffering from Severe Acute Malnutrition, including 500 cases suffering from complications and hospitalized in CRENI and 37,300 cases of malaria.
In 2019, ALIMA positioned itself to document the change in coverage of the acute malnutrition management program through an operational research project consisting of optimizing the management of acute malnutrition (OptiMA) in the health district of Mirriah, Guidan Roumdji Region. The pilot test made it possible to care for 1,111 children in the program at the start of the project.
In 2021, the Clinical Trial enabled the care of 2,480 children in the program.
In 2019, Alima/Befen through funding from DG ECHO, the Emergency Response project for access and improvement of health care for populations affected by shock and contribution to the reduction of morbidity and infant and child mortality in the regions of Tillabéry, Tahoua and Maradi of the host populations, displaced people and vulnerable refugees affected by humanitarian and health crises in conflict zones in the health districts of Abala, Ayorou, Banibangou (Tillabéry), Tassara, Tillia, Tchinta (Tahoua), Guidan Roumdji and Madarounfa (Maradi).
In 2025, As part of the financing of the BMG foundation (Bill and Melinda Gates Foundation), a Maternal and Neonatal Health Project is implemented in the health districts of Dakoro, Bermo and Aguie with the support of BEFEN-ALIMA with aims to contribute to improving quality, access and use of health care for mothers and newborns in targeted health districts.
Since 2023, in the Maradi region, like the regions of Tahoua and Tillabéri, ALIMA and BEFEN have been implementing a Rapid Response Mechanism (RRM) project. The latter covers the departments of Guidan Roumdji and Madarounfa, providing urgent health and nutrition assistance to displaced populations and vulnerable hosts.
In 2026, ALIMA-BEFEN intends to support the CRENI of Guidan Roumdji and several health centers to facilitate early detection of malnutrition, improve PB-mother training coverage, support the referral of malnourished children, strengthen free care and quality of cases of malnutrition in the Guidan Roumdji health district.
In this context, a recruitment of a referring doctor for the Guidan Roumdji health district will be made in order to strengthen the implementation of activities and the quality of care.

FUNCTIONAL AND HIERARCHICAL LINKS
- He/she reports to the Project Coordinator from his/her home base who is his/her line manager
- He also reports to the Medical Coordinator who is his technical referent
- He collaborates with the support teams (logistics and finance)
- He supervises the medical team (the CRENI-CRENAS Nurse Supervisor, the attending physicians, the pharmacy stock manager, etc.) of the project to which he is assigned.
MAIN MISSION
Participate in the definition, planning and monitoring of medical activities and programs in the field in accordance with ALIMA protocols, and coordinate the human and material resources necessary to guarantee the quality of medical care provided by ALIMA-BEFEN.
MAIN MISSION AND ACTIVITIES
The Medical Referent Project
- Is responsible for defining the project’s medical objectives and intervention strategies
- Is responsible for the organization, analysis and proper management of the project’s medical activities
- Is responsible for the quality of medical and psychosocial care as well as patient safety
- Supervises and trains the project’s healthcare human resources
- Is responsible for the implementation of health policies staff project
- Participates in the prevention of abuse of power, gender-based and sexual violence (PSEA)
- Define the medical objectives of the project and intervention strategies
- Participates in the identification and analysis of needs (initial assessments and ongoing analysis of medical and epidemiological data from the intervention area) with a view to proposing a coherent strategy;
- Participates in the development of intervention strategies as well as their evaluation, modification and capitalization;
- Defines the medical objectives of the project taking into account the analysis of needs, previous results and available means;
- Defines the means necessary to achieve medical objectives based on intervention strategies (necessary HR, medical inputs, infrastructure);
- Participates in the definition of medical-operational indicators that will be monitored by the project;
- Participates in the prioritization of objectives and activities in order to best meet needs by adapting them to the changing context;
- Participates in risk assessment and development of project contingency plans
- Organization and management of project medical activities
- Implements and ensures compliance with the established timetable and set objectives;
- Ensures the proper use of resources allocated to medical activities;
- Organizes the collection of data from different medical activities in collaboration with activity managers and heads of supported structures as well as epidemiological surveillance data;
○ Supervises and strengthens the capacities of staff responsible for data collection
○ Supervises the completeness and timeliness as well as the validation of data
○ Implements updates to data collection tools
- Contributes to the collection and sharing of population health monitoring indicators with partner organizations and authorities depending on the context;
