Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM France has finalized the opening of its country office in Odessa and its base in Mikolaiev. The needs for emergency preparedness in Odessa is to be assessed and developped. The situation in Kherson area is to be followed-up closely to provide response to newly liberated areas.
MdM France activities focus on the south part of Ukraine (Odessa-Mikolaiev-Kherson) in close coordination with other MdM chapters.
MdM Spain has the lead for global MdM repsonse in Ukraine and they cover Kiev and surroundings, Donbass, Kharkiv, Zaporidja. MdM Germnay covers Dnipro and Vinitsia. MdM France will cover the Southern part of Ukraine.
TASKS AND RESPONSIBILITIES:
Under the supervision of the health coordinator, you will be contributing to the health activities’ design, planning, implementation, adaptation and monitoring. You will also ensure the quality and relevance of health activities, practices and data.
Program Management
- Implement health needs assessment based on the evolution of the context and react to any change by adapting the program if necessary
- Implement health needs assessment for Harm Reduction programs
- Conduct Rapid Health Assessments when requested
- Contribute to interim and final report projects redaction
- Participate to the development of the general strategy on MdM activities with the health coordinator and the team
- Participate to the coordination and the good implementation of MdM projects in link with the partner(s)
- Participate to the implementation of health activities
- Assist the health coordinator in analysing the health data received and provide feedback to the coordination team and partners
- Develop and implement of Standard Operation Procedures (SOP)
- Participate to the monitoring on a regular basis the different components of the program and to set up corrective measures
Management of medical stock and logistics chain for medical purchase
- In collaboration with Logistics department, ensure that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
- Participate in the supervision of the medical purchase process (needs evaluation, orders, quality) and drugs management within the framework of MdM partnerships (consumptions, orders & inventory)
Coordination with NGOs/local associations and representation
- On request of the health coordinator, participate to the different medical meetings, especially health clusters meetings and technical working groups
- Contribute to a good relationship with local authorities Health and Social departments to ensure all project activities are carried out with their agreement
- Liaise with the legal or appointed medical authorities in the oblasts where MdM is presently working
- Participate in the development of a collaboration framework with partners and actors involved in the implementation of the project as well as the drafting of partnership agreements
- Evaluate the needs and requests of our partners
Reporting and internal communication
- Participate in the drafting of biweekly sitrep
- Ensure regular contacts with health coordinator
- Participate in the writing of donor’s activity reports and proposals
- Provide the needed information and available materials for advocacy and visibility on MdM action, humanitarian situation in Ukraine
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 4 months
Starting date: as soon as possible
Gross monthly salary: 3 119 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 recovery days per year

Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:
Medical doctor or nurse or midwife
Master’s in public health is desirable
Minimum 2 years’ experience in similar positions or in humanitarian sector
Experience in supervising community activities
Experience in implementing activities in partnership with local organization
Experience in hard negotiations with local authorities, partners and staff in a tricky context
Experience in outbreak management and emergency response is an asset
Understand a healthcare system (including organisation, curriculum of medical profiles and national healthcare programmes) and summarise the broad outlines
Define medical needs and adapt operational activities to new constraints in the field
Ability to have a global overview of a program (not only on medical plan)
Reactivity, anticipation and adaptability
Organizational skills
Good writing and communication skills
Excellent knowledge of Microsoft Office (especially Word and Excel)
Languages: Fluency in English is mandatory (oral and written), knowledge of Ukrainian and/or Russian is an asset
