Context:
Under the overall supervision of the Global Health Assessment Programme Coordinator, direct supervision of the Global Migration Health Informatics Coordinator and in close coordination with the Senior Migration Health Advisor (USRAP) and subject matter experts (SMEs), the Migration Health Information (MHI) Systems Officer will support the development and maintenance of information management systems that are fit for purpose, have high adoption rates, and responsive to operational needs of IOM’s health assessment programmes.
Core Functions / Responsibilities:
- Provide advice regarding software product features, design, and priorities, that are aligned with the goals of health assessment programmes.
- In coordination with the supervisor, approve migration health software features and functionalities for development by Information and Communications Technology (ICT) or external vendors, including but not limited to Migrant Management Operational. System Application (MiMOSA) NextGen and other applications of the MiMOSA ecosystem, such as the Center for Disease Control (CDC) Electronic Disease Notification System (EDN) and Refugee App.
- Suggest new and innovative ideas on health information management to stakeholders and the development teams.
- Use data-driven insights to make informed decisions on product design and priorities for product improvements.
- Interpret medical requirements, define them with product functionality, and translate them in the right technical language for the development teams to easily understand.
- Review and verify medical software project specifications and user stories and give advice on how to ensure they meet programmatic requirements.
- Evaluate the work done by the development teams and provide feedback and identify areas for improvement on behalf of the Migration Health Division (MHD).
- Collaborate with internal and external stakeholders including government partners, service providers, programme coordinators, SMEs, medical end-users, and development teams to analyse medical system needs and align product roadmap to programme goals.
- Represent IOM in technical discussions with external partners as the MHD’s SMEs on medical information systems.
- Review medical data management aspects of internal policy documents and external information exchange agreements, ensuring compatibility with IOM health systems and operational procedures.
- Organize and establish a network of multi-disciplinary medical business process experts within IOM at global, regional, and country levels, and coordinate activities to constantly share ideas, standardize procedures and identify best practices.
- Conceptualize practical learning strategies and coordinate health information systems training activities in face-to-face, remote, self-paced and hybrid modalities.
- Supervise and manage daily activities of the National Health Systems Analysts and, if requested, other staff of the MHI Unit in performing their medical software support activities including business analysis review, ticket refinement, product quality verification, training, and user support.
- Participate in staff recruitment, training and carry out performance evaluation.
- Contribute to preparation of budgets.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Health Sciences, Information Management, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
- Professional certification in PRINCE 2 methodologies is a distinct advantage.
Experience
- Successful track record in implementing software solutions related to health. Knowledge of migrant health assessment operations and reporting is a distinctive advantage.
- Extensive experience in validating medical business requirements documentation and reviewing user interface designs that are suitable for field operations in multiple countries under different settings.
- Previous work experience with change management in IT projects with a medical component including curriculum design, delivering training, and developing data management procedures.
- Solid background in making tough release scope and go-live decisions to achieve the best outcomes for the organization.
- Experience with IOM enterprise systems, including Mimosa Web, Mimosa IAP (IOM affiliated panels), UKTB GS (UK TB Global Software), LIMS (Lab Information Management System), eMedical interface, GIRS (Global Incident Reporting System), CDC EDN and Refugee App or comparable information management tools is required.
- Experience in working closely with diverse groups of executives, managers, and professionals within the medical and IT disciplines.

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