- Analyzes medical data and indicators of activity and quality of care and identifies elements that would be interesting to document or investigate in more depth (survey,…);
- Ensures the organization of activity analysis sessions (hygiene committee, quality of care committee, transfusion committee, medical staff, morbidity and mortality review);
- Participates in evaluating the achievement of project objectives;
- Participates in the identification of medical or paramedical technical or operational support needs (coordination, headquarters, partners…);
- Ensures the dissemination and use of standard ALIMA activity management documents and tools;
- Reports on activities carried out using standard ALIMA documents and tools used by the project (sitrep, caneva MAP, pharmacy report…) in a clear and analytical manner (identify salient elements, highlight avenues for analysis…);
- Participates, in his area of expertise, in the representation of ALIMA to national and international partners present in the field (managers of supported health structures, representatives of the Ministry of Health and medical referents of other NGOs…);4
- Participates in the drafting of internal and external project documents (proposal, project sheet, briefing documents…);
- Participates in the capitalization of all the results and support documents used by the project
- Quality of care and patient safety
● Guarantees the establishment of an optimal and functional patient circuit
○ Defines the needs necessary to respect the patient circuit (infrastructure: equipment and adequate organization of care)
○ Ensures compliance with the patient circuit according to clinical condition and established protocols
- Ensures the procedure which defines the hospitalization and patient circuit criteria (reference…) by identifying specialized reference health structures
○ Makes patient referral decisions in collaboration with project treating physicians and/or the medical coordinator.
○ Provides technical and clinical assistance if necessary (massive influx of injured people, complicated cases, etc.);
○ Organizes disaster response plans/injured influxes
○ Organizes mortality and medical review meetings
- Guarantees the dissemination and compliance with treatment protocols, the rational use of medications and the proper maintenance of patient files
○ Monitors the consumption of tracer molecules (antibiotics) and raises team awareness of the proper use of antibiotics;
○ Never Event awareness;
○ Supervises the entry of the declaration of Adverse Medical Events (NDE) and carries out the analysis of NDEs;
○ Maintains adequate and free communication between teams (safety culture)
○ Ensures supervision of patient record keeping (prescription/monitoring, cards…)
- Ensures that means are implemented for the prevention and control of nosocomial infections:
○ Supervises the monitoring of standard hygiene precautions
○ Implementation and monitoring of consumption indicators in hydro-alcoholic solution
- Guarantees the dissemination and compliance with ALIMA pharmaceutical management protocols on the project
○ Participates in the development and validates medical orders for projects (medicines, inputs, equipment)
○ Ensures compliance with the drug distribution circuit and validates the supply schedule for consumption units
○ Disseminates and supervises the use of ALIMA pharma monitoring tools
○ Ensures compliance with good storage practices for medicines and narcotics
○ Ensures the regularity of quarterly inventories and co-signatory of project pharmacy inventories
○ Is responsible for monitoring and analyzing project consumption (cross-analyses with activities)
● Guarantees the dissemination and compliance with ALIMA biomedical park management protocols on the project:
○ Is responsible for monitoring procedures concerning upkeep, curative and preventive maintenance for medical fleet management equipment;
○ Identifies and supervises a biomedical maintenance monitoring officer who will be in charge of its maintenance according to the established schedule;
○ Participates in the inventory of the medical park for which the project logistics manager is in charge;
○ Signs requests for intervention in the event of a breakdown for support services;
○ Validates orders for spare parts necessary for the maintenance of the biomedical fleet;
● Participates in the development of a strategy and tools for monitoring beneficiary satisfaction;
● Disseminates and ensures compliance with good forensic practices (confidentiality, consent, record keeping, ethical behavior of staff, etc.);
● Identifies medical errors, analyzes the causes for the implementation of corrective measures and monitors disputed files and complaints with the medical coordination and the project coordinator
- Management of project healthcare human resources
● Defines, in collaboration with the project coordinator and medical coordination, the positions necessary with regard to needs (number of staff, profile) and establishes job descriptions for medical and paramedical staff;
● Proposes a functional organization of teams (organization chart)
● Participates in recruitment (definition of job profile and criteria, interviews, etc.) and in the selection of medical and paramedical staff for the project
Supervision, support and training:
● Carries out the individual assessment and sets the POPs of those responsible for medical and paramedical activities that he or she supervises.
