Purpose

PAC is an active NGO established in 2012, registered in Turkey, active in NWS, with other small operations offices in both Yemen and Sudan.

In NWS; PAC is a leading organization in both the health and Nutrition sectors through several central programs that work to improve the resilience of crisis-affected communities in NWS.

PAC’s programs always aimed to build and support the active health and nutrition systems in the target areas through maintaining a high level of integration across several sectors and leads central services to facilitate the provision of the service that other actors are running in NWS.

Position: Supply Chain Senior Officer

Line Manager: Supply Chain Manager

Workplace: Turkey-Gaziantep/Northwest Syria

Key relationships:

Information department, Warehouse team and Syria Field staff, program department, procurement department.

General objective of the position:

The Supply Chain Senior Officer be responsible for managing aid commodities in coordination with partners and donors, overseeing warehouse operations, and aiding the Supply Chain Manager in implementing supply chain activities and procedures.

Main tasks and responsibilities:

Commodities Management, Warehouse Management:

-Coordinate with partners and donors to ensure timely delivery and distribution of the commodities.

-Ensure proper coordination and communication with the programs team and other related departments.

-Executing warehouse rental contracts, assessing warehouse requirements, submitting purchase requests for necessary warehouse needs, and ensuring comprehensive documentation throughout the procurement process.

– Assisting with providing program development, staff training and education, and best practices adherence.

Responding to partner requests for commodities and participating in distribution planning.

Inventory Management, Reporting, and Documentation:

-Monitor inventory levels, track shipments, and proactively address any issues related to commodity management.

-Maintain accurate inventory records and implement proper inventory control procedures.

-Ensure strict compliance with relevant regulations and guidelines governing the handling and storage of aid commodities.

-Ensure sufficient stock available to meet program requirements while actively avoiding expiration, overstock, and stock-outs.

-Meticulously document all supply department activities, both on paper and computer systems, including accurate records of waybills, stock release requests (SRR), and Delivery Notes (DN).

-Ensure the timely and accurate sharing of the requested reports.

Supply Chain Support:

-Support the supply chain manager in leading, managing, and coordinating the implementation of the supply chain activities and procedures in relation to procurement and logistics and work to increase the efficiency and effectiveness of the supply chain in meeting rapid operational requirements.

-Assist with any other duties as requested by the supervisor.

-Collaborate with internal teams and external partners to enhance coordination and information sharing.

THE CANDIDATE’S REQUIREMENTS:

Education and Experience:

Bachelor’s degree in a related field, preferably in the health or nutrition sector: Pharmacy, nutrition, public health, supply chain management, Logistics, Business Administration, or an equivalent professional certificate.

At least 2 years of work experience in supply chain management and humanitarian context with relevant tasks, good knowledge of the humanitarian aid system and commodity and inventory management.

Excellent knowledge of Microsoft Office programs: Advanced Excel skills and well perform calculations and dealing with data.

Excellent knowledge of written and spoken English

High level of integrity, professionalism, and ethical conduct.

Flexibility to travel to field locations as needed.

Knowledge and Skills:

Strong understanding of supply chain principles, procedures, and best practices.

Familiarity with humanitarian aid and development programs.

Proficiency in inventory management software and other relevant supply chain tools.

Excellent analytical and problem-solving abilities.

Effective communication skills and the ability to work collaboratively in a team environment.

Strong organizational skills and attention to detail.
