Security Specialist for NGO – Health, Safety and Protection Officer – Guatemala City (Nationals Only) At Norwegian Refugee Council



1. Objective

A rewarding opportunity to join our team at NRC Honduras. We are seeking an HSS Officer (Salud y Seguridad – Health, Safety and Security, HSS) who will be responsible for supporting NRC programming in Guatemala through the provision of professional security support. In particular, you will support the implementation of safety management procedures in line with the Safety Management Plan (SMP), support the HSS Coordinator and Manager in the implementation of the HSS programme, assist staff with the implementation of operational safety procedures, foster a mission safety culture, and ensure that all facilities meet NRC minimum safety standards.

2. Main Responsibilities

Specific responsibilities

Security policy enforcement

  1. Implement NRC safety and security policies at the national level in accordance with the Security Management Plan.
  2. Assist in the development of the Hibernation, Relocation and Evacuation (HRE) plan, security plan, medical plan, fire safety plan and any other standard operating procedures (SOP) as directed by the HSS Manager.
  3. Produce and maintain databases, maps and data visualization products that assist the NCA & Mexico NRC in maintaining situational awareness of its operational status, potential security risks and humanitarian needs.
  4. Close collaboration with the rest of the HSS managers in NCA and supporting these areas in the absence of their officers.

Context analysis

  1. Collaborate in the development of security risk analyses, secure access plans, and conduct security assessments of programmatic sites as directed by HSS Management.
  2. Maintain a deep understanding of security dynamics within Guatemala, to include the dynamics of national authorities, ancestral and criminal groups, levels of community acceptance and actors, the activities of armed groups or any other trends that may arise. impact humanitarian access and security of operations.

Safety notices

  1. Monitor local media (video/internet) and social media for security advisory developments to identify security trends of particular interest to NRC programs
  2. Provide safety inductions to new members of staff
  3. Disseminate urgent notices to staff when incidents may have an immediate/direct impact on the security or access of NRC staff

External security coordination

  1. Develop a strong and diverse security network to obtain reliable and up-to-date information

Infrastructure security

  1. Assist in the development of fire safety, medical, hibernation and evacuation plans for NRC facilities in the country.
  2. Assist in identifying MOSS/MORSS deficiencies for NRC facilities by conducting periodic inspections
  3. Maintain all related safety equipment in a serviceable state and immediately report any failure, damage or lack of service to HSS coordination

Current operations

  1. Facilitate the development of safe visit plans, pre-departure briefings for staff conducting field visits, to include recent security updates
  2. In cooperation with the HSS Assistant, assist in maintaining location boards for NRC office personnel and vehicles. Update GPS tracking system and track and approve travel authorizations

3. Professional skills

General professional skills:

  • At least 2 years of previous security-related work experience in an NGO
  • and/or in a humanitarian aid context (required)
  • Previous experience working in complex and volatile contexts (required)
  • Documented results related to position responsibilities (required)
  • Basic English proficiency (desirable) Previous experience working in complex and volatile contexts.
  • Previous results documented in positions of similar responsibility.
  • Self-awareness of your leadership skills/profile.

Specific skills, knowledge and experience of the context:

  • 3 years of experience in similar positions in security and access management. (required)
  • University degree (required)
  • Knowledge of security best practices (required)
  • Extensive knowledge of Guatemala, including criminal groups and local politics. (required)
  • Excellent communication and interpersonal skills. (required)
  • Cultural understanding for security management with ancestral authorities or indigenous peoples on the ground. (required)
  • Understanding of at least one language of indigenous peoples. (desirable)
  • Ability to synthesize a large volume of information into concise reports. (desirable)
  • Coordination capacity between NRC departments and external entities (required)
  • Experience in security training, preferably in the humanitarian context (desirable)
  • Knowledge of GIS or mapping software, including Google Earth; great mastery of map reading, land navigation and GPS coordinate plotting. (desirable)