● Participates in the training of team members through work support;
● Defines the training needs of your team in line with the project objectives;
● Identifies people on your team who could progress to other positions or other responsibilities;
● Informs and trains healthcare teams during meetings and during shifts, on medical questions, on the actions to be carried out, on the problems encountered, on the functioning of activities, etc.
- Implementation of the team health policy:
● Guarantees the application of the staff health policy on the project:
○ Proposes and has validated by the CP and the medical coordinator the terms of application of the staff health policy (organization, necessary means, protocols, POS…);
○ Disseminates information related to the staff health policy and its implementation methods in collaboration with the project admin manager;
○ Identifies and evaluates reference health structures available on site;
○ Defines with the medical coordinator the reference or evacuation criteria depending on the context and available capacities;
○ Establishes the list of needs, ensures the availability of emergency trunks and other inputs related to staff health;
○ Ensures the quality of care provided within the framework of staff health (internalized or outsourced) and the eligibility of certain care;
○ Ensures compliance with medical confidentiality of care provided at project level;
● Ensures that occupational disease prevention policies are effective (vaccination, medical certificates, medical monitoring on specific projects, contraindications to certain activities…);
● Ensures the application of preventive measures for Blood Exposure Accidents (AES) and adequate care of personnel in the event of an accident;
● Carries out, at the request of the medical coordinator, the briefing of expatriates and seconded on mission or visiting the project;
● Decides on medical references or evacuations in collaboration with treating physicians and the medical coordinator;
● Informs the Medical Coordinator of any medical situation:
○ may require referral or medical evacuation;
○ notifiable disease or epidemic potential in a team member;
○ an AES or a work accident;
○ a situation that could lead to psychological suffering in one or more people on the team;
○ signs or manifestation of possible psychological suffering in a member of the team;
○ provides or organizes medical and psychological first aid in the event of an emergency.
● Ensures data reporting related to staff health to the medical coordinator while respecting medical confidentiality
- Implementation of preventive measures against abuse of power, gender-based and sexual violence:
● Ensures that its team, partners (Ministry of Health) and community members are aware of ALIMA’s PSEA policy and have access to information (complaint reporting mechanism, focal point…).
● Facilitates and participates in conducting PSEA training and awareness sessions for its team;
● Applies standards relating to the prevention of abuse;
● Ensure that the members of your team and those of the partners involved in the project (Ministry of Health and Public Hygiene, national partners…) follow training and awareness sessions and apply the prevention rules abuse;
● Contribute to creating and maintaining a fulfilling and protective environment for your team, community members and partners involved in the project.
EXPERIENCES AND SKILLS
Training
- Medical degree required
- A specialization in Public Health or epidemiology or related training would be an asset.
Experience
- Prior experience of 2 years in an equivalent position with ALIMA or with another international NGO in the field would be an asset.
- Experience in medical project management is an asset;
- Experience in management/implementation of operational research projects as well as knowledge of Good Clinical Practices (GCP) is an asset;
- Experience in management/implementation of nutrition projects focused on simplified protocols such as ComPAS, OPTIMA is an asset;
Linguistic knowledge
- Oral and written command of French is essential
