WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world.
We want universal health coverage where everyone has access to care, without barriers.
In Belgium and around the world, our projects are intended for all people who do not have or no longer have access to health care. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrant or displaced people and victims of crises or conflicts.
To carry out our mission, we rely on three pillars:
- Care : give people real access to care.
- Change : more than helping, we want to change things in the long term.
- Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.
Our projects follow a series of values common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.
CONTEXT
In the east of the Democratic Republic of Congo (DRC), following the chronic conflict that has been raging there for several decades, access to care is seriously hampered, either by a lack of structures, the distances to be traveled to reach care, or the limited access due to the violence.
At the end of 2021, the number of internally displaced people in the DRC was estimated at nearly 5.6 million people, the majority of them in the three provinces of South Kivu, North Kivu and Ituri. Half are women, and women’s health is a major issue. In addition to the general lack of access to care, women and girls are also victims of the normalization of rape in society.
In South Kivu, we are involved in a Sexual Reproductive Health and Rights program in Bukavu and Uvira. In the territories of Kabare and Kalehe, we are implementing a “One Health” approach which aims to coordinate human, animal and environmental health actors.
In addition, MdM BE is carrying out a multi-sector intervention project for the benefit of vulnerable people affected by conflict in the health zones of Itombwe and Minembwe.
THE ESSENTIAL
The MEAL Coordinator is responsible for the establishment of mechanisms for participation and transparency and the management of complaints, as well as monitoring, evaluation, learning and accountability linked to data and to project performance.
Under the direct supervision of the General Coordinator and in close collaboration with the MEAL referent at headquarters, the MEAL Coordinator:
- ensures that Quality, Accountability and Learning standards are integrated into the planning of mission project activities and their implementation.
- emphasizes participation and contextual analysis of data and helps project teams to strategically adapt activities and approaches to ensure effective and efficient programming and to maximize the positive impact of the mission.
- oversees and mentors the mission’s MEAL team.
- provides technical support in writing and analyzing quantitative and qualitative data for program reports.
- supports the implementation of monitoring and evaluation activities, data analysis and application of results in coordination with technical teams and other members of the mission coordination team.
- ensures that results-based management is integrated from the design of programming
- ensures impact measurement , documentation and dissemination of lessons learned.

Impact monitoring and evaluation
Sample Tasks
- Develop a clear and detailed plan for monitoring mission project activity reports, monitoring, evaluation, accountability, learning and impact monitoring methodologies to present to the hierarchy;
- Ensure the implementation and use of MEAL tools by the teams, in collaboration with the technical coordination team, the MEAL team, the project coordinators, and the field teams;
- Assist the Ministry of Health of the decentralized provinces to assess the performance of health centers and the community health information system in accordance with key performance indicators for PHC;
- Coordinate the development and implementation of improvement plans to strengthen the Targeted Health Zones, Health Centers and Community Health Information System based on the results of assessments, in line with key performance indicators SSPs;
- Ensure that all research and evaluation reports meet the quality criteria of the organization and promote the integration of recommendations and lessons learned into project planning and future programs;
- Ensure that minimum standards of health and nutrition programming are maintained in line with national and international standards.
Monitoring of project activities and reporting
Example of tasks:
- Assess, design and monitor methods to ensure participation at all stages of the project cycle with particular emphasis on the cross-cutting gender dimension.
- Ensure engagement activities are appropriately planned and budgeted for in program design and funding requests.
- Facilitate the exchange of information with key stakeholders, including beneficiaries, ensuring that projects promote transparency at all stages of implementation.
- Ensure the integration of awareness on the prevention of sexual exploitation and abuse as well as the popularization of the charter, policy and procedures.
Capitalization, learning and advocacy
Example of tasks:
- Ensure the proper use of the capitalization tools of Médecins du Monde Belgium and their dissemination in the field.
- Develop a capitalization methodology (lessons learned, success factors, production of toolkits).
- In coordination with the Advocacy and Campaigns Officer, ensure that the MEAL system supports advocacy and campaign actions.
Capacity building
Example of tasks:
- Map and establish learning and training plans for program staff
- In consultation with the technical team and field teams, develop a training plan on Research, Monitoring, Evaluation, Accountability and Learning for key mission staff, including partner MEAL positions;
- Seek opportunities for information sharing and learning exchanges with local actors / Non-Governmental Organizations to promote coordination at local and national level.
REQUIRED PROFILE – International profile
Education/training and experience
- Hold a master ‘s degree in public health, epidemiology, statistics, social sciences, demography, or related fields.
- Minimum 5 years of professional experience in the field of Monitoring and Evaluation, accountability and learning in a development project or an NGO.
Technical skills
- Very good knowledge of project management tools (project cycle, logical framework, objectively verifiable SMART indicators, project proposals, reporting, theory of change, etc.)
- Excellent mastery of quantitative and qualitative data collection methodologies (sampling method, interview, focus group survey, etc.) and analysis tools;
- Experience using and setting up mobile data collection tools
- Mastery of STATA and/or SPSS , Epi info, R and the Microsoft office package
- Excellent ability in skills transfer (training / support)
- Mastery of the health information system (SIS) and Geographic (QGIS)
- Perfect command of French and working knowledge of English

WE OFFER – International Profile
- Expatriate contract – single posting – fixed term (CDD) 6 months, until January 31, 2024.

- Gross salary: €3103.15 (5 years of experience); €3261.4 (10 years of experience), recognized relevant experience. Per diem 635 €. A package of various benefits (insurance, etc.) linked to expatriate status Depending on your tax residence, a withholding tax may be deducted.
