WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where each person has access to care, without obstacles (financial, cultural, geographic, etc.).
In Belgium and around the world, our projects are intended for all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society (homeless, undocumented people, drug users, sex workers, etc.); children in vulnerable situations; the women ; migrants or displaced persons and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : give people real access to care.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
Our projects follow a series of values common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has been raging there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to be traveled to reach care, or the limited access due to the violence.
At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of them in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the normalization of rape in society.
In South Kivu, we are involved in a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the territories of Kabare and Kalehe, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health actors.
In addition, MdM BE is carrying out a multi-sector intervention project for the benefit of vulnerable people affected by conflict in the health zones of Itombwe and Minembwe.
Currently, a set of 4 projects are underway in the province of South Kivu:
- 2 development projects: an SDSR project (Sexual and Reproductive Health Rights) in Bukavu and Uvira and a One-Health project in Kabaré
- 2 humanitarian projects in conflict zones (ZS in Itombwe and Minembwe; ZS in Nundu)
Our main donors in the DRC are: BHA, ECHO, MAE France, DGD Development, DGD Humanitarian, DDC
The MdM Belgium team is made up of around 180 staff. This role will supervise a staff of 7 people.
THE ESSENTIAL
Under the supervision of the Desk at Headquarters, you are responsible for the development and management of the MdM mission in the DRC. As a result, you contribute to the design of programs and, in order to guarantee the implementation of MdM’s operational strategy in the Country, you are responsible for:
- relations with donors and national authorities
- budget management
- of security
- operations and
- the development of a motivated and professional team.
MAIN TASKS and RESPONSIBILITIES
As Head of the mission : coordinate all the activities of the mission through an efficient use of resources and in compliance with internal/donor procedures in order to guarantee the optimal progress of activities in line with the MdM operational strategy
Examples of tasks :
Program coordination and development :
- Produce Country Institutional Strategies, annual action plans and budgets and ensure their adherence by the teams
- Supervise Project Coordinators in compliance with MdM ethics, principles and commitments
- Propose and implement new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of the results and/or contextual
- Negotiate and follow protocols and framework agreements, official authorizations, with national/local competent authorities, MOUs and partnership agreements with other implementing actors
Management :
- Contribute to ensuring the well-being of staff members
- Ensure compliance by the various coordinators with all of MdM BE’s internal procedures (Log, HR, Finance, etc.)
- In close coordination with the HR Coordinator, define the general organization of the mission and its organizational chart.
- Organize coordination meetings and maintain effective cooperation between all services/departments
- Personally carry out briefings-debriefings (including security aspects) of coordinators and visitors
Fundraising and reporting :
- Establish and develop regular contacts with financial partners
- Active search for new funding (contact donors locally, propose strategies to adopt with regard to potential donors)
- Follow up on funding files, supervise the production of funding proposals, interim and final reports in accordance with deadlines
- Supervise and coordinate external/internal audit missions
Internal communications :
- Act as a point of contact with the Head Office Desk
- Ensure internal communication between the different parties involved in the missions (different mission departments, members of the country teams, headquarters staff)
- Ensure the proper organization of back-ups and the delegation of powers
Representation :
- Ensure regular interaction, information sharing and collaboration with other humanitarian actors in the country (UN agencies, INGOs, local NGOs), and in particular with medical organizations with similar programs
- Represent MdM BE with the national authorities and ensure regular communication with the country’s stakeholders
Security :
- Analyze and anticipate the security situation, in collaboration with the logistics coordinator, take the necessary measures to guarantee the security of people and property of the mission
- Define and update the security rules (ie Security Guide) and guarantee their application by all the teams on the mission
- Manage, in collaboration with headquarters, any security incident affecting MdM personnel and assets
As Team Manager: coordinate the work and tasks of the various Coordinators under your direct responsibility in order to guarantee an optimal working environment according to the means and priorities of the mission
Examples of tasks
- Ensure compliance with administrative procedures by team members
- Identify human resource needs for coordinator positions, participate in the recruitment process
- Supervise, set individual objectives, carry out evaluations, organize staff back-up leave and, if necessary, take disciplinary measures in collaboration with the HR department
- Identify training needs (coaching, continuing education, conferences, etc.)
- Guarantee the filing, archiving of documentation, and the security of data produced by the mission
REQUIRED PROFILE – International profile
ESSENTIAL
Education/training and experience
- Master in: political science, development, management, legal,…
- Minimum 5 years of experience in a general coordination function / head of mission in an international NGO , ideally on health and protection themes.
- Successful experience of project management in crisis/conflict zones, volatile security context.
Technical skills
- Excellent sense of organization and strategic and operational planning.
- Strong writing and analytical skills.
- People management: solid ability to lead a team of direct and indirect collaborators, including partners, and to mobilize skills in a multicultural environment.
- Mastery of the Office package.
- Fluency in French, excellent level of written or oral communication in English.
Transversal skills and attitude
- Excellent ability to work under pressure in a complex and unstable environment.
- Listening, team spirit, effective and efficient communication with others.
- Diplomacy, negotiation and management of institutional relations.
- Reactivity, anticipation, ability to take initiatives.

- Salary conditions: €3925.49 Gross (5 years of experience), €4125.72. (10 years of experience);Perdiem €635 . Recognized relevant experience. Depending on your tax residence, a withholding tax may be deducted.
