About this position:

 

The Social Protection and Health Division implements the “Aging Facility: Strengthening Capacity for Health, Long-Term Care and Social Services”. The general objective of the Facility is to support countriesin the development of policies that respond to the multidimensional consequences ofageing, while promoting gender equality, targeting the following areas: (i) long-termcare services and support; (ii) adapting healthcare systems to dependent elders, anddeveloping initiatives that promote healthy aging; and (iii) financing elderly careservices.Specifically, the Facility: (i) promotes dialogue, policy research and knowledge sharing at the regional level; and (ii) finances country specific technical cooperation operations.

 

Another task of the Social Protection and Health Division is the production of operational knowledge on poverty alleviation policies and programs (see sector framework document).

 

The Social Sector (SCL) is a multidisciplinary team convinced that investing in people is the way to improve lives and overcome the development challenges in Latin America and the Caribbean. Jointly with the countries in the region, the Social Sector formulates public policy solutions to reduce poverty and improve the delivery of education, work, social protection, and health services. The objective is to advance a more productive region, with equal opportunities for men and women, and greater inclusion of the most vulnerable groups.

The Social Protection and Health Division (SPH) is tasked with the preparation and supervision of IDB operations in borrowing member countries in the areas of social protection (safety nets and transfers and services for social inclusion which include early childhood development, youth programs, care services for dependency, among others), health (health capital investment strategies, health networks strengthening, health system financing, organization and performance, etc.) and nutrition.

 

The Social Protection and Health Division (SPH) is looking for a consultant to support the implementation of the “Aging Facility: Strengthening Capacity for Health, Long-Term Care and Social Services” and selected activities focused on poverty alleviation, as detailed in the next section.

 

What you’ll do:

 

In collaboration with the team of professionals in the Social Protection and Health Division, and with focus on long-term care (80%) and poverty alleviation (20%), you will:

  • Support the organization and implementation of policy dialogue events.
  • Support the organization and implementation of webinars.
  • Support the elaboration and publication of knowledge products.
  • Support the development and implementation of partnerships.
  • Contribute to the production of annual reports and documentation related to the Aging Facility funded by AFD and the IDB.
  • Support the design and execution of advisory services funded by the AFD and the IDB and future developments of the Aging Facility.
  • Facilitate an effective communication and coordination with partners in the region and with the donor of the Facility, the French Development Agency (AFD).
  • Support the execution of advisory services projects including writing terms of references, identifying consultants for projects, reviewing project related materials, elaborating case studies, producing fact sheets, monitoring project milestones, evaluating project results, managing design, execution, and evaluation of pilots, drafting individual technical cooperation documents.
  • Support the development of a knowledge, communications, and outreach strategy to capture and share the lessons learned from events and pilot projects and lead to replication at scale.
  • Support dialogue with governments and the production of inputs for senior management.

What you’ll need:

  • Education: Bachelor’s degree in public policy, economics, business administration, finance, international development, social policy, or another relevant field or equivalentFocus: Part of studies or professional experience focused on ageing and related social services, in particular long-term care, is desirable.
  • Experience: at least (2) years of relevant professional experience or the equivalent of education and experience.
  • Languages: Ability to read, write and speak Spanish and English is required, knowledge of Portuguese and/or French is desirable.
