Summary of the position

The Database and Information Management officer will ensure the effective management and use of data and information. This role involves maintaining accurate and up-to-date databases, developing data collection systems, implementing data quality measures, and supporting the organization’s information management needs. The DBA officer will work with various departments to support data-driven decision-making and contribute to the efficiency and effectiveness of the HIS systems.

ACCOUNTABILITIES

Key relationships:

Syria IM team, MEAL, Research, Advocacy, Media, technical medical team.

Main tasks and responsibilities:

  • Develop, maintain, and optimize the HIS system database to store, manage, and use the data.
  • Implement security measures to protect sensitive health information and ensure compliance with SAMS and international data privacy regulations.
  • Collaborate with IM/MEAL department members to design, modify, and implement data collection systems, ensuring they capture timely the needed information.
  • Generate reports using collected data to provide insights into the health indicators, and the provided services.
  • Analyze data collection systems to identify areas for improvement and suggest strategies to enhance the data management process.
  • Generate a visualized reports and dashboards using data visual apps like PBI, and ArcGIS
  • Follow on the data quality assurance plan and procedures, including routine data validation, checkup, and data cleansing with various system users.
  • Collaborate with the information management S. Officer to address technical issues related to database management and information systems.
  • Provide technical support to the system users and troubleshoot any database-related problems.
  • Work closely with cross-functional teams, including the health technical team, the projects, media, advocacy and MEAL teams, to understand their data and information needs and provide support accordingly.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required:

  • A bachelor’s degree in computer science, information management, health informatics, or a related field is required.
  • Minimum 5 years’ experience in Database and information management, SQL Server programming and Web APIs.
  • Two years’ experience in HIS and health data is desirable.
  • Proficiency in C# and the .NET framework, including ASP.NET, and MVC
  • Familiarity with front-end technologies such as HTML, CSS, JavaScript, and modern JavaScript libraries/frameworks (e.g., React, Angular, or Vue.js).
  • Proven Experience with relational databases and SQL (e.g., SQL Server, MySQL, or PostgreSQL)
  • Very good experience in CI/CD, Azure.
  • Proven experience in information management, data analysis, or a similar role, preferably in a public health setting.
  • knowledge in data visualization techniques and tools, such as Power BI, and geolocation tools like ArcGIS
  • Excellent communication and teamwork skills to effectively collaborate with diverse stakeholders.
  • Understanding of data privacy regulations and compliance requirements in the healthcare sector.
  • Familiarity with health information systems, electronic health records (EHR), and medical terminology is an advance.

Languages:

Fluent written and spoken in Arabic (native) and intermediate in English.
