QUALIFICATIONS
Overview of the programme
WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.
WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse.
The World Health Organization’s (WHO), 13th General Programme of Work (GPW 13) recognizes that access to sexual and reproductive health and rights (SRHR) can only be fully achieved through Universal Health Coverage (UHC), promotion of better health and well-being, and meeting the needs of those living in humanitarian settings, i.e., all three of WHO’s strategic priorities.
The framework of GPW 13 builds on the existing expertise and long standing work on SRHR at WHO, committing the organization to make the strategic shift of stepping up its leadership on this issue so as not to leave anyone behind and ensure it has the capacity to support countries to achieve universal access to sexual and reproductive health care services (Sustainable Development Goal 3.7) and universal access to sexual and reproductive health and reproductive rights (Sustainable Development Goal 5.6) and to reduction of maternal mortality (Sustainable Development Goal 3.1) under the overarching umbrella of Achieving Universal Health Coverage (Target 3.8).
Government of India has recently expanded the contraceptive basket with inclusion under National Family Planning Program with inclusion of Subdermal single rod implants and Subcutaneous MPA in 10 priority states (Phase 1). WHO is technically supporting GoI and the state government of West Bengal, Delhi and Karnataka for roll out of new contraceptives. Promoting and protecting RHR is crucial to the wellbeing of all people and to enabling them to contribute to the overall development of their communities and societies, As indicated above it also remains a priority area under WHO GPW13.
Underlying Values and Core Functions of WHO
WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.
The South–East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
Description of Duties:
Located in State NHM Office, the incumbent will work closely with State FP Division and WCO-India, and will have the following responsibilities: Under the overall guidance of Technical Officer –Reproductive Health, WHO Country Office for India and the direct supervision of NPO- Sexual and Reproductive Health and Rights, WHO Country Office for India, the incumbent will have the following responsibilities.
- Technical Support in effective data management, data sharing and data analysis.
- Support the state program team for accurate and timely data collection, collation and analysis pertaining to Reproductive Health (RH) Program and schemes with specific focus on new contraceptives.

- Support state team in data quality checks, documentation and analyzing reports from districts especially focusing on New Contraceptives
- Undertake regular visits to the field to support the program activities, implementation of M&E and to identify where adaptations might be needed.
- Build the capacity of health and field functionaries for service provisioning, demand generation and logistics personnel for reproductive health commodities with emphasis on logistics and supply chain management information system (FPLMIS)
- Analyze program reports, HMIS data, survey reports and triangulation of data for evidence-based decision making in strengthening Sexual and Reproductive Health (SRH) services.
- Prepare reports on program and M&E findings as required, working closely with state team and other technical partners.
- Support in the documentation of various project results, processes and development of success stories and fact sheets for strategic sharing and dissemination.
- Provide support to state team in conducting training of the program staff on data management and analysis using various data management systems.
- Support the State Family Planning (FP) team to organize and conduct State, Regional, District level Orientations, Sensitizations, Review Meetings, Training, On-site Coaching, and Workshops to ensure smooth program implementation.
- Monitor the implementation of FP program strategies and its data strengthening along with micro plan for roll out of new contraceptives.
- Support in developing monthly, quarterly and annual reports and carrying out any other program related activities, as required.
- Any other task assigned by the supervisor and/or WHO Country Office.
Education:
Essential: Graduate degree from a recognized university with specialization in social science/statistics/public health from an accredited/recognized institute.
Desirable: Master’s degree in in social science/statistics/public health from an accredited/recognized institute.
Experience:
Essential: At least ten years of professional experience in general Monitoring and Evaluation support. Experience of working with multidisciplinary technical teams.
Desirable: Relevant professional experience of working with SRHR or health systems programs at central / State Government level on data management. Experience in providing programmatic and/or technical assistance through or within the UN system within the UN system will be an asset.
Functional Skills:
- Proficiency in MS Office, Data Analysis, Data Triangulation, State demographics, population, health indicators, etc.
- Good understanding of key initiatives/schemes under the national program.
- Excellent knowledge of written and spoken English and working knowledge of local language will be an asset.
- Exhibit tact and maturity in dealing with sensitive topics.
- Excellent analytical, interpersonal, negotiating, intercultural communication skills and political acumen.

Remuneration:
Monthly remuneration is INR 135,835 (GS 7) taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. The position is at state level in Delhi, Kolkata (West Bengal) and Bangalore (Karnataka).
